Promoting media cooperation between Quang Ninh (Vietnam) and Guangxi (China)

In order to realize the policy of friendly cooperation between the two Parties and States, as well as the cooperation agreements between Quang Ninh Province (Vietnam) and Guangxi Zhuang Autonomous Region (China), in recent times, the Quang Ninh Provincial Media Center, Guangxi Radio and Television Station, and Guangxi Daily Media Group have implemented cooperation agreements in the field of journalism and media. Thereby, they have contributed to promoting the image, land, people, local tourism , and cultural exchange between the two sides, making the relationship between the two localities a model in the local-level relationship between the two countries.

The friendly cooperative relationship between the Provincial Media Center and the agencies of Guangxi Radio and Television Station and Guangxi Daily Media Group has a tradition and has been constantly cultivated by both parties. Since 2006, Quang Ninh Radio and Television Station (now under the Quang Ninh Provincial Media Center) has connected and exchanged with Guangxi Radio and Television Station, the two sides organized cooperative activities to produce radio programs and jointly publish the special issue of Hoa Sen. Thereby, contributing significantly to the promotion of the country, people, cultural values, landscapes, potentials, strengths, policies to attract investment in economic development, trade, and tourism of Quang Ninh and Guangxi in particular, and between Vietnam and China in general.

Along with that, the relationship between Quang Ninh Newspaper (now under Quang Ninh Provincial Media Center) and Guangxi Daily Media Group was established since 2007 and the two sides signed a cooperation program since 2010. By April 2011, the two sides officially implemented cooperation in propaganda and news exchange. Bilateral delegation exchange and professional exchange activities were regularly implemented, thereby promptly evaluating the cooperation results and strengthening the friendship and cooperation between the two sides.

Since the establishment of the Quang Ninh Provincial Media Center, the cooperation between the unit and the media agencies of Guangxi has continued to be strengthened and enhanced through working programs, joint production, and information exchange. In particular, the Hoa Sen special issue is a typical foreign publication, promoting the tourism culture of the two countries. Every year, the Quang Ninh Provincial Media Center and Guangxi Radio and Television Station jointly produce 12 issues of the Hoa Sen special issue, bilingual, widely distributed in both China and Vietnam.

Journalist Bui Thi Thuy Linh, Head of the Editorial Department of Quang Ninh Electronic Newspaper and Information Portal (Quang Ninh Provincial Media Center, Vietnam), Secretary of the Hoa Sen Special Edition, shared: After 13 years, Hoa Sen Special Edition has published over 2 million copies, the content focuses on promoting the achievements, potentials, and strengths in economic, cultural, and tourism activities of Quang Ninh, Guangxi in particular and the two countries in general to domestic and Chinese readers. Every year, the two sides closely coordinate to develop a yearly propaganda plan, a plan for each issue, and each quarter in accordance with current issues and cooperation content between the two sides. The Quang Ninh Provincial Media Center team and Guangxi colleagues regularly exchange information and discuss each article, thereby bringing the best quality articles, ensuring the highest propaganda purpose, attracting the attention of the public of the two countries.

In addition to direct cooperation with Guangxi media agencies, the Quang Ninh Provincial Media Center continues to maintain Chinese news on television, online newspapers (baoquangninh.com.vn) and the provincial electronic information portal, and Chinese fanpage on Weibo. The information posted on these platforms mainly promotes tourism, culture, local products and investment attraction policies of Quang Ninh province to international friends.

Every month, the Quang Ninh Provincial Media Center publishes two special topics in the 2nd and 4th weeks; sends news and articles to the Guangxi Daily Media Group to post in the "Opening" column. According to statistics from the Quang Ninh Provincial Media Center, in the period 2010-2023, the Center translated and published about 600 news and articles provided by the Guangxi Daily Media Group...

During the 3 years of the Covid-19 pandemic, both sides have made efforts to find ways to improve the effectiveness of cooperation and promote information and propaganda. Cooperation contents such as publishing Hoa Sen Special Edition and exchanging programs are still being carried out according to the agreement on all media platforms, all of which have increased sharply, especially on the Internet with about 1,000 news and articles.

Quang Ninh Provincial Media Center and Guangxi Radio and Television Station agreed to jointly produce 4 programs (1 hour/program, total duration of 4 hours/day), broadcast on QNR2 channel of Quang Ninh Provincial Media Center. The programs include: I love tourism, Cuisine and friends, Taking you to travel around the world, Culture - entertainment. The total number of programs and broadcast duration in the period 2011-2023 is 19,136 programs (8,112 new programs) according to the cooperation memorandum.

During the 2010-2023 period, the two sides jointly organized the Vietnam-China Friendship Singing Contest 8 times with the participation of contestants from many localities of Vietnam and China performing songs praising the friendship of the two countries.

Quang Ninh Provincial Media Center also sent many delegations to visit and work at Guangxi Radio and Television Station, Guangxi Daily Media Group (China), sent reporters to cover the China-ASEAN Fair at the invitation of Guangxi Radio and Television Station, and sent 2 translators to study and exchange professional skills at Guangxi Radio and Television Station. Quang Ninh Provincial Media Center also welcomed 10 delegations from Guangxi Radio and Television Station to visit and work at the Provincial Media Center, and received 1 reporter from Guangxi Radio and Television Station to exchange professional skills at the Provincial Media Center.
