On the morning of August 17, Prime Minister Pham Minh Chinh, Chairman of the Red River Delta Regional Coordination Council (Council) chaired the 4th Conference of the Council to review the priority tasks and works to implement the planning; assess difficulties, challenges, and obstacles to determine directions and solutions to overcome and effectively implement the Regional Planning with the goal of bringing the socio-economic development of the Red River Delta region to continue to develop rapidly, comprehensively, qualitatively and sustainably.
Attending the conference were: Secretary of the Hanoi Party Committee Bui Thi Minh Hoai; Ministers, leaders of central ministries and branches; leaders of 11 provinces and cities in the Red River Delta including: Hanoi, Hai Phong, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Quang Ninh, Thai Binh, Nam Dinh, Ha Nam and Ninh Binh.
Many indicators leading the country
In the first 7 months of 2024, the socio-economic situation of the Red River Delta region achieved many outstanding results, affirming its role as a driving force, orienting and leading the economic growth of the whole country. In particular, the economic growth in the first 6 months of 2024 reached 7.21%, higher than the national average.
Total state budget revenue in the first 7 months reached over 521 trillion VND, the highest in the country, accounting for 41% of the total state budget revenue in the country. Export value in the first 7 months reached over 80 billion USD, the highest in the country, accounting for 35% of the total export value of the country.
In 7 months, the Region had 29,611 newly registered enterprises and 14,319 enterprises returning to operation, up 3.39% and 6.87% respectively over the same period in 2023, ranking 2nd in the country, after the Southeast region. The Red River Delta leads the country in newly registered foreign investment capital, with 5.7 billion USD in 645 projects.
The region has submitted and approved the planning for the 2021-2030 period, with a vision to 2050, and the planning of 10/11 localities. Public investment disbursement in 7 months reached 55,757 billion VND, the highest in the country, reaching 31.08% of the plan...
Regarding the activities of the Red River Delta Coordination Council, Council members have completed 19/23 assigned tasks in 2023. For tasks in 2024, ministries and localities have basically completed 8 tasks; 5 tasks have completed the draft and are being sent to relevant agencies for comments.
To date, 17/18 ministries, branches and 10/11 localities have commented on the draft Plan to implement the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050, for implementation in the coming time. Along with that, ministries, branches and provinces and cities in the region are actively reviewing specific mechanisms and policies to synthesize and report to the Prime Minister for consideration and decision.
The region is actively accelerating the progress of important projects, regional linkages, with some projects having been completed such as: Investment project to build Ben Rung bridge connecting Thuy Nguyen district, Hai Phong city and Quang Yen town, Quang Ninh province; Investment project to build the pilot urban railway line in Hanoi city, Nhon-Hanoi Railway Station section. Other projects are being accelerated and promoted such as: Ring Road 4 - Hanoi Capital Region; Ninh Binh-Hai Phong Expressway; projects at Cat Bi International Airport...
At the Conference, leaders of ministries, branches, provinces and cities in the Red River Delta discussed and assessed the socio-economic development situation. At the same time, they pointed out some difficulties, obstacles and challenges in implementing inter-regional projects; proposed specific mechanisms, policies, resources... to continue rapid, comprehensive, quality and sustainable development.
Speaking at the Conference, reviewing the socio-economic development results of the Red River Delta, Prime Minister Pham Minh Chinh affirmed that the above results were achieved thanks to the determination, efforts and high responsibility of the leaders, people and businesses in the region.

Along with recognizing the contribution to the socio-economic development of the whole country and praising the contributions and efforts of the whole region and regional coordination activities, the Prime Minister pointed out a number of shortcomings, limitations, difficulties and challenges. That is, the quality of economic growth is not really sustainable, not commensurate with potential and strengths; science and technology are not really the driving force for development; many large enterprises have not been formed, mastering technology in areas such as artificial intelligence, chip manufacturing, semiconductors... Important regional linkage contents are still limited; social security and social welfare have made a lot of progress but have not created strong changes...
