- Due to difficulties in site clearance and unfavorable weather, the implementation of construction and installation of works, renovation and upgrading of irrigation and transport infrastructure serving the agricultural value chain under component project 3 (agricultural value chain infrastructure) funded by ODA capital - Asian Development Bank (ADB) in 2024 has encountered many difficulties. Currently, difficulties and obstacles regarding site clearance are being effectively resolved, investors and contractors are implementing many measures to "compensate" for progress.
Component 3 investment project in Lang Son province includes 14 irrigation works and 3 rural traffic works in Binh Gia, Trang Dinh and Van Quan districts.
Regarding the scale of investment in irrigation works, it includes: repairing and upgrading 1 reservoir; building 10 new dams and sluices and upgrading 22.1 km of canals in 10 communes of 3 districts.
Regarding traffic works, the project will invest in the construction of 3 inter-commune roads: Minh Khai - Hong Thai, Binh Gia district; Chi Minh - Tan Tien, Trang Dinh district; Dong Giap - Tan Doan - Trang Cac, Van Quan district. The total length of the 3 routes is more than 38 km.
The project investor is the Department of Agriculture and Rural Development, with construction start and completion dates in 2024 and 2025, with a total construction value of more than 176 billion VND.
Many difficulties and problems
Mr. Dao Van Anh, the officer in charge of managing component project 3 (Department of Agriculture and Rural Development) said: The work of preparing bidding documents for the project is very complicated, the investor must get the opinion of the sponsor and must have a letter of no objection to be eligible to implement the next steps. In addition, because the traffic routes are invested in remote communes, especially difficult areas and some projects go through natural forest areas, the investor must report to the Provincial People's Committee the solution as well as review and adjust the design to suit the current situation and not encroach on natural forest land... leading to a prolongation of the time for preparing, appraising and approving the project.
After completing the dossier, there were problems with site clearance for traffic infrastructure works in the component (the irrigation works were mainly implemented on old infrastructure, not related to the site). The reason was that during the process of carrying out the inventory and compensation for site clearance, the Land Law 2024 took effect from August 1, 2024 and the Provincial People's Committee had not yet issued full guidance documents, leading to the approval of the plan and payment of funds not being possible. This made it difficult to implement site clearance for traffic works in component project 3.
Not only that, during the construction, in September 2024, the impact of storm No. 3 caused the construction of the projects to be interrupted for a long time.
Mr. Vu Dinh Hong, Director of Ha Son Company Limited, the construction unit of the traffic project in Chi Minh and Tan Tien communes, Trang Dinh district, said: Due to the heavy rain and storm, the construction organization of the unit was extremely difficult, the mobilization of machinery and equipment, and the construction solution could not be implemented and was delayed due to having to wait for dry weather. The project by the construction unit had to stop for 1.5 months, from mid-August 2024 to the end of September 2024.
Remove difficulties, speed up progress
Faced with many difficulties and obstacles in site clearance, the leaders of the Department of Agriculture and Rural Development have sent staff and directly worked with the People's Committees of districts to support and promote site clearance for traffic infrastructure projects.
Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Rural Development, said: The Department's leadership has assigned a Deputy Director to directly direct, monitor, inspect and urge the implementation of the project's progress and support the districts in site clearance. The Department's viewpoint is to accompany the People's Committees of the districts to remove difficulties and obstacles in compensation, support and resettlement, as well as arrange sufficient funds to pay affected people in a timely manner.
The People's Committees of the districts that benefit from the project also took drastic measures to promptly hand over the clean site to the investor. Mr. Leo Van Hiep, Chairman of the People's Committee of Trang Dinh district, said: To remove obstacles in the implementation of compensation, support, and resettlement of the Po Kien inter-commune road project, connecting Tan Tien commune with Chi Minh commune, the People's Committee of the district directed the Land Fund Development Center to coordinate with the People's Committees of Tan Tien and Chi Minh communes to propagate and mobilize affected people about the significance of the project so that people agree to hand over the site first and receive compensation funds later. Thanks to that, by mid-October 2024, the entire project site had been handed over by households to the investor for the contractor to carry out excavation and earthwork as planned.
It is known that by the end of February 2025, the contractor has completed the foundation of the Po Kien inter-commune road, connecting Tan Tien commune with Chi Minh commune. The contractor is waiting for favorable weather to pour concrete on the road surface according to the design, and is expected to complete the concrete road surface in May 2025.
In Binh Gia district, with a similar approach, in November 2024, people in Minh Khai and Hong Thai communes also completed handing over the site for the investor to carry out the project construction. From October 2024 to January 2025, with favorable weather, contractors focused on human resources and equipment to make up for the progress affected by the weather and site clearance.
Mr. Nguyen Xuan Hau, Director of Long Thinh Trading Joint Stock Company, Lang Son City, the construction unit of the inter-commune road project Khuoi Con - Na Nua (Minh Khai Commune) - Ban Hoay (Hong Thai Commune), Binh Gia District, said: Immediately after being handed over the site, the unit arranged 3 construction teams, mobilizing 15 vehicles to carry out the project. At the same time, the unit also took advantage of favorable weather conditions to gather enough materials to the foot of the project to serve the transition phase of construction. Thanks to that, up to now, the project has completed 90% of the volume of the project to open the roadbed, and is expected to complete the roadbed project according to the design in March 2024.
For irrigation works, due to no land issues, the progress of the works is quite good. By the end of February 2024, contractors had completed 70% of the volume according to the signed contract. Contractors of irrigation works are striving to complete the remaining volume in June 2025 (striving to be 2 months ahead of schedule compared to the signed contract).
With the determination of the investor and the responsible participation of the contractors, it is believed that the irrigation and traffic works of component project 3 will be completed according to the set plan. Thereby, contributing to improving the agricultural production capacity in communes in especially difficult areas, gradually improving the lives of people in the communes benefiting from the project.
