At the invitation of the Minister of Culture of the Russian Federation OB Liubimova, the delegation of the Ministry of Culture, Sports and Tourism of Vietnam led by Deputy Minister Ta Quang Dong attended the 10th St. Petersburg International Forum of Associated Cultures.
The delegation also had the participation of Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts; Associate Professor, Dr. Le Anh Tuan, Director of the Training Department; Mr. Nguyen Duc Thang, Deputy Head of the Asia-Pacific Division, Department of International Cooperation (Ministry of Culture, Sports and Tourism).

The forum took place from September 12-13 with the participation of more than 1,500 guests, including experts, cultural managers, 40 ministerial and deputy ministerial delegations, and many artists and scholars from around the world.
The theme of this year's Forum is “Culture in the 21st Century: Sovereignty or Globalization?”.

At the opening ceremony, President Putin stressed the importance of humanism, dialogue, mutual respect and trust in developing global culture.
The most successful societies, he asserted, are those where culture is valued and developed on a solid foundation of traditional historical and cultural values.
However, the leader also pointed out that culture is facing many challenges, such as politicization, turning culture into a tool in geopolitical plans, thereby reducing the importance of national values.
President Putin emphasized that the Forum is a major international cultural event, capable of providing real solutions to the challenges facing countries. The event contributes to affirming the diversity of civilizations in the world and the freedom of people in protecting cultural identity.
In addition, the Russian leader also called for the creation of a new international infrastructure for cultures.

The forum includes 10 thematic discussions, such as “Heritage Rights in a Multipolar World”, “Artificial Intelligence in Culture and National Sovereignty”, “Cultural Heritage: Tradition and Modernity”, and other topics related to cinema, theatre, music culture and museums.
In his speech, Deputy Minister Ta Quang Dong highly appreciated the organization of the Russian side, emphasizing that the Forum is a valuable opportunity for international cooperation in the cultural field.
He said that in the context of globalization, culture plays an increasingly important role and is seen by many countries as a tool of "soft power", helping to establish and maintain foreign relations, while promoting national cultural identity.

During the working trip, from September 15-16, the Vietnamese delegation visited and worked with St. Petersburg State University; NA Rimsky Korsakov State Conservatory; Moscow School of Circus and Variety Arts; Moscow Art Theatre Institute (GITIS) and Gnesin Academy of Music.
On this occasion, Deputy Minister Ta Quang Dong and delegates witnessed the signing ceremony of the Memorandum of Understanding on cooperation in the field of training between the Department of Training, Ministry of Culture, Sports and Tourism of Vietnam with the St. Petersburg State Conservatory and the Gnesin Academy of Music.

Accordingly, the parties will promote the implementation of training programs and music cooperation projects with the hope of bringing positive results in training and performance, while creating opportunities for learning, enjoying and absorbing the quintessence of music for lecturers, students and music lovers of the two countries.
Towards the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations in 2025, there will be a number of cultural and artistic activities between the two countries, promising opportunities for in-depth exchanges, enhancing mutual understanding and developing sustainable friendship.

It can be affirmed that the working trip of the delegation of the Ministry of Culture, Sports and Tourism of Vietnam to the Russian Federation within the framework of the 10th St. Petersburg International Forum of Associated Cultures has had a positive impact on cultural and artistic cooperation and strengthened the friendship between the two countries.
The active and diverse participation of the Vietnamese delegation not only contributes to enriching the Forum program but also enhances Vietnam's image in the international arena, affirming the position and importance of Vietnamese culture in the context of globalization.
The specific agreements signed have demonstrated the strong commitment of both sides, opening up many new opportunities in improving the quality of training and developing culture and arts between the two countries in the coming time.
