In order to ensure safety for agricultural production and minimize damage caused by drought, water shortage, and saltwater intrusion, relevant sectors of the province and localities are actively implementing measures to ensure adequate irrigation water for agricultural production.

According to the monitoring of the agricultural sector, as of April 17, 406/610 reservoirs in the province were lower than the normal water level. The three large reservoirs are Cua Dat reservoir (Thuong Xuan) at +88.64m (21.36m lower than the normal water level, 1.04m lower than the same period in 2023); Song Muc reservoir (Nhu Thanh) at +30.26m (2.74m lower than the normal water level, 1.86m lower than the same period in 2023); Yen My reservoir (Nong Cong) at +16.30m (4.06m lower than the normal water level, 0.81m lower than the same period in 2023).
Regarding salinity intrusion, the salinity at 6:00 a.m. on April 17 on the Ma River in the Thanh Chau sluice area (Hoang Hoa) was 17%o; the Len River in the Lien Loc 2 pumping station area (Hau Loc) was 3.5%o... To proactively respond to the complicated weather situation, ensure safety for production, minimize damage caused by drought, water shortage, and salinity intrusion, according to Mr. Cao The Son, Deputy Director of the Quang Xuong Irrigation Branch: Because the production area of Quang Xuong district is at the end of the Bac canal and the B22 canal of the Bai Thuong system, it is very difficult to have irrigation water during the dry season. Meanwhile, the unit is responsible for providing irrigation and drainage water for more than 8,500 hectares of rice in Quang Xuong district and Sam Son city. Every year, based on the water source capacity and planting schedule of Quang Xuong district and Sam Son city, the unit proactively operates the irrigation pumping schedule to serve production; Clusters, teams and irrigation workers closely coordinate with communes to strengthen inspection of works and fields to divert water to avoid wasting water. For pumping stations in areas affected by high tides, the unit proactively pumps according to the tidal schedule and strengthens inspection to prevent saltwater intrusion. Along with that, the unit thoroughly retains water in the drainage canal system. Install additional valve systems, locks, and sluice gates on the North and B22 canals to prevent leaks and saltwater intrusion.
According to the agricultural sector, the current water demand for agricultural production in the province is 3.25 billion m3 (accounting for 91.8% of total demand), and is forecasted to be 3.179 billion m3 (accounting for 86.79% of total demand) by 2025. However, with the uneven distribution of water resources, the demand for water is increasing in both quality and quantity, the amount of water stored from irrigation and hydroelectric works has not met the demand. The hot weather has lasted for a long time over a large area, lakes and dams do not store enough water compared to the design, the river water level is low, the agricultural production area in the province is at risk of water shortage, drought, and saltwater intrusion of about 13,300ha to 17,200ha. Every year, when the heat wave lasts for a long time over a large area, the river water level drops, the salinity of 1%o in the estuary and coastal areas remains high and extends 18 - 24km inland. Pumping stations cannot get water and if they can get water, the time to get water is short, about 4 - 6 hours, making it difficult to supply water for production...
Faced with the above situation, the agricultural sector and localities strictly implement the plan of the Provincial People's Committee Chairman on drought prevention, water shortage, and saltwater intrusion in the period of 2023-2025 in the province. At the same time, the organization monitors the drought and saltwater intrusion situation, directs localities and related units to implement the water supply plan and install additional field oil pumps ready to pump to support drought prevention. Song Chu One Member Co., Ltd., Nam Song Ma Irrigation One Member Co., Ltd. regularly coordinates with the Irrigation Investment and Construction Management Board 3, Cua Dat and Doc Cay Hydropower Plants to operate power generation with flow and time suitable for water demand, ensuring savings and maintaining the design water level of the Bai Thuong system, the North Chu River - South Ma River canal. Along with that, closely coordinate with the electricity sector to ensure priority power supply for large pumping stations, pumping stations affected by tides and saltwater intrusion, especially Hoang Khanh pumping stations (Hoang Hoa), Chau Loc and Dai Loc pumping stations and the East De canal water supply system (Hau Loc). At the same time, operate pumping stations when water levels allow and are not salty, pump and store into drainage canals and fields to ensure sufficient water sources to fight drought...
The agricultural sector, based on weather and hydrometeorological conditions, develops an operating plan for pumping stations with water shortages, avoiding drought during the concentrated flood season and the dry season of the spring crop that lasts until the beginning of the crop season. Units organize the opening and closing of sluices at river mouths and seaports to retain fresh water and prevent salt water; check salinity to have a suitable irrigation water plan; and carry out irrigation work in the dry season according to the set plan.
