At the reception, Prime Minister Pham Minh Chinh welcomed the Premier of Lower Saxony to visit Vietnam for the first time with a large business delegation in the context of the positive development of the Vietnam-Germany strategic partnership . The two sides maintain regular contacts and exchanges of high-level delegations, especially the successful visit to Vietnam by German Chancellor Olaf Scholz at the end of 2022, creating momentum to promote bilateral relations in all fields. Germany is Vietnam's leading economic partner in the EU and bilateral relations still have much room and potential for development in many areas of cooperation.
Discussing the socio-economic development situation and prospects for bilateral cooperation, Prime Minister Pham Minh Chinh emphasized that Vietnam advocates a foreign policy of independence, self-reliance, diversification and multilateralization; being a good friend and reliable partner of all countries and an active and responsible member of the international community. In that spirit, the Prime Minister wishes to develop a deeper strategic partnership with Germany in general and with the state of Lower Saxony in particular.
On this occasion, the Prime Minister also expressed his gratitude to the Government and people of Germany for accompanying Vietnam during the struggle for independence, national construction and development, as well as showing solidarity during the Covid-19 pandemic, helping Vietnam control the epidemic and soon reopen the economy.

In the context of positive development of bilateral relations, Prime Minister Pham Minh Chinh highly appreciated the potential for cooperation with Germany and the state of Lower Saxony when the trade turnover between Vietnam and the state of Lower Saxony in 2022 reached 1.4 billion Euros, equivalent to 1/10 of the total trade turnover between Vietnam and Germany.
The Prime Minister suggested that the two sides promote cooperation in politics-diplomacy, trade-investment, climate change response, vocational training, tourism, and people-to-people exchange, in order to bring benefits to each country, enhance mutual understanding between the two peoples, and contribute to peace, cooperation, and development in the region and the world.

In the spirit of sincerity, openness and trust, Prime Minister Pham Minh Chinh suggested that the Government of Lower Saxony encourage businesses of the state to invest in Vietnam in areas of strength and demand of both sides such as high technology, digital transformation, green transformation, and climate change response; at the same time, support the German Parliament to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA); and urge the European Commission to remove the yellow card on Vietnamese seafood.
The Prime Minister also affirmed that the Vietnamese Government, ministries and localities always support and are ready to create favorable conditions for foreign enterprises, including German enterprises, to explore cooperation opportunities and increase business and investment activities in Vietnam in the spirit of long-term cooperation and harmonization of interests.

Expressing his impressions of his first visit to Vietnam with a delegation of more than 40 businesses from the state, Premier of Lower Saxony Stephan Weil congratulated Vietnam on its achievements in socio-economic development and foreign affairs; affirming that the Government and business community of Lower Saxony highly appreciate the potential for cooperation between the two sides and wish to establish delegation exchange relations and build partnerships with Vietnamese ministries, localities and businesses.

Chancellor Stephan Weil shared and expressed to Prime Minister Pham Minh Chinh his good impressions of the positive contributions of the community of about 10,000 Vietnamese people in Germany to the local socio-economic life, while also acting as a bridge of friendship and cooperation between the two countries. The Chancellor affirmed that he will make efforts to promote the Vietnam-Germany strategic partnership to develop more practically and effectively.
