Discussing at the 8th Session of the 15th National Assembly, the National Assembly deputies agreed with the investment policy of the National Target Program (NTP) on cultural development for the period 2025-2035 to build a healthy and civilized cultural environment; develop a synchronous and effective infrastructure system, landscape, and cultural institutions, but need to be extremely cautious. Especially avoid abuse in the field of management and protection of cultural heritage.
Most of Vietnam's national monuments and special national monuments are architectural works affected by climate and time, so most of them have degraded and need to be restored and embellished. However, not all of these monuments need to be restored and embellished, especially archaeological monuments. Thorough and somewhat mechanical restoration can easily lead to the situation where the restoration and embellishment are transformed into a new monument, which is more harmful than beneficial.
Recently, many relics and scenic spots across the country have been damaged, including some relics in Thanh Hoa province such as Ho Cong cave in Vinh Loc, Quan Thanh pagoda in Thanh Hoa city... Borrowing the policy of restoration and embellishment, but not complying with planning, architecture, and landscape, those who carry it out have caused relics and scenic spots to become distorted, even "disappear". This situation raises concerns about a trend of abusing the policy of "donating" to relics to incorporate personal will, while State management in this field has at times and in some localities not been timely and thorough.
To ensure the management, restoration, embellishment and promotion of the value of relics and scenic spots, the National Assembly deputies requested that localities be responsible for reviewing national relics and special national relics, reporting on the current situation and proposing restoration and embellishment plans. In particular, carefully assessing the data and current status of relics to not only ensure comprehensiveness, but also demonstrate the forecast of both relics and heritages that can be ranked and the resources to serve the restoration and embellishment of relics and heritages that are upgraded, especially those of special rank. Avoid widespread restoration that wastes resources and is easily distorted.
Protecting, restoring, embellishing and promoting the value of cultural heritage is an urgent issue not only for the nation and people, but if done properly, it will contribute to promoting the socio-economic development of each locality. This issue has been raised many times, but has not been resolved thoroughly. The National Assembly discussed the issue of protecting and restoring cultural heritage in the right way, promoting its value best on the occasion of our preparation for the celebration of Vietnam Cultural Heritage Day (November 23), as an urging, so that those working in cultural management have more determination to change.