Implement the “5 Pioneers”
The Prime Minister requested that it is necessary to review the implementation of the Party's guidelines and policies, the State's laws, especially the Resolution of the 13th National Party Congress, to propose tasks and solutions for implementation in the coming time, with the motto of being flexible and effective on the basis of practice, starting from practice, respecting practice, taking practice as a measure; considering people as the center, subject and resource, and driving force of development.
The Prime Minister emphasized that the implementation of the Planning and Regional Development must meet the legitimate needs and aspirations of the people and businesses; strictly comply with and synchronously implement the planning; be consistent with the overall planning of the country, sectors, fields, regions and localities; strongly promote democracy and collective intelligence; organize the implementation of the planning scientifically, methodically, with focus and key points.
The Head of Government directs to ensure macroeconomic stability, promote economic growth, control inflation, ensure major economic balances, energy security, food security; closely combine socio-economic development with ensuring national defense, border security, sea and island areas. At the same time, maintain political stability and social order and safety; mobilize and effectively use all resources; harmoniously and effectively combine internal and external resources, central and local, state and society; promote decentralization, delegation of power, along with resource allocation and strengthen inspection, supervision and control of power.
The Prime Minister pointed out that ministries, branches and localities in the region must renew traditional growth drivers and promote new growth drivers; develop the economy in depth, towards industrialization, modernization, strong application of science and technology, startups, innovation, digital transformation, green transformation, circular economy, sharing economy; develop a synchronous and modern infrastructure system associated with a reasonable, effective, unified spatial organization, intra-regional, inter-regional, regional and international connectivity.
Regarding the viewpoint on implementing the activities of the Regional Coordination Council, the Prime Minister requested to closely follow and effectively implement Resolution No. 30 of the Politburo; specific tasks and solutions in the Government's Action Program; tasks and projects in the Regional Coordination Plan for 2024; organize and implement effectively, practically, without formality or administration; "tell the truth, do the truth, be truly effective"; ensure the progress of implementing assigned tasks, not to delay or prolong; in case of failure to complete on time, it is necessary to report to the competent authority the reasons for failure to complete and the reasons for extending the implementation time.
The Prime Minister pointed out that it is necessary to innovate the coordination mindset, pay more attention to the role of linkage and connection of the Red River Delta region with neighboring regions in the spirit of "resources originating from thinking, motivation originating from innovation, strength originating from the people," "open policies, smooth infrastructure, smart governance." In that spirit, proactively research and propose specific institutions, mechanisms, and policies to promote linkage, regional development, and promote the region's distinct potentials, outstanding opportunities, and competitive advantages.

The Prime Minister suggested that the Red River Delta implement “5 pioneers”: Pioneering in innovation, applying science and technology and achievements of the 4th industrial revolution, developing digital economy, green economy, circular economy, sharing economy, knowledge economy, and night-time economy. At the same time, pioneering in administrative reform, decentralization along with resource allocation, improving enforcement capacity and strengthening inspection and supervision.
At the same time, pioneering in taking people and businesses as the center of service, cutting down on cumbersome and complicated administrative procedures that affect and increase compliance costs for people and businesses; promoting the implementation of Project 06 under the direction of the Government. Pioneering in mobilizing all social resources, especially through public-private partnership for rapid and sustainable development. Pioneering in implementing social security policies, ensuring fairness, social progress, environmental protection, not sacrificing progress, fairness, social security and the environment to pursue pure growth, leaving no one behind.
Development in the direction of 1 dynamic region, 2 sub-regions, 5 corridors
Regarding key tasks and solutions, the Prime Minister requested ministries, agencies and localities to review the goals and tasks set out in the Resolution of the 13th National Congress, Resolutions of Party Congresses at all levels, resolutions and conclusions of the Central Committee, the National Assembly and the Government, identify the goals that will be achieved, not achieved and difficult to achieve in order to have appropriate solutions, assign tasks clearly to people, tasks, time, responsibilities, products and results.
