Provincial Party Secretary Nguyen Hoai Anh has just signed and issued Plan No. 231-KH/TU on behalf of the Provincial Party Standing Committee on the implementation of Regulation No. 132-QD/TW of the Politburo (13th tenure) on controlling power, preventing and combating corruption and negativity in investigation, prosecution, trial and execution of judgments, to organize and implement it throughout the province.
Accordingly, the Provincial Party Standing Committee requires Party committees at all levels, authorities, and socio-political organizations in the whole province to grasp the principles, contents, and methods of controlling power, preventing and combating corruption and negativity in investigation, prosecution, trial, and execution of judgments and the contents according to Regulation No. 132-QD/TW to lead, direct, and organize serious and effective implementation; strengthen inspection and supervision of implementation. Thereby improving the effectiveness of inspection and supervision by the Party, inspection and supervision by functional agencies and elected representatives, the Vietnam Fatherland Front and socio-political organizations, the people and law enforcement agencies over litigation activities, execution of judgments and other related activities, to promptly detect, prevent and strictly handle violations, abuse of positions and powers, abuse of power, corruption and negativity in litigation activities, execution of judgments and other related activities, with the spirit of "no forbidden areas, no exceptions".
To effectively implement the above requirements, Party committees, authorities, and socio-political organizations in the whole province must organize the study and dissemination of Regulation No. 132-QD/TW in appropriate forms, creating a positive change in awareness for cadres, party members, civil servants, and public employees about the importance of power control, prevention and combat of corruption and negativity in investigation, prosecution, trial, and execution of judgments. At the same time, propagate the main contents of Regulation No. 132-QD/TW to union members, association members, and people in conjunction with promoting propaganda, dissemination, education, and raising awareness of corruption and negativity prevention and combat, focusing on preventing and combating ideological, moral, and lifestyle degradation among cadres, party members, civil servants, and public employees, contributing to the fight against the root causes of corruption in the spirit of the direction of General Secretary Nguyen Phu Trong. Thereby, constantly enhancing the role and responsibility of Party committees and organizations; each member of the Party Committee, Party organization, member of the leadership of the agency, organization with the authority to conduct proceedings, execute judgments and other related activities, especially the responsibility of the head in leading, directing and implementing the control of power, preventing and combating corruption and negativity in proceedings, execution of judgments and other related activities; strengthening the work of inspection, examination, supervision and internal self-inspection to promptly detect, rectify and strictly handle violations, abuse of position and power, abuse of power, corruption and negativity, to build, consolidate and perfect the organization and apparatus of law enforcement agencies; Building a team of cadres and civil servants with capacity, specialized expertise, good moral qualities, strong political will, strictly complying with the Party's guidelines, policies and laws of the State, regulations, rules and professional procedures of the industry, resolutely fighting against manifestations of "self-evolution", "self-transformation", corruption, negativity...
Accordingly, review, develop, supplement, adjust, and strictly implement working regulations, professional procedures, ethical standards, codes of conduct, etc.; proactively review and recommend competent authorities to consider amending, supplementing, and perfecting legal provisions related to litigation, execution of judgments, and other related activities to ensure the independence, objectivity, and compliance with the law of investigators, prosecutors, judges, enforcement officers, and other competent persons in litigation, execution of judgments, and other related activities, contributing to preventing and combating corruption and negativity in these activities. At the same time, strengthen the role, responsibility, effectiveness of prosecution and supervision of judicial activities of the People's Procuracy at all levels; strengthen inspection, examination, timely detection, handling, or guidance to promptly remove difficulties and obstacles, rectify and prevent violations, and strictly handle violations. Improve the effectiveness and efficiency of state management of the organization and activities of judicial support and legal aid; strengthen inspection, examination, supervision, promptly detect and strictly handle violations. At the same time, strengthen and improve the effectiveness of supervision by the National Assembly Delegation - Binh Thuan province unit, the People's Council, the Vietnam Fatherland Front and socio-political organizations at all levels in the province, elected representatives and people on litigation activities, execution of judgments and other related activities.
