(Dan Tri) - The Prime Minister requested the issuance of detailed regulations guiding the implementation of the law, the development and promulgation of new land price lists, and increased inspection and handling of violations in real estate projects.
On November 30, Prime Minister Pham Minh Chinh signed Official Dispatch No. 124 on strengthening the urging of state budget collection for land-related revenues in the last month of the year.
The telegram stated that since the beginning of the year, the macro-economic situation has continued to be stable, growth has been promoted, major balances of the economy have been ensured, and state budget revenue in 11 months has completed 106.3% of the estimate.
However, there are still many difficulties and challenges affecting the overall revenue results of the whole industry, especially land use fee collection. The progress of state budget collection is still slow, reaching only 82.8% of the estimate by the end of November.
Therefore, the Prime Minister requested the Ministry of Finance to preside over and coordinate with relevant agencies to direct the strengthening of revenue management solutions, strictly control tax calculation, tax declaration, tax payment, collect correctly and fully all revenues arising according to tax law provisions, and prevent revenue loss to the State budget.
The Ministry of Finance is responsible for reviewing and urging timely payment to the State budget of tax and land rent amounts that have been extended; continuing to strictly implement the direction on strengthening financial discipline and order in State budget management, stepping up inspection, examination, combating revenue loss, and resolutely recovering tax debts.
The Head of Government requested the Ministry of Finance to direct tax authorities to urgently coordinate with local agencies and departments to advise the People's Committees of provinces and cities to promptly handle and remove difficulties and obstacles in procedures and prices for real estate projects, speed up the disbursement of public investment capital, organize auctions, land allocation and lease, and urge timely collection of revenues to the State budget according to the provisions of the law on budget collection.
The Ministry of Finance also needs to step up the fight against revenue loss from two-price real estate transfers to create a healthy real estate market; review all projects that are slow to implement and have outstanding land use fees, synthesize and report to People's Committees at all levels to direct relevant agencies to focus on removing obstacles to have a basis for urging timely collection of tax debts and land use fees into the State budget.
"In cases of deliberate procrastination and non-implementation, consult with the Provincial and City People's Committees to revoke the project in accordance with the provisions of law," the dispatch stated.

The Ministry of Construction is assigned to review and remove difficulties and obstacles in the implementation of real estate projects, especially projects with good liquidity, commercial housing projects, social housing projects, new urban areas, etc.
The Ministry of Planning and Investment removes institutional difficulties and obstacles, completes important transport infrastructure projects, key national projects, and inter-regional connectivity projects, and puts them into operation and use on schedule.
The Ministry of Natural Resources and Environment is assigned to preside over and coordinate with relevant agencies to continue organizing training, propaganda, dissemination, and guidance for localities on the provisions of the Land Law; closely monitor the organization and implementation of the Land Law nationwide; summarize difficulties and problems to handle and resolve according to its authority and report on matters beyond its authority.
The State Bank also needs to strengthen credit management solutions, review and cut administrative procedures, and create more favorable conditions for businesses in the real estate business sector and home buyers to promote the real estate market.
The Prime Minister also assigned the Chairmen of the People's Committees of provinces and cities to step up planning to implement the project; issue full land price lists and detailed instructions, implement compensation and resettlement support; focus on doing a good job of appraising and determining land prices; speed up the progress of auctioning land use rights and land lease rights.
The People's Committees of provinces and cities are also assigned to have solutions to stabilize the situation, maintain healthy market development; prevent revenue loss and recover tax arrears, land revenues, and increase revenue for the budget.
