Implementing Regulation No. 132-QD/TW

Provincial Party Secretary Nguyen Hoai Anh, on behalf of the Provincial Party Standing Committee, has signed and issued Plan No. 231-KH/TU on the implementation of Regulation No. 132-QĐ/TW of the Politburo (13th term) on controlling power, preventing and combating corruption and negative practices in investigation, prosecution, trial, and execution of judgments, to be implemented throughout the province.

Accordingly, the Standing Committee of the Provincial Party Committee requested that Party committees, government agencies, and socio-political organizations throughout the province thoroughly understand the principles, content, and methods of power control, and the prevention and fight against corruption and negative practices in investigation, prosecution, trial, and execution of judgments, as well as the contents of Regulation No. 132-QĐ/TW, in order to lead, direct, and organize the serious and effective implementation; and to strengthen inspection and supervision of the implementation. This will enhance the effectiveness of inspection and supervision by the Party, inspection and supervision by functional agencies and elected representatives, the Vietnam Fatherland Front and political and social organizations, the people and executive agencies regarding litigation, enforcement of judgments and other related activities, in order to promptly detect, prevent and strictly handle violations, abuse of power, corruption and negative practices in litigation, enforcement of judgments and other related activities, with the spirit of "no forbidden zones, no exceptions".

To effectively fulfill the above requirements, Party committees, government agencies, and socio-political organizations throughout the province must organize the study and thorough understanding of Regulation No. 132-QĐ/TW in appropriate forms, creating a positive shift in the awareness of cadres, Party members, civil servants, and public employees regarding the importance of power control and the prevention and fight against corruption and negative practices in investigation, prosecution, trial, and execution of judgments. Simultaneously, they must disseminate the main contents of Regulation No. 132-QĐ/TW to union members, association members, and the people, while simultaneously strengthening propaganda, dissemination, and education to raise awareness about the prevention and fight against corruption and negative practices, focusing on preventing the decline in political ideology, ethics, and lifestyle among cadres, Party members, civil servants, and public employees, contributing to the fight against the root causes of corruption in accordance with the directives of General Secretary Nguyen Phu Trong. Through this, they must continuously enhance the role and responsibility of Party committees and organizations. Each member of the Party committee, Party organization, and leading member of the competent agency or organization conducting litigation, enforcement of judgments, and other related activities, especially the responsibility of the head in leading, directing, and implementing the control of power, preventing and combating corruption and negative practices in litigation, enforcement of judgments, and other related activities; strengthening inspection, supervision, and internal self-inspection to promptly detect, correct, and strictly handle violations, abuse of position and power, corruption, and negative practices, in order to build, consolidate, and improve the organization and apparatus of law enforcement agencies; Building a team of capable and highly specialized cadres and civil servants with good moral character, firm political stance, and strict adherence to the Party's guidelines, the State's policies and laws, and the regulations, rules, and professional procedures of the sector; resolutely fighting against manifestations of "self-evolution," "self-transformation," corruption, and negative practices...

Accordingly, a thorough review, development, supplementation, adjustment, and strict implementation of working regulations, operational procedures, ethical standards, and codes of conduct will be conducted; proactive review and recommendations will be made to competent authorities to consider amending, supplementing, and perfecting relevant legal provisions related to litigation, enforcement, and other related activities to ensure the independence, objectivity, and compliance with the law of investigators, prosecutors, judges, enforcement officers, and other authorized persons in litigation, enforcement, and other related activities, contributing to the prevention and fight against corruption and negative practices in these activities. At the same time, the role, responsibility, and effectiveness of prosecution and supervision of judicial activities by the People's Procuratorates at all levels will be strengthened; inspection and supervision will be intensified to promptly detect, handle, or guide the resolution of difficulties and obstacles, correct and prevent violations, and strictly punish acts of misconduct. Enhance the effectiveness and efficiency of state management over the organization and operation of judicial support and legal aid; strengthen inspection, examination, and supervision, promptly detecting and strictly handling violations. Simultaneously, strengthen and improve the effectiveness of supervision by the National Assembly delegation - Binh Thuan province, the People's Council, the Vietnam Fatherland Front, and political and social organizations at all levels in the province, as well as by elected representatives and the people, over litigation, enforcement of judgments, and other related activities. Strengthen intelligence gathering, promptly detect and proactively inspect signs of violations by Party organizations and Party members in implementing Regulation No. 132-QD/TW and other related regulations, and strictly handle violating Party organizations and Party members, without exception…

Raising awareness, political determination, and responsibility among Party committees, Party organizations, government agencies, the Vietnam Fatherland Front, and political and social organizations, as well as agencies, organizations, officials, and Party members in the province, especially leaders, in implementing the Politburo's regulations on controlling power and preventing and combating corruption and negative practices in investigation, prosecution, trial, execution of judgments, and other activities related to litigation and judgment execution… is the goal of the plan.
