Socio-economic highlights
In the first 9 months of 2023, the district's agricultural, industrial and service production maintained development; the investment and business environment continued to improve; trade promotion and connection of agricultural product consumption for farmers achieved important results; the fields of social security and people's health care received special attention, the lives of all classes of people were basically stable; the fields of education, culture and information made much progress; administrative reform, anti-corruption, thrift practice and anti-waste were focused on and had positive changes; political security and social order and safety were maintained.
Specifically, the agricultural production sector in the first 9 months of 2023 took place in unfavorable weather conditions, hot, dry, little rain, so crops developed poorly. In the first 9 months of the year, the whole district organized planting and caring for 1,833 hectares of spring rice, equal to 98% of the plan, with an estimated output of 10,815 tons; planted 1,971 hectares of summer rice, reaching 101% of the plan, 6,085 hectares of spring-summer corn, equal to 107% of the plan; 84 hectares of taro, reaching 56% of the plan. Focus on directing and guiding people to effectively implement the work of preventing and controlling plant pests and diseases; ensure water supply for production.
In particular, directing and guiding people to take care of and intensify the existing industrial area, planting new fruit trees and long-term industrial trees. The total area of fruit trees in the district reached 4,200 hectares, the output of all kinds of fruit was estimated at 3,520 tons; taking good care of 1,432 hectares of tea trees; 5,653 hectares of coffee trees; the current rubber tree area is 1,658 hectares, the output harvested in 9 months reached 1,338 tons of latex, equal to 33.5% of the plan.
Regarding livestock and poultry farming, stable development has been maintained. The total herd and output of fresh meat for slaughter have increased compared to the same period last year, and there have been no major epidemics. However, at the beginning of the year, African swine fever appeared in Sang village, Chieng Ngam commune. The district People's Committee directed the timely implementation of measures to destroy infected animals, spray disinfectants, and prevent the spread of the disease. Up to now, the total herd of buffaloes is 9,430, the herd of cows is 51,938, the herd of pigs is 72,210; and the herd of poultry is 733,935. The total output of fresh meat for slaughter in the first 9 months of 2023 reached 6,570 tons...
Along with that, forestry production is promoted to implement forest management and protection, focusing on forest care, regeneration, preparing sufficient quantity and quality of seedlings for new forest planting and scattered tree planting; strengthening forest fire prevention and fighting (PCCCR), strictly handling violations.

In the field of aquaculture, the district continues to exploit the aquaculture area in the area; develop cage and raft fish farming in the Son La hydroelectric reservoir area. Successfully organized the ceremony to release additional fish fry to regenerate aquatic resources, responding to the Traditional Day of Vietnam's Fisheries Industry on April 1 in Liep Te commune with a total of 17,000 fish fry of various types. The whole district currently has 653 fish cages, the aquaculture area reaches 418 hectares, equal to 100% of the plan, the aquaculture output in 6 months reaches 965 tons, equal to 74.2% of the plan.
In addition, industrial and handicraft production in the district in the first 9 months continued to be maintained and developed to serve production and people's lives. The output of major industrial products in the area, specifically bricks of all kinds, reached 24.5 million pieces; stones reached 41 thousand m3; commercial tap water was estimated at 0.5 million m3. Organizing to inspect the implementation progress, remove difficulties and obstacles in the implementation of the Nam Hoa 1 and Nam Hoa 2 hydropower projects, Muong Bam commune...
In the field of trade and services, the total retail turnover of goods in the area in the first 9 months of 2023 is estimated at 3,865 billion VND, equal to 76.1% of the plan. The commodity market basically meets the consumption and production needs of the people. Strengthen price and market management; control registration, declaration, price listing, combat smuggling and trade fraud, trade in counterfeit and poor quality goods, ensure price stability in the market and circulation of goods.
Issue and implement the plan for import and export of agricultural products in 2023; successfully organize the "Co Ma Highland Market 2023"; prepare conditions to participate in the "First Son La Coffee Festival 2023"; promote the implementation of agricultural product consumption solutions for farmers. Maintain the operation of display points and introduce OCOP products and typical products of the district. The total value of goods participating in 9 months is estimated at 198 billion VND.
Regarding the new rural construction program in the district, it continues to be focused on implementation; propaganda, mobilization of communes, villages and people in the area to participate in new rural construction; strengthening guidance for people to develop production.
Develop and deploy a detailed plan to implement the national criteria set for new rural areas in 2023 in the area; promote the implementation of the program "Day of returning to the grassroots to build new rural areas" in Chieng Pha and Chieng La communes; urge, guide and inspect Chieng Pha and Chieng La communes to implement targets and criteria, striving to meet new rural standards in 2023; develop and deploy a plan to implement the program "One commune, one OCOP product" in 2023.
Along with that, a number of other areas of work in the first 9 months of 2023 in Thuan Chau district have completed their assigned tasks well compared to the same period in 2022.

Multidimensional poverty reduction efforts
In 2023, Thuan Chau district will continue to implement the goal of multidimensional poverty reduction; support the poor and poor households to overcome the minimum living standard, access basic social services to improve the quality of life. The district also focuses on investing in developing socio-economic infrastructure; diversifying livelihoods, developing production, vocational education, creating jobs and income. Thereby, contributing to ensuring social security and realizing the goal of economic growth and sustainable development.
To achieve the goal of the district escaping poverty by 2025, the District People's Committee has issued many documents directing and guiding the implementation of the poverty reduction plan; directing communes and towns to review poor and near-poor households according to multidimensional poverty standards. The district has implemented policies to support poor households in terms of health insurance, education, housing, electricity support, and loans for production development.
Currently, the whole district has 16,026 households receiving preferential loans of 722 billion VND from the Social Policy Bank Branch and the Agricultural and Rural Development Bank Branch to invest in production development. The district's specialized agencies have closely followed each locality, coordinated with communes to guide people on how to plant, care for, renovate mixed gardens and apply science and technology to production, especially production according to VietGAP process, safe production.
According to statistics, Thuan Chau has more than 4,300 hectares of fruit trees of all kinds and 5,167 hectares of hawthorn; 11 production linkage chains; 21 safe agricultural product supply chains; 6 growing area codes including products such as mango, longan, dragon fruit; 107 hectares of crops produced in an organic direction. The district has 11 products recognized with protection certification marks. Dragon fruit, passion fruit, tea products... have been exported to Russia, China... The district also has 5 OCOP products with 3 stars or more.
In addition to the cultivation sector, people in the district also focus on developing livestock farming towards commodity production. Especially, in the highland communes, people are increasingly expanding the area of grass cultivation for feeding large livestock in cages.
Along with the strong development of agriculture, Thuan Chau district is exploiting its potential and advantages, strengthening communication activities, promoting tourism; focusing on planning, attracting investment and developing Pha Din pass tourism; paying attention to and encouraging investment in building community tourism spots in Muong E and Phong Lai communes associated with preserving traditional cultural values of the people living in the area.
2023 is the third year of implementing the Resolution of the Party Congresses at all levels, the 5-year Socio-Economic Development Plan 2021 - 2025. With the determination to successfully implement the goals and tasks of socio-economic development in 2023, creating an important premise to contribute to the completion of the 5-year plan 2021-2025, in the last 3 months of 2023, Thuan Chau district focused on leading, directing, organizing the implementation of key tasks and a number of solutions such as: promoting production and business development, promoting growth drivers, removing difficulties for economic sectors, ensuring social security and people's lives; ensuring national defense, security, social order and safety.
