On the afternoon of January 13, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on "summarizing the implementation of Resolution No. 18 - NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" chaired the 10th meeting of the Steering Committee.
Also attending were: Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Le Thanh Long and Bui Thanh Son; leaders of ministries, branches, government agencies, and members of the Steering Committee.
At the meeting, the Steering Committee reviewed the situation and progress of the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on "continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; the plan to reorganize and streamline the Government apparatus; and finalized the documents to report to the Central Steering Committee and the Politburo. At the same time, it discussed the reorganization of the inspection sector's apparatus.
According to the Steering Committee, implementing the direction of the Politburo and the Central Steering Committee on restructuring the Government's apparatus, ministries, branches and the Government's Steering Committee have further completed plans and reports to submit to the Politburo and the Central Steering Committee for consideration.
Excluding the restructuring of the Ministry of Public Security and the Ministry of National Defense, the Government's apparatus after restructuring is expected to have 22 ministries and agencies, including 17 ministries and ministerial-level agencies (reducing 5 ministries and agencies) and 5 agencies under the Government (reducing 3 agencies); reducing 13/13 general departments, 519 departments, 219 departments, 3,303 branches, and 203 public service units. It is expected that the total payroll will decrease by about 20%.
After listening to the reports and opinions of the delegates, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the standing body of the Steering Committee and the members of the Steering Committee, the ministries and branches for accepting the direction of the Politburo and the Central Steering Committee, basically completing the plan, with high consensus, ensuring the principle of not abandoning the functions and tasks of the branches but only arranging for the branches to operate most effectively and efficiently, performing well the political tasks, linking the streamlining of the apparatus with streamlining the payroll, restructuring, improving the quality of the staff, civil servants and public employees.
Welcoming the Ministry of National Defense and the Ministry of Public Security for completing the tasks and objectives according to Resolution No. 05-NQ/TW of the Politburo on the organization of the People's Army and Resolution No. 22-NQ/TW of the Politburo on promoting the building of the People's Public Security force, the Prime Minister requested that it be necessary to continue reviewing and reporting to competent authorities on the arrangement of units and agencies according to the conclusions, policies and orientations of the Central Committee, the Politburo, the Central Steering Committee and the Government's Steering Committee.
Regarding the reorganization of the inspection sector, the Prime Minister requested to urgently review and complete the plans to submit to the Politburo and the Central Steering Committee, including ensuring the reorganization of the inspection sector to operate more effectively, efficiently and effectively; avoiding overlaps, reducing intermediaries; ensuring unity and independence in performing public duties; ensuring the Party's leadership method, which is a tool to perform the state management function of the sectors.
Considering that the arrangement can easily cause disruption and affect the psychology of officials, the Prime Minister requested to continue to do a good job of ideological work and policies for officials, civil servants, public employees, and workers to maintain solidarity and unity in agencies and retain and attract talented people, people who can do the job, have capacity, qualities, and prestige.
