At the invitation of the Government of the United Arab Emirates (UAE) and the Government of the Republic of Turkey, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, will attend the World Climate Action Summit within the framework of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), conduct a number of bilateral activities in the UAE and pay an official visit to Turkey from November 29 to December 3.

Accompanying Prime Minister Pham Minh Chinh and his wife Le Thi Bich Tran were: Minister, Head of the Government Office Tran Van Son; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Natural Resources and Environment Dang Quoc Khanh; Deputy Minister of National Defense Pham Hoai Nam; Deputy Minister of Public Security Le Van Tuyen; Deputy Chief of the Party Central Committee Office Bui Van Thach; Deputy Minister of Foreign Affairs Do Hung Viet; Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc; Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan; Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; Permanent Deputy Chief of the Supreme People's Procuracy Nguyen Huy Tien.

In addition, participating in the Prime Minister's trip to the Middle East this time were Binh Phuoc Provincial Party Secretary Nguyen Manh Cuong, Binh Dinh Provincial Party Secretary Ho Quoc Dung, Phu Yen Provincial Party Secretary Pham Dai Duong and a number of other leaders of ministries and branches.

According to the schedule, the Prime Minister will arrive in the capital Ankara, starting his two-day official visit to Türkiye. The official welcoming ceremony for Prime Minister Pham Minh Chinh will take place at the Presidential Palace on the morning of November 29.

In addition to talks between the two delegations and meetings with a number of Turkish leaders, the Prime Minister will attend the Vietnam - Türkiye Business Forum and receive leaders of many leading businesses and corporations of the world's 19th largest economy.

Vietnam and Türkiye established diplomatic relations on June 7, 1978. Looking back at 45 years of establishing relations, the two countries have maintained friendly relations and multifaceted cooperation.

Türkiye is one of Vietnam's leading trading partners in the Middle East and a gateway for Vietnam to export to the Middle East and Southern European markets. Bilateral trade turnover in 2022 reached more than 2 billion USD, of which Vietnam exported 1.6 billion USD.

Vietnam will announce a number of new initiatives and commitments at COP28.

After concluding activities in Türkiye, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, will go to the UAE to attend the COP28 Conference.

The COP28 conference is scheduled to take place from November 30 to December 12 at Expo City, Dubai, United Arab Emirates (UAE). This is one of the largest and most important international conferences in 2023. It is expected to have more than 70,000 delegates, including heads of state, heads of government and world leaders, from 197 countries, the EU and thousands of non-governmental organizations, businesses, youth groups and other stakeholders.

The purpose of the conference is to create a forum for countries to make stronger new commitments and actions in contributing finance, technology, and reducing greenhouse gas emissions towards achieving the goals of the Paris Agreement.

One of the priorities of this COP28 Conference is to continue to promote Parties to strongly reduce greenhouse gas emissions and bring net emissions to "zero" by mid-century through the development of standards, emission reduction measures and ensuring implementation.

In addition, COP28 will continue to discuss and develop a statement on phasing out fossil fuels and promoting transition as a key measure to reduce emissions to achieve the target of 1.5 degrees Celsius by the end of the century.

COP28 will continue to review progress towards the target of mobilizing 100 billion USD per year that should have been achieved by 2020; discuss resource mobilization targets up to 2025 and the long term...

The COP28 conference is of utmost importance in the context that climate change continues to be the biggest global challenge, receiving the highest attention from the international community in 2023.

At this conference, Prime Minister Pham Minh Chinh is expected to announce a number of new initiatives and commitments of Vietnam to best respond to climate change with the international community in the coming time.

Prime Minister Pham Minh Chinh's attendance at the COP28 Conference continues to affirm Vietnam's determination to respond to climate change, reduce emissions, and transition to a green and circular economy, demonstrating Vietnam's responsibility for the common efforts to preserve and protect the environment.

Previously, at the COP26 Conference in 2021 held in Glasgow, Scotland (UK), Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050.

Over the past two years, the Government, ministries, branches and localities of Vietnam have taken drastic and specific actions to achieve this goal.

Among these, the adoption of the Power Plan 8 significantly increased the position and contribution of renewable energy in Vietnam's overall electricity generation. Vietnam also joined the Political Declaration on a Just Energy Transition (JETP) with a number of international partners, thereby attracting resources for the implementation of a just energy transition in Vietnam.
