Striving to become a leading locality in science and technology

The Standing Committee of Vinh Phuc Provincial Party Committee has just issued an Action Program to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Specifically, the Standing Committee of Vinh Phuc Provincial Party Committee set a target that by 2030, the potential, level of science and technology and innovation in the province will reach a high level in a number of important fields, ranking among the top 15 provinces/cities nationwide; the level of technological capacity and innovation of enterprises in the area will reach the general advanced level of the whole country.

In the province, there must be at least 1 industrial park with 30% of its area dedicated to promoting high-tech development; there must be at least 2 intermediary organizations for the science and technology market; there must be at least 15 science and technology enterprises and 10 or more high-tech enterprises operating in production and business; there must be from 40 to 50 public and non-public science and technology organizations.

The scale of the digital economy reaches at least 35% of the total value of the local product (GRDP); the rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80 - 85%.

By 2030, strive to allocate annual funding for science and technology development, innovation and digital transformation to at least 3% of total local budget expenditure and gradually increase according to development requirements;

Vinh Phuc has become a locality with advanced and modern digital technology infrastructure; a locality selected by the Central Government to deploy a number of strategic technologies: artificial intelligence; Internet of Things; big data; cloud computing; quantum technology; nano; satellite information and new technologies...

Implementation solutions

To effectively implement the above goals, the Standing Committee of Vinh Phuc Provincial Party Committee requires Party committees at all levels, Party organizations, agencies, units, cadres and Party members to fully understand the importance and thoroughly grasp the viewpoints, guidelines and policies of the Party and State on science and technology development, innovation and digital transformation.

The implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation must be carried out with a spirit of urgency, determination and synchronization at all levels of Party committees, combined with timely inspection, supervision, evaluation and experience drawing.

One of the important solutions that the Standing Committee of Vinh Phuc Provincial Party Committee requires the units to implement is to improve and innovate the operating model of the Vinh Phuc Center for Application and Innovation; increase investment and upgrade scientific research and innovation facilities at the Center. Merge and dissolve ineffective scientific and technological organizations.

Vinh Phuc also encourages research organizations and scientists to establish and participate in operating businesses based on research results; socialize a number of science and technology intermediary organizations to ensure the set goals.
