The Prime Minister requested all organizations and individuals to save electricity.

Deputy Prime Minister Tran Hong Ha has just signed Directive No. 20/CT-TTg of the Prime Minister on strengthening electricity saving in the period 2023-2025 and subsequent years.

The directive states that electricity demand continues to increase at a high rate, averaging about 8.5% per year, higher than the economic growth rate. Meanwhile, electricity supply in the period 2023-2025 and subsequent years will face many challenges due to: unfavorable hydrological conditions affecting the power generation capacity of hydropower plants on the river system due to climate change; increasing dependence on imported primary energy; limited wind power, solar power, and other renewable energy sources; and difficulties in expanding investment in thermal power plants... Therefore, efficient and economical electricity use must be considered a crucial and urgent solution to maintain energy security, sustainable development, and economic growth in the country in the coming period.

The Prime Minister has requested that during the period 2023-2025 and subsequent years, the entire country must strive to save at least 2% of total electricity consumption annually; reduce power losses across the entire power system to below 6% by 2025; and reduce the peak load capacity of the national power system through the implementation of demand management (DSM) and demand response (DR) programs by at least 1,500 MW by 2025. The goal is to have 50% of public buildings and 50% of residential houses using self-generated rooftop solar power (for on-site consumption, not selling electricity to the national grid) by 2030. By the end of 2025, the goal is to have 100% of street lighting using LED lights.

To achieve this goal, the Prime Minister requested all organizations and individuals to seriously and decisively implement electricity saving measures.

The Prime Minister requested that agencies and offices coordinate with local power companies to develop and implement electricity saving plans for their respective units, ensuring a minimum annual saving of 5% of total electricity consumption; and to save electricity in public lighting, advertising lighting, and outdoor decorative lighting, ensuring a minimum saving of 30% of total electricity consumption for these lighting activities during the 2023-2025 period.

In addition, electricity saving measures should be implemented in households, regularly practicing energy-saving and efficient electricity usage at home such as: turning off electrical devices when leaving the room, completely disconnecting the power source when not using electrical devices; only using air conditioners when absolutely necessary and at appropriate settings (cooling mode from 26°C or higher); prioritizing the purchase of high-efficiency electrical appliances or those with energy efficiency labels; and minimizing the use of incandescent light bulbs. The Prime Minister also requested electricity saving measures at commercial and service establishments; and at manufacturing enterprises.

The Prime Minister requested the Ministry of Industry and Trade to develop and implement programs to encourage rooftop solar power in businesses and households, and programs to promote the use of energy-saving appliances in households such as air conditioners, refrigerators, LED lights, washing machines, etc.

The Ministry of Industry and Trade is responsible for developing and implementing plans for inspection, monitoring, and applying sanctions against individuals, businesses, and organizations that fail to comply with regulations on energy conservation and efficiency.

The People's Committees of provinces and cities are responsible for developing, issuing, and implementing electricity saving plans at the local level; and organizing campaigns to raise awareness about electricity saving among all segments of the population in their areas.

Vietnam Electricity Corporation is responsible for optimizing the operation of power plants and transmission and distribution grids to efficiently utilize primary energy sources and reduce power losses in the system.
