On the morning of September 25 (local time), the official welcoming ceremony for National Assembly Chairman Vuong Dinh Hue took place solemnly at Alexander Nevsky Square, the center of the capital Sofia, under the chairmanship of Bulgarian National Assembly Chairman Rosen Zhelyazkov.
Immediately after the welcoming ceremony, National Assembly Chairman Vuong Dinh Hue had a meeting and talks with the Chairman of the Bulgarian National Assembly.
Strengthening cooperation
At the talks, the two National Assembly Chairmen agreed on a number of major cooperation orientations.
In terms of politics and diplomacy, the two sides agreed to continue to increase the exchange of delegations at all levels, especially high-level delegations and between ministries, branches and localities; strengthen cooperation between committees and agencies of the National Assembly, promote the role of supervision and promote the implementation of agreements and commitments between the two countries; continue to coordinate and support each other at regional and international forums such as the United Nations, the European Union (EU), and ASEAN. The National Assembly Chairman affirmed that Vietnam supports the Bulgarian National Assembly in strengthening and enhancing relations with the ASEAN Inter-Parliamentary Assembly (AIPA). The Bulgarian National Assembly Chairman thanked and affirmed support for Vietnam in the areas of cooperation with the EU and the European Parliament.
National Assembly Chairman Vuong Dinh Hue and Bulgarian National Assembly Chairman Rosen Zhelyazkov signed a cooperation agreement between the two National Assemblies.

To improve the trade balance and strengthen economic cooperation, the two sides affirmed their support for the effective implementation of bilateral and EU-signed documents, and the early organization of the 24th meeting of the Intergovernmental Committee on Economic, Trade and Scientific Cooperation; creating favorable conditions for products with strengths and complementary to each other to access each other's markets, while opening up new areas of cooperation, suitable to the development needs of both sides and general trends such as processing, manufacturing, high technology, innovation, healthcare, pharmaceuticals, especially maritime economic cooperation, logistics on the basis of taking advantage of Bulgaria in the Black Sea and Vietnam in the East Sea .
On this occasion, National Assembly Chairman Vuong Dinh Hue respectfully thanked the Bulgarian National Assembly for ratifying the Vietnam - European Union Investment Protection Agreement (EVIPA) right before the visit. National Assembly Chairman Rosen Zhelyazkov suggested that both sides should exploit the advantages that EVIPA brings.
The two sides also agreed that education and training, labor, tourism, and local cooperation are traditional areas of cooperation with great potential that need to be exploited more effectively in the coming time.
Spending much time discussing the relationship between the two National Assemblies, the two Chairmen were pleased to see that the cooperation between the two countries' National Assemblies is developing well and agreed on the need to maintain regular exchanges of high-level delegations, between specialized committees and Friendship Parliamentarians' Groups; increase information and experience sharing in parliamentary activities; continue to closely coordinate and support each other at multilateral forums such as the Inter-Parliamentary Union (IPU), the Asia-Europe Parliamentary Partnership (ASEP) Conference, etc.
Bulgaria appreciates Vietnam 's role and position in the region
Discussing international and regional issues, the two leaders agreed that all conflicts and disputes should be resolved by peaceful means, on the basis of international law and the UN Charter. National Assembly Chairman Vuong Dinh Hue asked Bulgaria to continue supporting ASEAN's central role and ASEAN's stance on the East Sea .
National Assembly Chairman Rosen Zhelyazkov expressed that Bulgaria always pays close attention to and highly appreciates Vietnam's role and position in the region and ASEAN as well as Vietnam's peaceful foreign policy of "dialogue instead of confrontation", valuing relations with neighbors as well as promoting relations with major partners, contributing to maintaining peace and stability in the region and the world.
Immediately after the talks, National Assembly Chairman Vuong Dinh Hue and National Assembly Chairman Rosen Zhelyazkov signed a Memorandum of Understanding on cooperation between the Vietnamese and Bulgarian National Assemblies. The Memorandum of Understanding took effect from the date of signing, replacing the Memorandum of Understanding signed by the Vietnamese and Bulgarian National Assemblies on April 16, 2012.
Next, National Assembly Chairman Vuong Dinh Hue and National Assembly Chairman Rosen Zhelyazkov witnessed the signing ceremony and exchange of four cooperation documents, including: Memorandum of Understanding on cooperation between the Office of the National Assembly of Vietnam and the Secretariat of the National Assembly of Bulgaria; Cultural cooperation program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Bulgaria for the period 2024 - 2026; Tourism cooperation plan between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Tourism of Bulgaria for the period 2024 - 2026 and cooperation documents between Vinh Phuc province and Pernik province (Bulgaria).

Also on the morning of September 25, National Assembly Chairman Vuong Dinh Hue received leaders of SoPharma Group (Bulgaria), Mr. Dimitar Naydenov, Director of M&A (mergers and acquisitions); Ms. Krasimira Vandeva, CEO of Bulgaria headquarters, DSV Group, Denmark. Receiving Mr. Naydenov, the National Assembly Chairman said that Vietnam always improves the investment and business environment to attract foreign investment.
