Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 29/CD-TTg dated April 3, 2025 requesting ministries, branches and localities to step up the prevention and handling of activities using high technology in cyberspace to fraudulently appropriate property.
Recently, the Prime Minister has issued many documents directing the work of preventing, combating and handling crimes, especially crimes using high technology in cyberspace to defraud and appropriate property. Ministries, branches and localities have proactively implemented and achieved some positive results. However, the situation of fraud in cyberspace continues to be complicated, with organized, transnational activities with increasingly sophisticated tricks, causing great damage to people and businesses, negatively affecting security and order.
The Prime Minister requested to step up prevention and handling of activities using high technology in cyberspace to defraud and appropriate property.
To overcome this situation, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities and relevant agencies to focus on effectively implementing the tasks assigned in Official Dispatch No. 139/CD-TTg dated December 23, 2024 of the Prime Minister on strengthening the prevention and handling of fraudulent activities of appropriating assets using high technology in cyberspace.
Ministry of Public Security directs the work Security units and localities focus on effectively implementing the peak period of attacking and suppressing crimes using high technology, taking advantage of cyberspace to commit crimes, especially crimes of fraud and appropriation of property, especially in the period of reorganizing the local police apparatus (not organizing district-level police).
At the same time, regularly review, promptly detect, prevent, and delete content, websites, links, applications, associations, groups, and accounts on cyberspace related to fraudulent activities, calls, and messages suspected of fraud, especially calls from abroad, calls using VoIP technology, OTT applications, etc.
The Prime Minister assigned the Ministry of National Defense to direct forces to organize reconnaissance, monitoring, information collection, analysis, assessment, and grasp the situation in cyberspace to promptly take measures to deal with activities affecting national defense and security; closely coordinate with the Ministry of Public Security and the Ministry of Science and Technology to proactively detect, identify, prevent, and handle websites, IP addresses, applications, and malware used in fraudulent activities to appropriate assets.
At the same time, the Ministry of National Defense directed forces to increase patrols and strictly control border areas, especially trails, openings, mountainous areas, and rivers. Closely coordinate with the police, customs and local authorities to regularly exchange information, share experiences and coordinate to detect, combat and strictly handle violations of regulations on exit and entry, especially those who organize and broker illegal exit. Apply modern technologies, such as surveillance cameras, drones, GPS positioning systems, etc. to enhance the ability to monitor and detect illegal border crossings; build a data information system on subjects at risk of illegal border crossings to proactively prevent and stop them.
The Ministry of Culture, Sports and Tourism has directed news agencies and newspapers to increase propaganda about new methods and tricks of using high technology in cyberspace to defraud and appropriate property, helping people raise their awareness and proactively prevent them.
The Chairmen of the People's Committees of provinces and centrally-run cities direct functional forces to continue to resolutely, effectively and substantially implement measures to prevent and combat crimes of fraud and appropriation of property, especially crimes using high technology and taking advantage of cyberspace; innovate propaganda work, suitable to the characteristics of each locality; pay attention to investing, supporting funding and modern technological equipment for forces directly fighting and combating crimes using high technology.
Localities with land borders direct the police, border guards and related forces to strengthen management of the area, promptly detect and handle subjects exiting and entering the country to commit violations of the law.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal and news agencies and newspapers increase information on plots, new methods, tricks, and ways to deal with fraudulent acts of appropriating property, especially fraud in cyberspace; prevention and handling results of functional forces so that people can raise awareness, promptly provide information, and denounce fraudulent acts of appropriating property.
