Deputy Prime Minister Tran Hong Ha has just signed Directive No. 20/CT-TTg of the Prime Minister on enhancing electricity saving in the period of 2023-2025 and the following years.
The Directive clearly states that electricity demand continues to increase at a high rate, averaging about 8.5% per year, higher than the economic growth rate. Meanwhile, electricity supply in the 2023-2025 period and the following years will face many challenges due to: hydrological conditions ensuring the power generation level of hydropower plants on the river system are changing in an unfavorable direction due to climate change; increasingly deep dependence on imported primary energy; wind power, solar power and other renewable energy sources are still limited; thermal power faces many difficulties in expanding investment... Therefore, using electricity economically and efficiently must be considered an important and urgent solution to continue to maintain stable energy security, sustainable development, and economic growth of the country in the coming time.
The Prime Minister requested that in the period of 2023-2025 and the following years, the whole country must strive to save at least 2% of total electricity consumption annually; reduce electricity loss in the entire power system to below 6% by 2025; reduce peak load capacity of the national power system through implementing demand side management (DSM) and load adjustment (DR) programs, at least 1,500MW by 2025. Strive by 2030, 50% of office buildings and 50% of houses use self-produced and self-consumed rooftop solar power (serving on-site consumption, not selling electricity to the national power system). By the end of 2025, strive for 100% of street lighting to use LED lights.
To achieve this goal, the Prime Minister requested all organizations and individuals to seriously and resolutely implement electricity saving.
The Prime Minister requested agencies and offices to coordinate with local electricity companies to develop and implement electricity saving plans for their units, ensuring annual savings of at least 5% of total electricity consumption; implementing electricity saving in public lighting, lighting for advertising purposes, outdoor decoration, must ensure savings of at least 30% of total electricity consumption in the period 2023-2025 for the above lighting activities.
Along with that, save electricity in households, regularly practice saving and efficient electricity usage at home such as: turning off electrical appliances when leaving the room, cutting off the power source if not using electrical appliances; only use air conditioning when absolutely necessary and use it at the appropriate mode and temperature (cooling mode from 26°C or higher); prioritize purchasing high-efficiency electrical equipment and devices or electrical equipment with energy labels that achieve high efficiency; minimize the use of incandescent light bulbs. The Prime Minister also requested to save electricity at commercial and service establishments; at manufacturing enterprises.
The Prime Minister requested the Ministry of Industry and Trade to develop and implement programs to encourage rooftop solar power in businesses and households, and programs to popularize energy-saving equipment in households such as air conditioners, refrigerators, LED lights, washing machines, etc.
The Ministry of Industry and Trade is responsible for developing and implementing a plan to inspect, monitor, and apply sanctions to individuals, businesses, and organizations that do not comply with regulations on economical and efficient use of energy.
The People's Committees of provinces and cities are responsible for developing, promulgating and implementing local electricity saving plans; organizing propaganda on electricity saving to all classes of people in the area.
Vietnam Electricity Group is responsible for optimally operating power plants and transmission and distribution grids to effectively use primary energy sources and reduce system power losses.
