In his opening speech, Prime Minister Pham Minh Chinh emphasized that digital transformation is an inevitable trend, an objective requirement, a strategic choice, and a top priority for rapid and sustainable development; it is the cause of the entire Party, the entire army, and the entire people, contributing to realizing the aspiration of building a strong and prosperous country, with a prosperous and happy people, leaving no one behind in the new era - the era of national development.
The Prime Minister pointed out a number of emerging trends in the current context that have impacts and influences on every country and every economy, such as digital transformation, green transformation, climate change response; connectivity between economies, especially infrastructure connectivity, transport connectivity, digital connectivity; harmonious, sustainable, inclusive development, leaving no one behind.
According to the Prime Minister, if we want to combine the strength of the nation and the strength of the times, internal and external strength, we cannot stand outside the general trend of the world. Reality shows that our country is on the right track with a focus on promoting digital transformation, green transformation, and infrastructure development. In particular, digital transformation, as we have been doing, has brought very clear benefits to the country and the people. Recently, General Secretary and President To Lam wrote an article about digital transformation to call on the whole country to focus on promoting digital transformation.
On April 22, 2022, the Prime Minister issued Decision No. 505/QD-TTg to designate October 10 every year as National Digital Transformation Day. National Digital Transformation Day aims to accelerate the implementation of national digital transformation tasks, effectively implement the National Digital Transformation Program to 2025, with a vision to 2030; raise awareness among people and the whole society about the role, significance and benefits of digital transformation; promote the participation of the entire political system, synchronous actions at all levels and the participation of the entire population to ensure the success of digital transformation.
In 2024, the national digital transformation has the theme: "Developing the digital economy with 4 pillars of information technology industry, digitalization of economic sectors, digital governance, digital data - Important driving force for fast and sustainable socio-economic development". This is the third consecutive year that we have organized a program to celebrate National Digital Transformation Day. This important event demonstrates the determination of the Party, State, political system, business community and people nationwide to join hands in national digital transformation, developing the digital economy, digital society, and digital citizens.
The Government is determined to pursue the digital transformation revolution in a profound, comprehensive, substantive and effective manner to promote rapid and sustainable socio-economic development, improve people's material and spiritual life and modernize national governance, bringing benefits to all people and the country.
The Prime Minister emphasized that if digital transformation is done well, Vietnam's ranking in the world in digital transformation will increase, contributing to building and developing the national brand, thereby promoting and attracting the best investment. "We are behind in digital transformation, so we must have the spirit of catching up, moving forward and surpassing", the Prime Minister said and pointed out 3 breakthroughs in digital transformation: digital institutions, digital infrastructure and digital people.
The Prime Minister noted that digital transformation requires active participation, especially from leaders at all levels and sectors; at the same time, there must be no shortage of electricity or telecommunications signals, especially in remote areas.
The Prime Minister asked delegates to propose strategic orientations, viewpoints, tasks, and key solutions on digital transformation and digital economic development in the coming time so that in a short time we can go a long way.
At the program, leaders of the Government, ministries and branches participated in a discussion on "Promoting national digital transformation with people and businesses at the center", with representatives of corporations and businesses in the digital technology sector, typical representatives of community digital technology groups of provinces and cities, and representatives of leaders of universities that train digital technology human resources.
Deputy Prime Minister Nguyen Hoa Binh and leaders of ministries and sectors answered many questions about the strategy for developing the digital economy and digital society; digital infrastructure, especially in remote areas; simplification of procedures and operations when performing online public services; solutions to combat online fraud; and specific policies for vulnerable groups, helping them easily access and use digital services.
Delegates also discussed the application of artificial intelligence in governance and social activities; policies to attract investment in the semiconductor and digital transformation sectors; policy mechanisms to support and facilitate people to expand their businesses, increase income and profits on e-commerce platforms; solutions for socio-political organizations to participate more deeply and effectively in the national digital transformation process...
In his concluding remarks, Prime Minister Pham Minh Chinh stated that recently General Secretary and President To Lam wrote an article titled "Digital Transformation - An Important Driving Force for Developing the Production Force, Perfecting Production Relations, Bringing the Country into a New Era". According to the Prime Minister, this program is both to celebrate National Digital Transformation Day and to implement the instructions of General Secretary and President To Lam on digital transformation. "Digital transformation is difficult, but not as difficult as the difficulties and challenges that our people have overcome throughout history", the Prime Minister commented.
National digital transformation with a vision to 2030 aims for Vietnam to become a digital nation, prosperous development, pioneering the application of new technologies and new models; fundamentally and comprehensively innovating management and operation methods; transforming production and business methods of enterprises; people's lifestyle, work and study; developing a safe, humane, inclusive, widespread digital environment, "leaving no one behind".
The Prime Minister said that the Government has set a "dual goal": developing a digital government, digital economy, and digital society at a high level; and forming strong Vietnamese digital technology enterprises with global competitiveness.
The Prime Minister assessed that national digital transformation and digital economy have achieved many positive results, having a profound impact and influence on all aspects of the country's economy, society and culture. Vietnam has made strong progress in the international digital transformation rankings: The 2024 e-Government Development Index increased by 15 places, ranking 71/193; The 2024 Global Innovation Index increased by 2 places, ranking 44/133; The 2024 Global Cybersecurity Index increased by 8 places, ranking 17/194.
Digital transformation to serve people and social security has developed strongly, gradually forming a digital society and digital citizens, prominently in the fields of education and training, healthcare, medical examination and treatment, social insurance, social security payments, justice, etc. Recently, the integration of electronic health books and provision of criminal records on the VNeID platform has been implemented nationwide.
The Prime Minister stated that these are only initial results, we absolutely must not be subjective or satisfied with the results achieved; there is still much work to do ahead. "National digital transformation must take people and businesses as the center, the subject, the driving force, the resources, and the goals of development. We must speak the truth, do the truth, and be truly effective so that people and businesses can truly enjoy it," the Prime Minister emphasized.
The Prime Minister clearly stated that the viewpoint of developing the digital economy is to upgrade the digital economy with breakthroughs and reforms that are stronger, more comprehensive and inclusive so that Vietnam can catch up, progress and rise in all fields, from industry, agriculture, services, trade, towards a developed digital society...
Regarding the main tasks and solutions in the coming time, the Prime Minister pointed out promoting 3 strategic digital breakthroughs: breakthrough in digital institutions; breakthrough in digital infrastructure; breakthrough in digital human resources with the motto of "open institutions, smooth infrastructure, smart human resources". In particular, regarding digital infrastructure breakthrough, the Prime Minister requested to soon put 5G into commercial use in a number of major cities. Attract investment resources, especially FDI investment to build data centers for industries, fields, regions and areas; urgently build and put the No. 1 National Data Center into operation by the end of 2025.
The Prime Minister requested to strive to bring all public services to the digital platforms of the Government, ministries, branches and localities to facilitate, reduce compliance costs, travel costs, reduce corruption, negativity, inconvenience and harassment for people and businesses.
