In the first months of the year, the Provincial People's Committee has strongly directed departments, branches and localities to accelerate disbursement progress, remove difficulties and obstacles in the process of implementing national target programs (NTPs). Thereby, contributing to the implementation of socio-economic development goals, sustainable poverty reduction, especially in ethnic minority areas.
Disbursement progress is still slow
The disbursement of capital for national target programs in recent years is still slow according to progress assessment. As known, in 2022, the central budget capital plan was assigned late by the Prime Minister (May 2022). Entering 2023, the investment capital plan was assigned early by the Prime Minister at the beginning of the year; difficulties and obstacles were gradually resolved, and localities were proactive and active in implementation. According to the Department of Planning and Investment, the central capital plan allocated to provincial national target programs in 2022 is 269,884 million VND. By April this year, the disbursement progress reached 87.62% of the capital plan (development investment capital reached 93.15%; public service capital reached 77.53%). In 2023, the central government allocated VND 364,513 million to the province, of which development investment capital was VND 207,330 million and public service capital was VND 157,183 million. Currently, VND 236,556 million has been disbursed, reaching 64.9% of the capital plan.
Disbursing capital contributes to implementing the new rural construction program, changing the face of the countryside.
Since the beginning of the year, departments and branches have proactively coordinated to implement assigned tasks, promptly advised the People's Committee to submit to the Provincial People's Council a resolution on the capital plan for the 2024 National Target Program. However, many localities are still passive and have not resolutely implemented the direction of the Provincial People's Committee in preparing complete documents to promptly allocate the capital plan for 2024, so up to now, the disbursement rate of the 2024 capital plan for National Target Programs is still low. By mid-April, only 12,808 million VND had been disbursed out of the total central budget capital allocated in 2024 of 408,586 million VND (including development investment capital of 262,267 million VND, public service capital of 146,319 million VND), reaching only 3.13% of the capital plan. Of which, the National Target Program for New Rural Construction disbursed 6,460 million VND, reaching 3% of the plan. The National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas has disbursed 6,348 million VND, reaching 4.55% of the plan. Focus on removing difficulties and obstacles
In the coming time, local departments and branches are taking drastic measures and making efforts to promote the disbursement progress of the capital plan for the 2024 national target programs, striving to disburse over 95% of the capital plan for 2024 by January 31, 2025. The Steering Committees for the national target programs at the provincial and district levels, and the 3 program management agencies regularly hold weekly and monthly meetings with localities to promptly resolve difficulties and problems; identifying promoting the disbursement of capital for the 3 national target programs as a key task, focusing on priority in direction and operation. Upholding the sense of responsibility of the leaders, proactively and resolutely directing affiliated units to thoroughly research and immediately implement the specific mechanisms and policies stated in Resolution No. 111/2024/QH15 on a number of specific mechanisms for implementing national target programs.
To speed up the disbursement of capital in 2022, 2023 as well as the capital plan for 2024, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed the Provincial Ethnic Committee, the Department of Agriculture and Rural Development, the Department of Labor, Invalids and Social Affairs to coordinate with relevant localities to review assigned tasks to promptly remove difficulties and obstacles in order to speed up the disbursement of capital for national target programs according to the plan assigned by the Provincial People's Committee. For localities, it is necessary to further enhance their initiative in implementing national target programs. It is necessary to strengthen inspection and supervision; carefully review right from the stage of project preparation, project selection, capital allocation to design, bidding, construction, liquidation procedures, settlement... for each project. Focus on accelerating the progress of site clearance; make advances, recover advances, pay investment capital in accordance with regulations, prepare payment records as soon as there is volume...
