Promoting the concretization of the Vietnam - Japan Comprehensive Strategic Partnership framework

On August 21, at the Government Guest House, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu held talks with Japanese Deputy Foreign Minister Funakoshi Takehiro, who is visiting Vietnam from August 20-21.

At the talks, Japanese Deputy Foreign Minister Funakoshi Takehiro expressed his deepest condolences on the passing of General Secretary Nguyen Phu Trong. He congratulated President To Lam on being elected to the position of General Secretary with absolute trust. In a sincere and trusting atmosphere, the two sides expressed their joy at the comprehensive and effective development of the Vietnam-Japan cooperation relationship in recent times, notably the upgrading of the framework of the relationship to Comprehensive Strategic Partnership in 2023. Along with that, political trust, exchanges of high-level delegations and all levels have taken place closely; cooperation between the two countries in all fields of economy, trade, investment, labor, education, agriculture, etc. has achieved many practical results. The two sides are expanding cooperation to new areas such as digital transformation and green transformation. Coordination between the two countries at multilateral forums and international organizations has been enhanced. Deputy Minister Funakoshi affirmed that the Japanese Ministry of Foreign Affairs wishes to closely coordinate in implementing substantive and effective high-level agreements to bring the bilateral relationship to a level commensurate with the new framework of relations and will closely coordinate to implement the results achieved at the 12th meeting of the Vietnam-Japan Cooperation Committee in early August. Permanent Deputy Minister Nguyen Minh Vu thanked the Japanese side for arranging the solemn and cordial official visit to Japan and co-chairing the 12th meeting of the Vietnam-Japan Cooperation Committee by Minister Bui Thanh Son. At the same time, he affirmed that Vietnam continues to consider Japan as a leading and long-term strategic partner; and wishes to work with Japan to promote the concretization of the Comprehensive Strategic Partnership framework. The two sides agreed to promote increased exchanges and contacts at high and all levels in many flexible forms; continue to organize and improve the effectiveness of bilateral dialogue mechanisms such as the Vietnam - Japan Cooperation Committee, the Deputy Foreign Minister-level Strategic Partnership Dialogue... On this occasion, Permanent Deputy Minister Nguyen Minh Vu invited Japanese leaders to attend the 4th Partnership for Green Growth and Global Goals 2030 (P4G) Summit and the ASEAN Future Forum held in Vietnam in 2025. At the meeting, the two sides also reviewed some of the achieved results; discussed measures to improve the effectiveness of cooperation in the fields of defense, security, economy, ODA, investment, climate change response, green transformation, digital transformation...
Affirming that the Vietnamese Government attaches great importance to and strives to effectively implement high-level agreements with Japan, Permanent Deputy Minister Nguyen Minh Vu proposed that Japan provide new-generation ODA with preferential and favorable conditions, simpler and more flexible procedures, and prioritize key infrastructure projects. At the same time, it should soon decide on loan commitments for infrastructure development projects, climate change adaptation, and production support for ethnic minorities in 11 northern mountainous and midland provinces. Permanent Deputy Minister Nguyen Minh Vu also proposed that the Japanese Ministry of Foreign Affairs coordinate with Japanese ministries and branches to create favorable conditions, simplify procedures, and gradually move towards visa exemption for Vietnamese citizens. Affirming that Japanese enterprises consider Vietnam as one of the priority destinations in the investment diversification process, Deputy Minister Funakoshi expressed his desire to coordinate to promote ODA cooperation and investment between the two countries, promote bilateral cooperation in Japan's Asian Zero Emission Community (AZEC) initiative... Appreciating the contributions of the community of nearly 570,000 Vietnamese people to the economic and social development of Japan in recent times, Deputy Minister Funakoshi affirmed that the Japanese Government will continue to create more favorable conditions for the Vietnamese community living, studying and working in Japan. At the talks, the two sides exchanged opinions on international and regional issues of mutual concern such as ASEAN cooperation, Mekong, East Sea...; agreed to strengthen coordination of stances, support each other at international and regional forums such as ASEAN, the United Nations, APEC...
