Reading helps people acquire knowledge to improve themselves, think more correctly, and have enough knowledge to experience life. In particular, reading not only brings intellectual benefits, inspires and stimulates creativity, but also plays a crucial role in the development and cultivation of human character. Nguyen Thu Thao, a student at Tran Quoc Toan Secondary School (Ha Long City), shared: "For me, books are a friend, playing a very important role in life. Along with learning knowledge in class, I enjoy reading more every day to explore and appreciate the beauty of the world around me through the pages of books." This is also the reason why Ms. Le Thanh Huyen, from Hong Gai ward (Ha Long City), has instilled a reading habit in her children from a young age. “I really appreciate the saying: 'Open a book, open a world.' So, from the time my children were young, I bought books to read to them. When they went to school, I gave them books about stories related to nature, society, and the love of family so they could learn…”
To develop a reading culture in the community, since 2021, the Provincial People's Committee has issued the "Project for the Development of Reading Culture in the Community in the period 2021-2025, with orientation to 2030 in Quang Ninh province". In particular, Resolution 17-NQ/TU dated October 30, 2023, of the Provincial Party Committee on "Building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development" outlines 18 objectives and 5 groups of solutions, including the task and solution of encouraging the development of reading culture associated with library institutions. These directives demonstrate a deep concern and specific assessment of the significance and important role of reading culture in contributing to socio -economic development in the province.
Based on the set goals, Quang Ninh province has focused on implementing solutions and investing resources to encourage and develop a reading culture in the community. To date, 100% of localities and schools in the province have libraries, and over 80% of commune cultural centers have bookshelves. Furthermore, with a determination to comprehensively transform digitally, the province has invested in building a synchronized system of cultural institutions, including libraries and museums, on a scale leading the country. The province continuously invests in and upgrades information technology infrastructure to enhance the operational capacity of libraries, especially in the development of electronic and digital libraries and information retrieval for readers. Currently, the provincial library possesses approximately 300,000 books, newspapers, and magazines, and over 2 million digital documents, including 200,000 digitized pages of Quang Ninh's local history. In addition, the library also provides digital services such as online library card registration, online borrowing, and online document retrieval. According to statistics, on average, the Provincial Library serves over 200,000 readers and visitors each year, circulating more than 1 million books and newspapers through both electronic and traditional systems; and distributing or donating 20,000 or more books to public libraries and school libraries.

Beyond traditional forms, many new and practical models have emerged to meet the increasingly diverse reading needs of readers. Typical examples include book cafes and library cafes, combining reading, buying, selling, exchanging, and donating books to provincial libraries or those in remote areas. In addition, to encourage reading, departments, agencies, localities, and units in the province have coordinated to organize many activities, competitions, and events to promote reading culture, such as: Vietnam Book and Reading Culture Day, the Quang Ninh Province Reading Culture Ambassador Competition; the Quang Ninh Book Fair; the Lifelong Learning Week... In particular, the annual Reading Culture Ambassador Competition is considered one of the practical cultural and educational events aimed at spreading and igniting a passion for reading, promoting the reading movement among young people, and contributing to the development of reading culture in schools. From 2019 to the present, in Quang Ninh, the competition has attracted hundreds of thousands of participants and has become a familiar and beneficial playground for students. In addition, at the national finals in previous years, overcoming millions of contestants nationwide, contestants from Quang Ninh province have proudly received high awards.
In the coming period, Quang Ninh province will continue to implement comprehensive solutions to promote reading culture. This includes strengthening leadership and guidance in the issuance and implementation of policies and guidelines to support reading culture, considering the development of reading culture as the responsibility of each sector, locality, agency, unit, and the entire society. It will launch and encourage the "All People Read Books" movement, linked to the "Nationwide Emulation Movement to Build a Learning Society and Promote Lifelong Learning in the 2023-2030 period"; and the "Digital Learning" and "Digital Literacy Movement" from the provincial to the grassroots level through many specific and coordinated actions throughout the political system. At the same time, attention will be paid to investing in and upgrading the library system and reading spaces; promoting educational activities, and gradually deepening the nationwide reading movement linked to lifelong learning through launching Reading Week, Reading Festivals, book introductions, author-work exchanges, and storytelling competitions based on books.
