Promoting parliamentary exchanges between Vietnam and Germany

Vietnam wishes to increase contacts and exchanges of delegations at all levels with Germany, through all channels of the Party, State, National Assembly and people-to-people exchanges, while continuing to maintain existing cooperation mechanisms.

According to VNA correspondent in Germany, on December 2-3, the working delegation of the National Assembly Standing Committee led by Mr. Mr. Nguyen Dac Vinh, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Education, Chairman of the Vietnam-European Parliamentary Friendship Group, as Head of the delegation, visited and worked in Frankfurt am Main, capital of the state of Hesse (Hessen), in central Germany, and the capital Berlin.

In Frankfurt, the delegation worked with the Minister of Culture, Education and Opportunity of Hesse State, Armin Schwarz. The two sides actively exchanged valuable experiences in educational development.

Minister Armin Schwarz introduced to the delegation advanced educational models that the state of Hesse is applying, including the DigitalTruck project.

As part of the digital transformation effort of schools in the state of Hesse, over the course of a year, DigitalTruck visited every primary school in all 15 educational regions of the state of Hesse, providing a variety of interesting content and using visual methods to arouse students' interest in the diverse possibilities of digitalization.

The project also aims to promote the use of digital media in school learning.

With the awareness that “Digitalization is a process that affects the whole society, it must also be addressed appropriately in the field of education. Future-oriented pedagogy is essential for digital transformation in schools,” this model promotes training of young people to be able to actively participate in social life.

Minister Scharz also shared with the delegation about German language teaching programs for immigrants, including Vietnamese people.

Speaking on behalf of the delegation, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh affirmed that education is one of Vietnam's top national policies and that Vietnam attaches great importance to educating the young generation, especially training high-quality human resources to serve the country's industrialization and modernization.

He also affirmed Vietnam's desire to promote cooperation with Germany in the field of education because Germany has the most advanced education system in Europe. The National Assembly delegation paid special attention to and recognized the success and high efficiency of the DigitalTruck model.

Next, on December 3, the delegation worked with Dr. Georg Kleemann, Deputy Chief of the Federal Council (German Senate) in Berlin, to discuss and share experiences in legislative work and promulgation of legal documents to perfect institutions for development.

Also in Berlin, the National Assembly delegation was received by Member of Parliament Gabriele Katzmarek, Chairwoman of the Germany-ASEAN Parliamentary Friendship Group.

At the meeting, Mr. Nguyen Dac Vinh expressed his delight at the very good development of the Vietnam-Germany bilateral relationship in recent times, towards the 50th anniversary of the establishment of diplomatic relations between the two countries in 2025.

As Germany has always been Vietnam's leading partner in Europe, he suggested that the two sides increase contacts and exchange delegations at all levels, through all channels of the Party, State, National Assembly and people-to-people exchanges, while continuing to maintain existing cooperation mechanisms. He also hoped that Germany would continue to support and encourage domestic enterprises to expand their investment and business in Vietnam.

With the great benefits that the Vietnam-European Union Free Trade Agreement (EVFTA) brings to bilateral trade, Mr. Nguyen Khac Vinh expressed his hope that Congressman Katzmarek will promote the German Parliament to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA), opening up more opportunities for Vietnam-Germany investment cooperation.

He also asked Germany to speak up to urge the European Commission (EC) to soon lift the IUU “yellow card” on Vietnamese seafood; support Vietnam in accessing financial resources and technology to implement energy transition, develop green economy, circular economy, and respond to climate change.

MP Gabriele Katzmarek agreed with the delegation’s proposals and hoped that the two sides would further promote cooperation in labor and vocational training, especially in the context of Germany’s serious labor shortage. She also said that German partners highly appreciated Vietnamese nurses currently working in the German health care sector.

Ms. Katzmarek said that with the establishment of the Strategic Partnership between the two countries in 2011 and the celebration of the 50th anniversary of diplomatic relations next year, the two sides have created an important foundation to further promote bilateral relations in all areas.

On the same evening, the delegation visited and worked with officials of the Vietnamese Embassy in Berlin. On behalf of the delegation, Chairman of the Committee for Culture and Education Nguyen Dac Vinh updated the political, socio-economic situation in the country and the main and key contents in the implementation of the summary of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently."

At the meeting, Vietnamese Ambassador to Germany, Vu Quang Minh, mentioned to the National Assembly delegates in the working delegation the legal difficulties in the application for resumption of Vietnamese nationality of some overseas Vietnamese of Vietnamese origin, and proposed that the National Assembly consider and amend relevant legal documents to support overseas Vietnamese, create conditions for overseas Vietnamese in Germany to invest in Vietnam and have more activities towards the homeland./.
