Promoting friendship and solidarity between the Vietnamese and Cambodian armies

Implementing the 2023 Cooperation Plan between the Ministries of National Defense of Vietnam and Cambodia, General Vong Pisen, Commander-in-Chief of the Royal Cambodian Army, led a high-ranking delegation of the Royal Cambodian Army on an official visit to Vietnam from October 16-19, 2023.

On the afternoon of October 17, at the Ministry of National Defense Headquarters, Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense chaired the official welcoming ceremony for the high-ranking delegation of the Royal Cambodian Army led by General Vong Pisen.

Immediately after the welcoming ceremony, the two sides held talks. On behalf of the leaders of the General Staff of the Vietnam People's Army, Senior Lieutenant General Nguyen Tan Cuong welcomed the Commander-in-Chief of the Royal Cambodian Army and his delegation on their official visit to Vietnam; at the same time, he said that the visit would create new momentum, further promoting the cooperative relationship between the two armies, becoming increasingly in-depth, substantive and effective.

Congratulating Cambodia and the Cambodian People's Party on their important domestic and foreign achievements, especially the success in the election of the 7th National Assembly (July 2023) and the organization of the 32nd Southeast Asian Games (May 2023), Senior Lieutenant General Nguyen Tan Cuong expressed his belief that, under the leadership of the Government and Prime Minister Hun Manet, Cambodia will achieve even greater achievements in the coming time.

On this occasion, Senior Lieutenant General Nguyen Tan Cuong sincerely thanked the Ministry of National Defense and the Royal Cambodian Army for sending a delegation to attend events organized by the Vietnamese Ministry of National Defense such as the 23rd ASEAN Army Chiefs' Conference, the Vietnam International Defense Exhibition 2022, the Capacity Assessment Program (CEPPP) for forces preparing to participate in United Nations peacekeeping operations of the 4th Cycle of Peacekeeping Experts Group within the framework of the ASEAN Defense Ministers' Meeting Plus (ADMM+) (September 2023) and the 2023 ASEAN Military Men's Volleyball Tournament (September 2023).

Thanking the Vietnam People's Army and Senior Lieutenant General Nguyen Tan Cuong personally for the thoughtful and respectful reception given to the high-ranking delegation of the Royal Cambodian Army, General Vong Pisen expressed his belief that the visit would contribute to further promoting and strengthening the friendly and solidarity relationship between the two armies.

General Vong Pisen highly appreciated Vietnam's successful organization of the 2022 International Defense Exhibition; emphasizing that this is a very meaningful event, creating opportunities for military leaders of different countries to meet and promote relations.

At the talks, the two sides agreed to highly appreciate the results of cooperation between agencies and units of the two sides since the official visit to Cambodia by Senior Lieutenant General Nguyen Tan Cuong in March 2022, notably in the fields of delegation exchanges, especially high-level delegations, Deputy Ministerial-level Defense Policy Dialogue; joint patrols; effectively maintaining cooperation mechanisms, including military and service cooperation; training; mutual support and assistance...

Border protection forces and military regions bordering the two sides have coordinated well in ensuring security, order and social safety in the border areas of the two countries.

The work of educating and propagating to the people and armies of the two countries, especially the young generation, about the history, meaning and importance of solidarity and mutual support between the two countries and the two armies through historical periods is highly valued.

In the coming time, the two sides will strengthen coordination, continue to effectively implement cooperation activities, making an important contribution to the good development of the comprehensive and sustainable friendship and cooperation between Vietnam and Cambodia.

Senior Lieutenant General Nguyen Tan Cuong and Senior General Vong Pisen with high-ranking military delegations of the two countries.

The two sides will strengthen the building of a trustworthy, effective and substantive relationship; promptly coordinate and advise senior leaders and the two countries' Ministries of National Defense on military and defense issues, thereby continuing to affirm the position of military-defense cooperation, one of the important pillars in the Vietnam-Cambodia bilateral relationship.

At the same time, the two sides will promote delegation exchanges at all levels, effectively promote cooperation mechanisms and models such as joint patrols, annual conferences, military-civilian twinning, and exchanges of young officers; and prioritize cooperation in human resource training.

Besides, the armies of the three countries Cambodia-Laos-Vietnam actively cooperated, especially in implementing activities serving the first Vietnam-Cambodia-Laos Border Defense Friendship Exchange.

At the talks, the two sides exchanged views on the world and regional situation and issues of mutual concern. The two sides affirmed that, in the context of complicated developments in the world and the region, ASEAN-led mechanisms continue to play a central role in the region, promoting dialogue and cooperation between countries within the bloc as well as external partners for peace, stability and development of the region.
