From March 1, 2025, implementing the Ministry of Public Security 's project to streamline the apparatus, local police will have only 2 levels, without district-level police. All tasks of the police force in the whole province will be maintained normally, ensuring no interruption of tasks, no vacant areas, and maintaining a stable security and order situation... Along with receiving and handling tasks transferred from district-level police, professional departments under the Provincial Police and commune-level police have actively and urgently implemented a number of tasks transferred from specialized agencies under the Provincial People's Committee to ensure smoothness and efficiency.

Implementing the policy of the Politburo and the Central Public Security Party Committee on not organizing district-level public security, the Provincial Public Security Party Committee and leaders have seriously implemented policies and instructions on restructuring and streamlining the apparatus. Despite many difficulties and challenges, Quang Ninh Public Security has become one of the exemplary and leading units and has been recognized and highly appreciated by the leaders of the Ministry of Public Security, Party committees and authorities at all levels.

Immediately after the Ministry of Public Security directed the implementation of the new organizational model, the Provincial Police focused on directing the organization of professional consultations according to the force systems to proactively and promptly identify difficulties and problems; at the same time, urgently and actively deploy solutions. Ensure that leadership, direction and operation from the provincial police to the commune police are smooth and uninterrupted.

The communication systems serving the direction and operation of the Provincial Police to the commune-level police are guaranteed to operate continuously . The regulations, rules and working procedures of the Party Committee and the Provincial Police are reviewed, revised and supplemented ; at the same time, the Provincial Police also provide guidance on reporting and statistics, especially when complicated and unexpected problems arise.

The Provincial Police also held conferences to announce the decision to assign leaders of professional departments in charge of the police of communes, wards and towns in the province. Assigned work targets for 2025 and signed emulation agreements between emulation clusters of the Provincial Police in 2025 (in which targets were assigned to each unit at the team and commune levels, ensuring the principle of clear people, clear work, clear progress, clear results and clear responsibilities).

To grasp and resolve difficulties in ensuring security and order with the commune-level police, the Provincial Police Party Committee (directly led by the Party Secretary and Director of the Provincial Police) had a dialogue and answered questions for the commune-level police force about difficulties in performing their duties. Thanks to that, not only did many issues related to expertise and professions be clarified, but it also helped stabilize the mindset so that officers and soldiers could work with peace of mind.

In the context of commune-level police being under the direct leadership and direction of the Provincial Police, leaders of the Provincial Police and leaders of professional departments regularly stay close to the area; promptly grasp and detect situations and problems that occur, to focus on directing and resolving them right at the grassroots level, not allowing complicated incidents of security and order to arise. At the same time, promptly notify, exchange and arrange focal points of the Provincial Police to coordinate with local Party committees and authorities to ensure the resolution of security and order issues and build the police force, as well as direct the review, advise on adjusting, supplementing or building new steering committees, support teams, inter-sectoral coordination mechanisms, and agreements to suit the new organizational model and meet current requirements and situations.

Therefore, during the implementation process, it is necessary to focus on assessing difficulties and discussing solutions, absolutely not having the idea of "cannot do". After implementing the policy of not arranging district-level police, it requires each officer, soldier, and youth union member of the provincial police, especially the grassroots police, to truly recognize their "historical mission"; must create a breakthrough in thinking and working methods, always innovate and be creative, with the goal of building a clean, strong, disciplined, elite, and modern Quang Ninh police force, contributing to the successful implementation of public security tasks in 2025 and the following years.

The Party Committee and leaders of the Provincial Police have requested the professional departments according to the force system to urgently research and advise the Provincial Police Director to issue specific and detailed guidance documents of the nature of "professional handbooks" on topics and fields for officers and soldiers to easily remember, memorize, and implement, and ensure compliance with legal regulations.

Ensuring security and order at the grassroots level is an important and strategic task that the Party, the State, the Ministry of Public Security, and local Party committees and authorities pay special attention to, devoting much effort to leadership and direction according to the motto of "orienting towards the grassroots", "closely following the grassroots", and realizing the goal of "maintaining security and order early, from afar, right from the beginning and right from the grassroots".

With new requirements and tasks, in order to perform their duties well, in the coming time, the commune-level police will continue to advise local Party committees and authorities in leading and directing the serious and effective implementation of the Party and State's guidelines, policies, laws, and regulations of the Ministry of Public Security on the prevention and fight against crimes and violations of the law and social evils, especially the work of ensuring security and safety for Party congresses at all levels, towards the 14th National Party Congress; actively advise on promoting the movement of the People protecting the security of the Fatherland, not leaving any areas or fields vacant...
