The working group implementing the Project of 06 provinces held a working conference in November 2023.
At the conference, the representative of the working group reported a summary of the implementation results of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, vision to 2030" (called Project 06) in November 2023 and the initial results of implementing Coordination Plan No. 64 on the pilot model of Project 06.
Accordingly, the rate of receiving online records on the Provincial Public Service Portal of many departments and branches reached 100%; the Department of Information and Communications, the Department of Industry and Trade, and the Department of Foreign Affairs achieved high results in digitizing records.
For the utility of looking up health insurance information using citizen identification cards (CCCD) for medical examination and treatment at some units, the lookup success rate is high such as: Can Loc, Loc Ha, Ky Anh Town...
Online public services continue to be promoted, many public services are responded to and participated by people, especially 2 groups of interconnected public services. Reusing digital data such as ID cards, health insurance cards, birth certificates, marriage certificates, etc. helps save costs on printing documents, limits the need for verification and uses digitized data for authentication; gradually reduces the number of officials receiving people, helps people limit travel, no contact, no paperwork, no cash, gradually eliminates the situation of "petty corruption".
The construction of the ecosystem and shared data has been actively coordinated by units and localities with the police force in the implementation. Up to now, 100% of the digitization of civil status data has been completed, updating social protection beneficiaries, poor and near-poor households, data on meritorious people, land data, etc., contributing to saving budget for units and localities in reviewing and updating data.
However, based on the direction of the Provincial People's Committee and the Working Group implementing Project 06 provinces, up to now, there are still 4 overdue tasks that have not been completed; some units and localities have not met the target for receiving online records on the provincial public service portal.
The ratio between medical examination and treatment using chip-embedded CCCD cards and medical examination and treatment using paper health insurance cards is not proportional; some schools in the province have not yet implemented the collection of tuition fees and other fees through non-cash payments...
In the coming time, the Working Group implementing Project 06 provinces will continue to direct the drastic implementation of reviewing, updating and cleaning some data groups such as the Red Cross, vehicle data, social insurance data, and tax data.
At the conference, delegates focused on clarifying the causes of limitations in the implementation of the pilot model of Project 06. At the same time, they proposed solutions to remove difficulties and obstacles to continue to effectively implement the project.
