Implementing "4 on-site" projects to deploy the 500kV Transmission Line Circuit 3 extension project

On the morning of January 28, in Thanh Hoa province, Prime Minister Pham Minh Chinh chaired a conference on promoting the progress of the project to build the 500kV transmission line circuit 3 from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ) - the extended 500kV line circuit 3.

Prime Minister Pham Minh Chinh concluded the conference to promote the progress of the implementation of the 500 kV Line 3 Quang Trach - Pho Noi projects.

The conference was held online at the main Thanh Hoa bridge and bridges in 8 other provinces where the line passed through.

Attending the conference were Deputy Prime Minister Tran Hong Ha; Minister of Industry and Trade Nguyen Hong Dien; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang; leaders of several central ministries, branches and Vietnam Electricity Group; Provincial Party Secretaries and Chairmen of the People's Committees of 9 provinces where the project passes through, including: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen.

Before this conference, on the afternoon of January 27, Prime Minister Pham Minh Chinh directly inspected the construction and presented gifts to encourage the construction forces of the 500kV line 3 extension project in the provinces of Thai Binh, Nam Dinh, Ninh Binh, and Thanh Hoa.

The 500kV power line project from Quang Trach to Pho Noi has a total length of about 519 km, starting at Quang Trach Power Center (Quang Binh), ending at Pho Noi 500kV Transformer Station (Hung Yen); including 4 component projects; total investment of about 22,356 billion VND.

After a period of delay due to various reasons, under the strong direction of the Government and the Prime Minister, many problems were resolved. In late December 2023 and January 2024, the project was simultaneously started and accelerated.

According to Vietnam Electricity Group, up to now, all component projects have completed investment preparation work according to legal regulations; 226 large construction, material, equipment and accessory supply packages are being promoted.

Regarding site clearance and handover of column foundation positions, up to now, the Nam Dinh I - Thanh Hoa component project has handed over 175/180 foundation positions and 35/75 anchorage spaces; the Nam Dinh I - Pho Noi project has handed over 209/334 foundation positions; the Quang Trach - Quynh Luu project has handed over 39/463 foundation positions; the Quynh Luu - Thanh Hoa project has handed over 46/202 foundation positions.

Construction work is being focused on. In particular, the component project of Nam Dinh I Thermal Power Plant - Thanh Hoa has completed casting foundations at 44/180 pier foundation locations and is implementing construction roads, excavation, casting foundations, and pile driving at the same time at 112 foundation locations in Thanh Hoa, Ninh Binh, and Nam Dinh provinces.

The Nam Dinh I-Pho Noi Thermal Power Plant component project is simultaneously constructing 27 foundation locations, 17 locations are digging foundation pits and 10 locations are making temporary roads. The Quynh Luu - Thanh Hoa component project is implementing construction at 3 locations and is making construction roads at 1 location. The Quang Trach - Quynh Luu project is implementing construction at 3 locations.

Currently, the project implementation still faces some difficulties and obstacles such as slow site clearance in some localities; some locations lack logistics roads and construction space; difficulties in choosing construction methods, especially in locations with difficult and complex terrain...

At the conference, leaders of ministries, branches and localities reported and discussed the situation and solutions to promote all stages, items and tasks of the project such as: site clearance; construction logistics; pit construction, foundation, pole erection, wire pulling, etc.

In particular, localities, ministries, branches and units propose coordination plans to promote the combined strength of the Central, localities and specialized agencies to focus on implementing the project; commit to proactively performing well the tasks according to assigned functions, tasks and powers, contributing to the completion of the project as planned.

Concluding the conference, Prime Minister Pham Minh Chinh said that electricity is an essential need of every citizen and of the country's socio-economic development in general; there must be no shortage of electricity for production, business and consumption.

The Prime Minister said that currently, the total power capacity of our country is not lacking, but in 2023 there will still be local power shortages due to unscientific and unreasonable management. Therefore, the Prime Minister has directed early on to focus on drastic and effective implementation of solutions to ensure power supply in 2024 and the following years. This includes promoting the 500 kV circuit 3 extension project, because this is a national key project, urgent, playing an important role in national energy security, especially for the Northern region; requiring the participation of ministries, branches, the entire political system, provinces and localities where the line passes through.

Given its importance, this project should have been implemented many years ago, but due to many reasons the project was delayed. Therefore, the Government directed the drastic implementation of the project, making up for the delay, striving to complete the project by June 2024. "This target is a great pressure, requiring high determination, great efforts, drastic actions, focus, and key points, and completing each task," the Prime Minister pointed out.

The Head of Government requested ministries, branches, localities and units to coordinate and focus on implementing projects to ensure progress; improve quality and construction techniques; ensure labor safety, environmental sanitation; ensure no negativity, corruption and group interests. In particular, ministries, branches, investors and localities need to coordinate closely to resolve arising problems and difficulties, putting national interests first and foremost.

The Prime Minister requested the Provincial Party Secretary and the Chairman of the People's Committee to directly direct the resolution of issues related to the project according to their functions, tasks and powers; assign Deputy Prime Minister Tran Hong Ha and Minister of Industry and Trade Nguyen Hong Dien and leaders of relevant agencies to hold monthly meetings to review and promote project progress; develop plans and project implementation progress for each province; assign Deputy Prime Minister Tran Luu Quang to direct the handling of issues related to the conversion of forest land for the project, including amending Decree 156 on detailed instructions for the implementation of a number of articles of the Forestry Law before the Lunar New Year 2024.

The head of the Government specifically directed the tasks for ministries, branches and localities according to the progress in site clearance; determining the route corridor; construction of foundation pits, construction of column foundations; construction of column erection; pulling wires... "We must mobilize local forces, local means, local materials, and local command to implement the project; both mobilizing the combined strength and creating jobs for people in the project area", the Prime Minister directed.

Along with that, the Prime Minister requested to increase information and propaganda so that people understand the meaning of the project and support the implementation of the project, for the benefit of the nation, the development of each locality and for the benefit of each person; organize to ensure security and order at construction sites; take care of the material and spiritual life of workers and laborers at construction sites so that everyone can work with peace of mind; strengthen inspection, urging, removing difficulties, overcoming challenges, and at the same time promptly rewarding and disciplining.

Regarding the issue of construction materials, the Prime Minister requested the Ministry of Construction to pay attention to ensuring supply; manage prices, and respond promptly; and localities must also participate in ensuring materials.

The Prime Minister stated that the Government, the Prime Minister, ministries, agencies, localities, corporations and general companies must carry out their tasks in accordance with their assigned functions, tasks and powers, unify their will, act together, "only discuss doing, not retreat", closely coordinate, innovate thinking and working methods, continue to promote achievements, overcome limitations, handle difficulties, overcome challenges, find outlets for problems that need to be solved, "whoever does the job better will be assigned to that person".

Prime Minister Pham Minh Chinh noted that the Electricity sector and localities should study and build power stations along the extended 500 kV line 3 to bring electricity down to serve local socio-economic development, especially in economic zones, industrial parks, tourist and service areas... Pointing out lessons learned from project implementation, Prime Minister Pham Minh Chinh requested that "what is said is done, what is committed must be implemented effectively; the Party has a policy, we must seriously implement it".

Welcoming the Vietnam General Confederation of Labor for the idea of launching an emulation movement to implement the project of building the 500kV Line 3 extension to celebrate the country's major holidays in 2024, the Prime Minister expressed his confidence that the project of building the 500kV Line 3 extension will be completed before June 30, 2024 as set out.
