Receiving the Dutch Ambassador, the Deputy Prime Minister highly appreciated Ambassador Kees van Baar's activities in actively contributing to the Vietnam-Netherlands comprehensive partnership and said that the two sides are strategic partners in the fields of climate change adaptation, water management, sustainable agriculture, and food security.
With the support of Dutch partners, the Vietnamese Government has issued a decision on the Mekong Delta Regional Planning for the 2021-2030 period, with a vision to 2050. The planning has approached advanced solutions in responding to climate change, sustainable water resources management and forming a coordination and regional development mechanism.
Wishing to expand the scope of cooperation on the basis of trust and efficiency, the Deputy Prime Minister said that the space for developing renewable energy (solar power, wind power) has been expanded many times in the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (referred to as Power Plan VIII).
The plan has many new mechanisms such as self-production, self-consumption; immediate conversion of fossil fuel power sources to wind power, solar power, or green fuels (green hydrogen, green ammonia); export of renewable energy. The problem is the capacity of enterprises, the feasibility of technology, and economic efficiency.
The Deputy Prime Minister welcomed Dutch partners and enterprises participating in the pilot program for installing rooftop solar power; at the same time, he said that with their experience and technology in developing offshore wind power, Dutch enterprises will contribute to helping the Vietnamese Government perfect the criteria for selecting investors; research and technology transfer mechanisms; evaluate economic efficiency and ensure national security and safety.
“Renewable power projects need to ensure synchronization between production, transmission and consumption, as well as balance and stability of the power system,” the Deputy Prime Minister noted and suggested that Dutch partners and businesses can study investment options in renewable energy projects, in sync with the formation of large industrial zones in the Mekong Delta; promote the role of the state in leading, supporting and accompanying businesses in specific projects to realize the set goals.
Ambassador Kees van Baar recalled the impression of the King of the Netherlands Willem-Alexander Claus George Ferdinand when he met and discussed with the Deputy Prime Minister on issues related to green transition, renewable energy, water resources management and climate change response on the sidelines of the United Nations Global Water Conference (in March 2023).
Along with traditional cooperation, Mr. Kees van Baar said that Vietnam and the Netherlands have great potential in new fields such as renewable energy, forming carbon markets... Currently, Dutch enterprises are very interested in the orientation of renewable energy development in Vietnam's Power Plan VIII and wish to be facilitated to implement a number of pilot projects on rooftop solar power and offshore wind power.
The Netherlands is ready to support and provide technical advice on policy development, governance, technology transfer, and mobilizing green financial resources for Vietnam's equitable energy transition roadmap.

At the meeting with US Ambassador to Vietnam Marc E. Knapper, the Deputy Prime Minister said that the Vietnam-US cooperation relationship is increasingly close with the implementation of comprehensive solutions to respond to climate change, overcome the consequences of Agent Orange (dioxin) pollution, the Fair Energy Transition Partnership Agreement (JETP), and reduce greenhouse gas emissions to zero (net zero)...
The Deputy Prime Minister said that the promulgation of the Power Plan VIII with a very large space for renewable energy demonstrates Vietnam's "joint action" viewpoint in implementing JETP, net zero, with trust in the commitment to support from JETP partners in technology, governance, financial resources for renewable energy, and the formation of a carbon market...
“Countries that take the lead in comprehensively responding to climate change will demonstrate their value, position and role in addressing global challenges,” the Deputy Prime Minister said, affirming that global issues are an important foundation for cooperation between Vietnam and the United States, promoting a substantive and profound relationship, bringing value to the people of the two countries, and contributing to solving global issues.
Agreeing with the Deputy Prime Minister, Ambassador Marc E. Knapper said that the United States will continue to support Vietnam in implementing JETP and net zero through sharing and transferring technology, financial resources, management, and techniques for renewable energy projects with the participation of US businesses. US partner organizations will continue to promote projects to overcome the consequences of dioxin, clear bombs and mines, and support people with disabilities.
The Deputy Prime Minister and Ambassador Marc E. Knapper discussed and agreed on solutions to promote Vietnam's highly qualified human resources with the support of facilities and equipment from the United States to promote cooperation in scientific and technological research (new materials, vaccines, core technologies, etc.); take advantage of digital transformation (artificial intelligence, Internet of Things, big data, etc.); education and training; innovation; healthcare, etc.; demonstrating strategic vision, common goals and trust in each cooperative relationship between the two countries.
