Promoting startups

Recognizing the importance of startups in socio-economic development, the province has had many solutions to promote young entrepreneurs to establish themselves, start businesses, innovate and create.

Implementing the province's orientation, contributing to sustainable economic development, meeting the needs of the people, with many years of experience in the plastics industry, in early 2022, Mr. Nguyen Huu Hoang, Deputy Director of HBC Plastic Joint Stock Company, invested in machinery, equipment, and technology to produce HDPE plastic. The entire production is fully automated in all stages. This is the first unit in the area to produce HDPE floats with two protective layers of virgin plastic and recycled plastic. In which, the Company has recycled old, damaged, and technically defective floats for the inner layer of the float, helping the product continue its life cycle, reducing waste and reducing environmental pollution. This is considered a creative solution in implementing a circular economy.

In order to gain a foothold in the market, the Company guarantees 1-for-1 product exchange within 36 months. Up to now, the Company has produced, consumed and supplied over 15,000 HDPE buoy products to the market. The Company is completing the production of 300L large buoys for rafts, floating houses and other types of aquaculture (Aquaculture), meeting sustainable aquaculture. The project "Innovation to optimize HDPE plastic buoys in aquaculture" by Mr. Nguyen Huu Hoang was awarded first prize in the 5th Provincial Creative Startup Idea Competition in 2022.

In recent times, Quang Ninh has had many successful start-up businesses, receiving awards and making positive contributions to the locality, such as Mr. Hoang Duc Manh, Deputy Director of Hoa Phong High-Quality Agricultural Service Cooperative (Dong Trieu Town); Le Van Sang, Director of Thien Long Electrical Appliance Development Company Limited (Ha Long City); Nguyen Van Dat, Director of SIC Enterprise Training and Development Joint Stock Company...

With the goal of promoting the start-up, innovation and creativity movement, Quang Ninh is one of the few localities in the country to establish and maintain effective operations of investment and start-up clubs in 13/13 localities. A typical example is the Ha Long City Investment and Start-up Club (Ha Long City Youth Union), which is the first club in the province to build, complete and issue a set of operating regulations including: Club Charter; Membership admission process; Operating regulations; Emulation and reward regulations; Regulations on personnel work; Process of visiting, supporting and removing difficulties for businesses. This set of regulations contributes significantly to the Club's methodical and effective operation. The Club regularly organizes meetings, exchanges, shares, and removes obstacles for members; fosters knowledge, improves skills, introduces products, exchanges experiences, and creates business opportunities. Up to now, the Club has attracted 33 members; Many businesses have received many certificates of merit from all levels for their outstanding achievements in production, business and charity activities.

The province has been paying much attention to the goal of building a startup ecosystem, such as: Organizing conferences, seminars, forums on startups; contests to find startup ideas; building startup incubators; creating conditions for handling administrative procedures, preferential loans, legal and tax advice and support...; issuing motivational policies, such as: Resolution No. 148/2018/NQ-HDND of the Provincial People's Council on policies to support small and medium enterprises, innovative enterprises in the province; Plan No. 99/KH-UBND dated April 14, 2023 of the Provincial People's Committee on enterprise development...

The province is drafting a Resolution on “Some solutions to support enterprises, cooperatives, and business households to improve operational efficiency and sustainable development until 2025”. This will contribute to creating motivation for enterprises to continue to start up, innovate, create, and actively contribute to the budget and develop the local socio-economy.
