Poor households in Dut - Le Trieng 2 village (Trung Son commune, A Luoi district, Thua Thien Hue province) are supported to build new houses under the policy of Project 5 under the National Target Program on Sustainable Poverty Reduction.
On the afternoon of August 21, the People's Council of Thua Thien Hue province held the 13th thematic session, term 8, to consider and approve a number of important policies and guidelines on socio-economic development. One of the important contents under consideration this time was allowing the People's Committee of A Luoi district to proactively advance funds to implement Project 5 under the National Target Program on Sustainable Poverty Reduction from the district budget.
According to the report of the People's Committee of Thua Thien Hue province, in 2022, the People's Committee of A Luoi district reviewed and approved support for 437 policy beneficiaries, including: 325 newly built houses and 112 repaired houses, with a total support budget of 22.86 billion VND; of which: the central budget is 15.24 billion VND; the local budget is 7.62 billion VND. However, up to now, because the Central Government is reviewing and has not yet promptly arranged the 2022 budget for localities (including Thua Thien Hue province) to implement Project 5 of the national target program on sustainable poverty reduction, the above households have not yet received support money.
Recently, in order to promptly resolve policies for households receiving support in 2022, based on current regulations, the People's Committee of Thua Thien Hue province has a policy to use the allocated capital in 2023 to pay for these subjects. According to the report of A Luoi district, households in 2023 are implementing and are likely to complete in August 2023 (about 10% of households have completed 90% of the progress, 40% of households have completed 50% of the progress, 35% have completed the foundation, 5% are implementing the foundation), so the funding allocated in early 2023 is not guaranteed to be fully applied to all households enjoying the policy in 2022 and 2023.
Realizing that this is a social security policy according to the Central Government's regulations to support housing for poor and near-poor households to ensure the multidimensional poverty standards for the period 2021 - 2025, it is necessary to allocate capital for implementation. Therefore, the People's Committee of Thua Thien Hue province proposed that the Provincial People's Council consider and agree in principle to allow the People's Committee of A Luoi district to proactively advance funds to implement Project 5 under the National Target Program on Sustainable Poverty Reduction from the district budget, with an amount of 22.86 billion VND to promptly support housing for 437 households approved in 2022. After the Central Government supplements this fund, the People's Committee of Thua Thien Hue province will advise the Provincial People's Council to allocate funding sources to repay the district budget according to regulations.
After examination, the Economic - Budget Committee (People's Council of Thua Thien Hue province) believes that it is necessary and appropriate to agree on the policy to allow the People's Committee of A Luoi district to proactively advance funds to implement Project 5 under the National Target Program on Sustainable Poverty Reduction from the district budget to promptly support housing for 437 households approved in 2022. This Committee agrees with the plan submitted by the People's Committee of Thua Thien Hue province to the Provincial People's Council; at the same time, it is requested to direct the Department of Finance, the Department of Labor, Invalids and Social Affairs of the province, and the People's Committee of A Luoi district to carefully review the beneficiaries of the policy and implement the budget advance in accordance with current regulations.
According to Resolution 28/2022/NQ-HDND of the People's Council of Thua Thien Hue province on the regulation of housing support levels for poor and near-poor households in the mountainous district of A Luoi from the state budget for the period 2022-2025, the whole district has 2,184 households eligible for support to build new or repair houses, with a total cost of more than 114 billion VND. After review, in 2022, the People's Committee of A Luoi district approved support for 437 households; in 2023, it supported 1,310 households. According to the report of the People's Committee of A Luoi district, in the first 6 months of 2023, this locality has implemented housing support for 920 households (reaching 80% of the plan), of which: 684 households were newly built and 236 households were repaired.
