On the morning of February 4, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the construction of nuclear power plants, chaired the second meeting of the Steering Committee.
According to the head of the Government, green and sustainable development is the policy of the Party and State. Climate change is evolving in a complex manner, and Vietnam is one of the countries that is greatly affected, causing subsidence, drought, and saltwater intrusion. Efforts to contribute to minimizing the impact of climate change are an urgent and regular task.
In that context, Vietnam strives to achieve economic growth of 8% or more in 2025 and double-digit growth in the coming period. Therefore, electricity demand must increase by 12-16%/year.

The Prime Minister emphasized Vietnam's orientation to promote economic development based on science and technology, innovation, especially emerging industries such as artificial intelligence, cloud computing, internet of things, big data, etc. Therefore, the demand for electricity is very large.
Affirming that developing green and sustainable energy is an urgent requirement, and developing nuclear power is one of the measures to meet the requirements and be in line with world trends, the Prime Minister requested to clearly define the goals, roadmap, and tasks that members of the Steering Committee, each ministry, sector, and locality must perform in infrastructure development; and resettlement.
The Prime Minister also requested clarification on technology transfer; human resource training; investors; determining capital sources; policy mechanisms; problems and difficulties that need to be resolved, in the spirit of resolving problems where they arise, clearly identifying who will resolve them, when they will be completed, and what the results will be, avoiding "roundabout" answers.
The Prime Minister assessed that developing nuclear power and building nuclear power plants is a major issue, a national issue, a difficult and sensitive issue, so it requires focus, investment of effort and intelligence, mobilization of the entire political system and the establishment of a working group and specialized support groups to assist the Steering Committee.

According to the request of the head of the Government, the plan must clearly identify people, tasks, time, responsibilities, and results. A 5-year plan and an annual plan must be developed, with specific tasks to be completed at each milestone, and a monthly meeting must be held to review each task to ensure progress and effectiveness in implementation.
At the Central Conference on November 25, 2024, the Party Central Committee basically agreed on the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to research the Nuclear Power Program in Vietnam.
This aims to firmly ensure national energy security, meet socio-economic development goals, enhance scientific and technological potential and sustainable national development.
The Central Committee assigned the Politburo to direct relevant agencies and localities to research and develop a project to develop nuclear power in Vietnam in the coming time.
General Secretary To Lam stressed that this is an important task to develop the national energy infrastructure, meeting the requirements of national development. This work needs to be carried out urgently, meeting the highest requirements of ensuring safety and environmental protection.
Presenting this content at the recent 8th National Assembly session, the Government stated that the development of nuclear power in Vietnam brings many benefits, helping to diversify electricity supply sources and ensure energy security. This is also a solution to meet the dual task of providing electricity while ensuring the environment.
One of the goals set by the Government is to develop nuclear power to ensure the highest level of safety, minimize risks to humans and the environment; and link it with the overall development of the national energy industrial ecosystem.
