Implementing the roadmap for digital transformation of the Customs sector until 2025, with a vision to 2030, Quang Ninh Customs Department is actively building a digital customs and smart customs model. Thereby, contributing to ensuring transparency, efficiency and creating maximum convenience for people and businesses.
In recent times, Mong Cai Border Gate Customs Branch (HQCK) has seriously implemented the directives of the Ministry of Finance, the General Department of Customs, and the Provincial Customs Department in administrative reform associated with digital transformation and implementing the Smart Customs model to ensure the goals of facilitating trade through providing services anytime, anywhere, on all means; digitizing documents, records, automatically receiving and returning records... At the same time, strengthening the inspection and supervision of the implementation of discipline, administrative discipline, public ethics, fighting against corruption and negativity in import-export and transit activities; removing difficulties and obstacles that arise; being on duty 24/7 to ensure the arrangement and regulation of import-export vehicles smoothly, avoiding congestion at the border gate, temporary pontoon bridge Km3+4....
From January 1, 2024 to October 20, 2024, Mong Cai Customs Branch received and processed 1,058 dossiers via the Online Public Service System of enterprises carrying out import-export procedures through the area; the total volume of import-export goods in the area reached more than 1.4 million tons, an increase of 12% over the same period in 2023.
Mr. Pham Duc Huyen, Director of Ngan Minh Ngoc Company Limited (Mong Cai City) said: As an enterprise carrying out import-export activities in Mong Cai City, the unit receives attention and guidance from the Customs force at the border gate. In particular, in the work of handling administrative procedures, many have been cut down and guided to perform online quickly. Compared to before, enterprises benefit a lot and save time and travel costs. This is a prerequisite for our enterprise to feel secure in carrying out import-export activities through the area.
Currently, implementing the Smart Customs model synchronously, Quang Ninh Customs Department has promoted digital transformation in customs procedures, focusing on actively participating in the overall redesign of the IT system to meet the requirements of customs operations towards Digital Customs and meet the requirements of system information security at all Customs Branches. Customs procedures are carried out between the Customs agency and import-export enterprises entirely in the digital environment (paperless), anytime, anywhere, on many means; automatically managing customs operations in the digital environment throughout the entire process of customs procedures, ensuring consistent management from beginning to end for import-export and transit goods; means of transport exiting, entering, and transiting.
Up to now, 100% of documents in customs dossiers have been converted into digital data (except for confidential dossiers, dossiers of individuals who cannot participate in digital customs...); basic customs control dossiers have been converted into electronic data, moving towards digitization. The VNACCS/VCIS system has been deployed in 100% of affiliated and subordinate units, ensuring that customs declarations are carried out quickly; 100% of procedures have been deployed with online public services HQ 36a...; applying IT in internal direction and operation using the Edoc Customs System to allow management of outgoing and incoming documents, helping to reduce a large amount of paperwork; tax declaration, social insurance declaration, electronic customs declaration contribute significantly to improving the effectiveness of state management of customs.
From the beginning of the year to October 30, 2024, Quang Ninh Customs Department has carried out customs procedures through the VNACCS/VCIS System for 119,818 declarations of 1,826 enterprises, with a total import-export turnover of 15.7 billion USD, an increase of 34% in declarations, an increase of 368 enterprises, an increase of 20% in turnover compared to the same period in 2023; attracted 866 new enterprises to carry out procedures, with a turnover of 1 billion USD, the additional tax amount was 895 billion VND. The amount of revenue paid to the State budget reached 15,114 billion VND, exceeding 21% of the target assigned by the Government; exceeding 16% of the target assigned by the Provincial Party Committee and Provincial People's Council, reaching 89% of the target assigned by the Provincial People's Committee.
According to the Digital Transformation plan to 2025, with a vision to 2030, Quang Ninh Customs Department aims to comprehensively and synchronously transform digitally in customs operations with digital transformation of enterprises in the direction of centralization, modernization, and automation of customs management and operation, advisory work, and implementation of customs inspection, supervision, and control. Quang Ninh Customs Department continues to promote simple customs procedures that are digitized to the maximum; professional fields are integrated, interconnected, and highly automated; promote pre- and post-clearance inspections, reduce the inspection rate during customs procedures... with modern equipment to minimize human intervention in the process of goods clearance. At the same time, promote customs modernization and digital transformation according to the roadmap of the General Department of Customs, actively contribute with agencies, departments, branches, and local authorities of the province to improve the investment and business environment, enhance competitiveness, and create maximum convenience for enterprises to invest, produce, trade, and import and export through the area.
