NDO - On the morning of October 26, at the Government Headquarters, Prime Minister Pham Minh Chinh received Senior Lieutenant General Zhang Youxia, Politburo member and Vice Chairman of the Central Military Commission of China, who is visiting and working in Vietnam.
At the reception, Prime Minister Pham Minh Chinh welcomed Senior Lieutenant General Truong Huu Hiep and the delegation of the Central Military Commission of China on an official visit to Vietnam to contribute to realizing and building the Vietnam-China Community of Shared Future of strategic significance.
Congratulating the 75th anniversary of China's National Day, Prime Minister Pham Minh Chinh recalled President Ho Chi Minh's words 65 years ago in an article commemorating the 10th anniversary of the founding of the People's Republic of China: "Congratulate China, thank China, learn from China"; believing that under the wise leadership of the Communist Party of China with General Secretary and President Xi Jinping as the "core", China will increasingly achieve even greater achievements.

Affirming that relations with China are an objective requirement, a strategic choice, and a top priority for Vietnam, the Prime Minister said that during his working trip to attend the recent BRICS Summit in Kazan, the Russian Federation, the Prime Minister had a meeting with General Secretary and President of China Xi Jinping. Both sides were pleased and agreed to continue promoting Vietnam-China relations in the spirit of "4 goods".

Thanking Prime Minister Pham Minh Chinh for taking the time to receive the delegation, Senior Lieutenant General Truong Huu Hiep, Vice Chairman of the Central Military Commission of China, expressed his joy at witnessing the peaceful life of the Vietnamese people, social harmony, and vibrant economic development; believing that under the leadership of the Communist Party of Vietnam, Vietnam's renovation and socialist construction will achieve even greater achievements. Affirming that Vietnam and China are mountains connected, rivers connected, led by two Communist Parties, and are both comrades and brothers, Senior Lieutenant General Truong Huu Hiep said that in the current context, the two countries need to continue to strengthen their friendly relations; this visit to Vietnam by the delegation of the Central Military Commission of China aims to promote defense and security cooperation between the two countries, effectively carry out cooperation and exchanges between the two armies in an increasingly deep and substantive manner.

Senior Lieutenant General Truong Huu Hiep said that he and Senior Lieutenant General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense of Vietnam, had just had a very successful meeting, reaching many common perceptions and specific agreements, in accordance with signed documents and agreements between the top leaders of the two Parties and the two States. The Senior Lieutenant General said that the potential for cooperation in the defense field between the two sides is still very large, the Chinese army is ready to cooperate, together with the Vietnamese army, to contribute to promoting the Comprehensive Strategic Cooperative Partnership, the Vietnam-China Community of Shared Future, which has strategic significance. Regarding the issue at sea, Senior Lieutenant General Truong Huu Hiep said that the two sides need to comply with high-level common perceptions, control disagreements, and resolve issues satisfactorily.

Prime Minister Pham Minh Chinh highly appreciated the results of the talks between Deputy Secretary of the Central Military Commission, Minister of National Defense Phan Van Giang and Vice Chairman of the Central Military Commission of China Zhang Youxia. The Prime Minister said that Vietnam respects differences, exploits common points, looks to the future, and implements the common perception of the two countries' senior leaders; and suggested that the two countries' armies continue to promote "more substantive defense and security cooperation" in the direction of "6 more" in the Vietnam-China Community of Shared Future of Strategic Significance. The Prime Minister also suggested that the two countries' Defense Ministries continue to strengthen exchanges, strengthen mutual trust and cooperate together, and well implement the common perception agreed upon by the senior leaders of the two Parties and two countries; and continue to coordinate well in managing land and sea borders.
The Prime Minister asked the Chinese side to support and attend the 2nd Vietnam International Defense Exhibition in December 2024 on the occasion of the 80th anniversary of the founding of the Vietnam People's Army. Regarding maritime issues, the Prime Minister asked the two sides to strictly implement the high-level common perception; properly handle the issue of fishing vessels and fishermen in a humanitarian spirit, well control the situation at sea; fully implement the Declaration of the Parties on the East Sea (DOC), and soon conclude negotiations on a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
