Implementing solutions to improve groundwater quality in Phu Quy district

Accordingly, the Department of Agriculture and Environment is assigned to direct the Center for Natural Resources and Environment Monitoring to continue implementing the Project "Building and organizing the operation of the groundwater monitoring system on Phu Quy Island - Binh Thuan". Review and propose funding for pumping and cleaning monitoring wells to submit to the Provincial People's Committee according to regulations. Urgently implement the Project "Overall investigation of groundwater resources on Phu Quy Island and propose solutions for exploiting groundwater on Phu Quy Island" which has been approved by the Provincial People's Committee.

In addition, the People's Committee of Phu Quy district is assigned to preside over and coordinate with relevant units to carry out propaganda, dissemination and raise people's awareness of legal regulations on water resources, the importance of protecting underground water sources and environmental protection. Strengthen inspection and supervision, and strictly handle organizations and individuals who pollute water sources in the area. Encourage individuals and organizations in production, business and services that exploit, use water and discharge wastewater to have solutions to use circulating water, economically and effectively in accordance with regulations.

Strengthen inspection and strict management of exploitation by organizations and individuals licensed to exploit underground water, not allowing cases of exploitation exceeding the flow rate, water level causing subsidence, subsidence, and saltwater intrusion; not allowing people to exploit underground water without permission from competent authorities. At the same time, promote afforestation, increase coverage, and rationally use land resources to regulate water sources, increase the flow of water seeping into the ground, and take measures to protect forests to prevent saltwater intrusion and protect underground water sources.

Based on resources and management priorities, research and propose a plan to build a system of concrete ditches and channels to collect overflowing rainwater in densely populated areas and around the island, leading to two reservoirs in Ngu Phung commune (12,406 m³) and Long Hai commune (37,440 m3) to collect rainwater and limit water flowing into the sea; have a plan to use this water source to supply water to people to limit the exploitation of underground water sources. Research and build more freshwater reservoirs to store rainwater, limit the exploitation of underground water, and switch to exploiting surface water.

In addition, build a model for treating domestic wastewater at household and village levels in the implementation of the National Target Program on New Rural Development after the Provincial People's Council issues support norms. Research and propose a plan to apply saltwater filtration technology into fresh water to ensure clean water sources, meet the daily and production needs of islanders, in accordance with the socio-economic development situation of the locality, especially in the context of climate change and increasing saltwater intrusion...
