In 2024, the three-level Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (province, district, commune) will continue to be strengthened and maintained. According to assigned functions and tasks, departments, branches and sectors will also establish standing units; proactively coordinate to prevent and respond to natural disasters.
Early on, departments, branches, units and localities proactively developed plans for natural disaster prevention and control; reviewed and supplemented response plans for many levels of risk; organized training, drills and exercises; and promoted public awareness of natural disaster prevention and control following the motto "4 on-site".
In addition, attention is paid to the management, investment, construction, maintenance, and upgrading of dykes and natural disaster prevention and control works. In 2024, the total budget of the Central Government and the province for this work is 43.4 billion VND.

Thanks to early and remote initiative, the direction, management and response to natural disasters occurring in the province has been timely and effective, ensuring the safety of people's lives and property.
In particular, regarding storm No. 3 with strong intensity and great destruction, the Provincial Party Committee and Provincial People's Committee closely followed the direction of superiors, promptly directed agencies, units and localities to urgently organize response plans according to the motto "4 on-site".
Leaders from the province to the grassroots, representatives of departments and branches directly inspected, directed and urged the response to storms and floods in key areas. Before and during the storm, agencies, local authorities, police and military forces... quickly evacuated more than 13,000 households living in areas at high risk of landslides and flooding to safe places; paid attention to handling dike incidents; ensured smooth traffic and communication, and safe power grids.
Responding to the call of the Vietnam Fatherland Front Committee of Bac Giang province, many benefactors inside and outside the province joined hands to support funds and materials to help people in the damaged areas. After the natural disaster passed, Party committees at all levels, local authorities, departments and branches focused on overcoming the consequences in agricultural production, restoring infrastructure, ensuring the environment and preventing epidemics.
From the work of natural disaster prevention, control and search and rescue in 2024, Bac Giang province has drawn many lessons such as: It is necessary to organize serious on-duty teams; grasp information quickly and accurately; have timely and decisive direction from commanders at all levels, especially in evacuation; do not lose your composure in the face of unexpected situations; damage recovery must ensure the resolution of immediate as well as overall and long-term problems.
Speaking at the conclusion of the conference, comrade Phan The Tuan assessed that, besides the achieved results, the work of natural disaster prevention, control and search and rescue in the province still has some limitations. At times and in some places, the staff is not resolute, has not determined the best plan for the worst situation; has not clearly understood the tasks of the dyke lines and dikes, leading to inappropriate direction in handling incidents...
To make disaster prevention, control and search and rescue work in the area effective in 2025 and the following years, he suggested that localities, units, and departments continue to thoroughly grasp and seriously implement the National Strategy for Disaster Prevention and Control to 2030, with a vision to 2050; clearly identify the spirit of prevention rather than control; not to be passive or surprised in any situation; flexibly, creatively, and effectively implement the motto "4 on-site".
Develop plans and scenarios for natural disaster prevention and control, search and rescue close to reality. In particular, it is necessary to have scenarios to guide the evacuation of people in low-lying areas to safe locations when floods occur; handle landslides in mountainous areas and drain water, overcome flooding in low-lying areas; have plans to ensure important areas in terms of politics, national defense, security, industrial parks and industrial clusters.
Regularly conduct field inspections; assess the current status of dikes, dams, pumping stations, vulnerable locations, and places prone to landslides to promptly detect and handle incidents. Ensure adequate means and equipment for disaster response and search and rescue; especially when they occur in remote areas and in complex weather conditions.
Ensure the safety of irrigation works and dykes; strengthen inspection, examination and handling of violations of laws on dykes and irrigation works.
The People's Committees of districts, towns and cities shall continue to implement the tasks in the issued plans for natural disaster prevention, control and rescue until the separation and merger of new administrative units are completed; this task shall not be interrupted.
