At the National Conference with the theme “Quality management in higher education: International experience and lessons for Vietnam” organized by Hanoi Capital University on December 26, experts in the field of education, managers, and lecturers exchanged, discussed, and shared valuable experiences on quality management in higher education.
Challenges in quality management model
Sharing about quality management models in higher education institutions, Dr. Phan Huy Hung, Can Tho University said: University quality is a multidimensional concept. Quality management is considered one of the key factors for the success and survival of organizations in general, and higher education institutions in particular. Over the past decades, many different approaches have been proposed regarding quality management. Through these approaches, many different tools and models are used for quality management purposes.
Currently, higher education uses three basic quality management models: total quality management, European quality management and balanced scorecard quality management.
In-depth analysis of the total quality management (TQM) model, Dr. Phan Huy Hung presented 9 evaluation criteria, including: comprehensive employee participation, continuous improvement, teamwork, empowerment, continuous training, customer satisfaction, commitment - support, democratic management, and change in culture.
Although it is highly appreciated and widely applied with outstanding advantages such as reducing errors in the implementation process, increasing customer satisfaction, reducing costs, and building a specific organizational culture; the TQM model still brings many challenges, such as requiring a lot of time and resources (people, costs, etc.), requiring the commitment of the whole team, and risks when performing discrete activities.
The European quality management model is complex and requires a lot of effort to implement; difficult to implement for small and resource-poor higher education institutions; offers few specific solutions to address identified problems for improvement; relies too much on self-assessment, which can easily lead to subjective and inaccurate results.
With the balanced scorecard model, some potential problems are mentioned such as: resistance to change, collecting and ensuring the quality of complex data, focusing too much on financial figures, ignoring regular evaluation, risk of stagnation and missing opportunities for improvement...
Promoting the application of technology in quality management
In the context of digital transformation, proactive education quality assurance has emerged as a new approach, applying modern technology, especially AI, to predict and solve potential problems before they occur. This approach goes beyond quality monitoring and improvement, and also emphasizes the role of big data analytics in supporting strategic decisions. At the university level, AI supports administrators in evaluating the effectiveness of curriculum and optimizing resources based on detailed and accurate analysis.
According to Dr. Kim Manh Tuan, Hanoi National University, the application of AI is not only a trend but also an urgent need to meet the requirements of the 4.0 industrial revolution and digital transformation in education.
To fully exploit the benefits of AI, there needs to be close collaboration between governments, educational institutions and stakeholders to facilitate the effective and comprehensive deployment of the technology.
AI brings great opportunities for the Vietnamese education system to improve teaching quality, optimize administration and meet the increasing demand for international integration. With strong investment and a clear implementation strategy, AI will become a powerful tool to promote comprehensive and sustainable development of Vietnamese education, contributing to the building of a modern and equitable knowledge society.
From the practical work at Hanoi Capital University, Dr. Dinh Thi Kim Thuong pointed out some basic lessons on science and technology quality management, which are to have a clear strategic orientation; develop evaluation criteria, improve staff capacity; strengthen inter-sectoral coordination; promote technology transfer; effectively manage data and information, regularly evaluate and give feedback; encourage innovation and participate in the international community.
In the context of rapid development of science and technology, quality management is a key factor to ensure success and sustainability in research and application.
Through the process of analyzing and drawing lessons from the practice of science and technology quality management, it can be seen that the development of a clear development strategy, combined with appropriate evaluation criteria, plays an important role in orienting and improving the quality of research. Along with that, training to improve the capacity of staff, strengthening inter-sectoral coordination, and promoting technology transfer are necessary measures to optimize the effectiveness of science and technology activities.
In addition, effective data and information management, regular assessment and feedback processes will contribute to creating a positive working environment, encouraging innovation and the application of advanced technologies.
Looking at countries around the world, Associate Professor Dr. Nguyen Van Tuan - Vice President of Hanoi Capital University emphasized: countries have implemented many different quality management methods and models, from building assessment standards to applying information technology in management. These things both affirm the role and help improve training quality, enhance competitiveness, and meet the increasing needs and demands of the labor market.
The workshop "Quality management in higher education: International experience and lessons for Vietnam" is an opportunity for educators, scientists and experts to share international experiences in quality management of higher education in the current context.
The conference attracted great attention from domestic scientists. From more than 100 submitted research papers, the conference selected about 80 papers to be published in the Conference Proceedings. The reports provided a lot of useful knowledge and experience, contributing to promoting the management of higher education quality in the context of integration.
