Stemming from the urgent need to ensure living conditions for households in difficult circumstances, in early 2025, the Provincial People's Committee issued Decision 270, approving the results of synthesizing the need to support housing improvement for households belonging to the category of people with revolutionary contributions, poor households, near-poor households, households affected by natural disasters, climate change and other subjects in difficult circumstances.
Immediately after its promulgation, districts and cities across the province quickly organized to review the subjects, make specific lists, develop construction plans and assign clear tasks. Throughout the province, the enthusiastic implementation atmosphere spread from urban areas to remote villages. According to the synthesis results, the whole province has 4,405 households in need of housing support, of which 3,079 need to be newly built, 1,326 need to be repaired, with a total estimated cost of more than 224 billion VND.
In particular, right from the grassroots level, communes have shown a proactive and flexible spirit in organizing implementation. In Van An commune, Chi Lang district, immediately after Decision 270 was implemented, the Party Committee and the commune government proactively propagated and mobilized the people, coordinated to review, prepare documents and urge the construction progress. Up to now, this commune has completed the rough construction of 5 houses out of a total of 16 newly built houses according to Decision 270 and strives to complete all of them before April 30. According to Mr. Doan Van Luyen, Party Secretary and Chairman of the People's Council of Van An commune, the unity in direction, consensus among the people and clear and timely support mechanisms are key factors helping the commune effectively implement the program.
Thanks to the drastic participation of the entire political system and the consensus of all classes of people, by the end of March 2025, the whole province had started construction and repair of 1,592 houses, reaching 36.1% of the plan set out in Decision 270. |
In each house that is gradually taking shape, that humane policy is felt with all the emotion. Ms. Hoang Thi Hanh, Trung Tam village, Van An commune, Chi Lang district confided: "The state supports 60 million VND, if it is not enough, the family tries to borrow more from brothers and sisters. After many years of living in a temporary house, now my family and I are waiting every day for the new home to be completed."
Decision 270 has really become a boost, not only because of the wide scale of support but also because of the methodical, flexible and practical implementation. Each house ensures the "3 hard" standard: hard foundation - hard wall - hard roof. Any problems arising during construction are handled promptly and scientifically. Forces such as the Provincial Military Command, Provincial Police, Provincial Youth Union, Farmers' Association, Women's Union, etc. have mobilized thousands of working days to support the transportation of materials to difficult areas, contributing to shortening the progress and saving costs. Each brick, each roofing sheet is transported not only by human power but also by human love.
In addition to resources from the State budget, Decision 270 also creates a great influence in society, strongly mobilizing social resources. At the launching ceremony of "Joining hands to eliminate temporary and dilapidated houses" in the province in 2025 (March 18, 2025), businesses and philanthropists donated funds to join hands to eliminate temporary and dilapidated houses in the province. The total amount of registered donations and direct donations at the ceremony was more than 12.5 billion VND. It can be seen that the spirit of "whoever has something to contribute, whoever has merit contributes merit, whoever has property contributes property" has not only spread but has become a practical motivation for the program to achieve clear results in a short time.
