Following the issuance of Resolution No. 33-NQ/TW, dated June 9, 2014, by the Central Committee of the Communist Party of Vietnam (11th term) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, the Provincial Party Standing Committee directed the organization of conferences to study, research, and disseminate the Resolution to all levels, sectors, and units.

The province has issued many appropriate and timely policies, mechanisms, and projects on the development of culture, human resources, literature, and art. The Provincial Party Committee (15th term) issued Action Program No. 37-CTr-TU, dated September 18, 2014, on implementing Resolution No. 33; at the 14th and 17th Provincial Party Congresses, the task of developing culture and human resources to meet the requirements of comprehensive and sustainable development of the province was included in the Resolutions for implementation. The Provincial Party Committee and the Standing Committee of the Provincial Party Committee issued 37 documents, the Provincial People's Council issued 8 documents, and the Provincial People's Committee issued 50 documents to lead and direct the work of developing culture and human resources in the province. Notable examples include the Resolution on universal preschool education for 5-year-old children; the Resolution on building village, hamlet, and neighborhood cultural centers associated with sports facilities; and the Resolution on developing tourism into an important economic sector of the province. In particular, in 2023, the Standing Committee of the Provincial Party Committee issued Directive No. 07 on building and developing the culture and people of Tuyen Quang to meet the requirements of comprehensive and sustainable development.

The dissemination of information regarding Resolution 33 has been carried out extensively throughout the province, using diverse and varied methods. From 2014 to the present, the province's media outlets have published over 33,000 articles on cultural issues. In recent years, agencies and units have utilized websites, electronic information pages, and social media platforms such as YouTube, TikTok, Fanpages, and Zalo for diverse and highly effective dissemination.

The inspection and supervision of programs and plans implementing the Resolution were organized regularly and effectively, linked to the inspection of the province's economic and social development plans and programs. Specifically, the Provincial Party Standing Committee conducted 3 inspections and supervisions; the Provincial People's Council conducted 4 thematic supervisions, 4 surveys, and 1 explanatory session; and the Provincial Party Propaganda Department conducted 1 thematic inspection on the implementation of Resolution 33. Through these inspections and supervisions, the province continued to propose practical solutions appropriate to the actual conditions each year and each specific period. During the implementation of the Resolution, the Provincial Party Standing Committee periodically directed Party committees, Party organizations, agencies, and units to conduct preliminary and final reviews and evaluations of the Resolution's implementation results.

Impressive results

Resolution 33 has brought about positive changes in the awareness and actions of Party committees, government agencies, and the entire population regarding the role, position, and importance of culture. In the 10 years since the implementation of Resolution 33, the cultural life of the people in the province has become increasingly rich, the traditional cultural values ​​of the nation have been promoted, and many cultural and ethical norms have been formed.

The cultural environment has improved, and cultural institutions from the provincial to the grassroots level have been gradually invested in and perfected. Accordingly, the "All People Unite to Build a Culturally Rich Life" movement has achieved many important results. By 2023, the number of households achieving the title of "Culturally Rich Family" reached 93.5%, an increase of 3.5% compared to the plan and 9.57% compared to 2014; the number of villages and residential areas achieving the title of "Culturally Rich Village/Neighborhood" reached 96.9% by 2023, an increase of 16.9% compared to the plan and 23.59% compared to 2014. The province has focused on investing in and perfecting the system of cultural and sports institutions from the provincial to the grassroots level. By 2023, there were 7 provincial-level cultural institutions, and 71 out of 138 communes, wards, and towns had cultural and sports centers meeting the standards, reaching 51%, an increase of 16% compared to the plan target. There are 1,680 out of 1,733 villages, hamlets, or groups of villages, hamlets, or groups of residential areas that have cultural centers, reaching 96%.

The province has always paid attention to the preservation, restoration, and promotion of the value of historical sites. Currently, the province has 660 historical and cultural sites and scenic spots, including 474 historical sites, 78 architectural and artistic sites, 51 archaeological sites, 57 scenic spots, 271 provincial-level sites, 182 national-level sites, 3 special national-level sites, and 1 national treasure. To date, the province has 54 festivals, including 48 traditional festivals and 6 cultural festivals. Currently, the province has 17 national intangible cultural heritage sites and 1 intangible cultural heritage site representing humanity: "The Then ritual practices of the Tay, Nung, and Thai people in Vietnam"...

Since 2022, Tuyen Quang has annually honored 10 outstanding citizens who have made significant contributions and achieved remarkable accomplishments in various fields of social life, including many citizens involved in cultural activities and research. Simultaneously, the province considers and proposes the conferment of the titles of People's Artist and Meritorious Artist in various artistic fields; and People's Artisan, Meritorious Artisan, and Folk Artisan in the field of intangible cultural heritage. Currently, Tuyen Quang has 2 People's Artisans, 11 Meritorious Artisans, and 11 Meritorious Artists. The province has also awarded the Tan Trao Prize three times (2016, 2019, 2023) to 50 authors and groups of authors with 33 works, sets of works/projects, and clusters of projects in literature, art, science, and technology; and awarded 50% of the prize money to literary, artistic, and journalistic works that won regional, national, and international awards.

International cooperation in culture and the development of culture in the economy are receiving attention, opening up new opportunities to promote cultural exchange and tourism between Tuyen Quang and localities in many countries and territories such as Laos, South Korea, China, Germany, and Japan.

The province has strengthened and promoted the role of the staff advising and implementing cultural management work from the provincial to the grassroots level. Throughout the province, there are 192 civil servants, public employees, and workers in the provincial-level cultural sector, 88 at the district level, and 100% of cultural and social officials at the commune level meet the requirements.

Besides the achievements, the implementation of Resolution 33 in the province also faces difficulties and challenges due to the negative impacts of the market economy. As a mountainous province, the level of education among the population is uneven; the rapid development of technology risks distorting many traditional cultural values; cultural institutions have not been invested in comprehensively, and cultural heritage associated with tourism development has not lived up to its potential...

From the achievements and difficulties encountered during the 10 years of implementing Resolution 33, valuable lessons can be drawn to ensure the continued effective implementation of the Resolution, so that cultural achievements are commensurate with economic growth. These include: Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels must firmly grasp and regularly disseminate the Party and State's viewpoints on the cultural field to raise awareness of the position and role of culture in the sustainable development of each individual, family, and community in the era of reform and international integration; and enhance the self-awareness and responsibility of each citizen in building and developing culture and human resources. At the same time, they must promptly institutionalize the Party and State's guidelines through mechanisms and policies appropriate to local realities. Strengthening resources, investing in culture, promoting socialization, and mobilizing social resources in the development of cultural products and services... so that culture truly "guides the nation's path."