Along with that, urgently develop a Plan to implement regional planning in the spirit of "open policies, smooth infrastructure and smart governance." Focus on developing in the direction of 1 national dynamic region (including Hanoi and areas along National Highway 5 and National Highway 18 through the provinces of Bac Ninh, Hung Yen, Hai Duong, Hai Phong city and Quang Ninh province); 2 sub-regions (North of the Red River and South of the Red River), 4 growth poles (including the capital Hanoi, Bac Ninh, Quang Ninh, Hai Phong); 5 domestic economic corridors and international connections (including the Economic Corridors: Bac Ninh-Hanoi-Ha Nam-Ninh Binh; Lao Cai-Hanoi-Hai Phong-Quang Ninh; Hanoi-Thai Nguyen-Bac Kan-Cao Bang; coastal Quang Ninh-Hai Phong-Thai Binh-Nam Dinh-Ninh Binh; Dien Bien-Son La-Hoa Binh-Hanoi) with all forms of traffic connections that are the most developed in the country.
The Prime Minister noted that the Red River Delta needs to focus on restructuring economic sectors, renewing the growth model towards modernization, prioritizing industries and fields with strengths. In particular, developing high-tech industries, focusing on processing and manufacturing; prioritizing mechatronics, semiconductors, digital technology products, artificial intelligence, and new materials. The region develops into a modern service center according to international standards and diversifies service types; promotes the development of cultural industries, science and technology services and innovation, education, training, healthcare, etc.; develops an effective, sustainable, and ecological agricultural economy towards high-tech, organic, and circular agriculture associated with new rural construction.
“We must prioritize investment in key, driving projects that have a direct impact on socio-economic development, have great spillover effects, and have international and inter-regional connectivity; develop power supply sources and grids, new energy sources, renewable energy, and irrigation infrastructure,” the Prime Minister emphasized.
The Prime Minister requested ministries, branches and localities assigned to preside over the urgent completion of procedures to accelerate the implementation of regional and inter-regional projects such as the urban railway line No. 2 project, Nam Thang Long-Tran Hung Dao section; the component project of the Ninh Binh-Hai Phong expressway; the project at Cat Bi International Airport; propose mechanisms and policies, including specific mechanisms and policies, to report to the Prime Minister for consideration and decision.
The Prime Minister pointed out that it is necessary to focus on training and developing human resources, attracting talents, promoting innovation, creativity, research, and application of science and technology; strongly promoting startup and innovation centers; forming a startup and innovation ecosystem. At the same time, improve the efficiency of resource management and environmental protection, conserve biodiversity, natural ecosystems; and respond to climate change.
Along with that, it is necessary to focus on developing culture, society, people, preserving and promoting national cultural identity, improving the quality of life and a healthy living environment for people; developing tourism, localities, and related ministries and branches urgently complete the nomination dossier for "Yen Tu-Vinh Nghiem-Con Son, Kiep Bac" as a world heritage.
Requiring the acceleration of administrative procedure reform, improvement of the investment and business environment; stepping up investment promotion, and well-prepared key and important projects to effectively attract investors, especially strategic investors, the Prime Minister pointed out that regional coordination activities focus on effectively implementing specific mechanisms and policies in Resolution No. 106/2023/QH15 of the National Assembly and other mechanisms and policies.

Along with that, it is necessary to promote investment, attract FDI, especially technology investors; promote PPP investment, especially in developing regional and inter-regional transport infrastructure projects; promote activities to synchronously develop socio-economic infrastructure systems, prioritizing transport; promote linkages between urban chains, supply chains, logistics, high-quality services; promote heritage areas with the model of "one route, many destinations"; promote digital transformation, and share databases.
The Prime Minister requested ministries, branches and localities to continue to study and select important regional and regional projects according to the Politburo's Resolutions and planning, prioritizing capital sources for allocation in the 2026-2030 medium-term plan. In particular, appropriate capital sources for investment preparation should be allocated in the 2026-2030 medium-term public investment plan, shortening the time to complete investment procedures and speeding up the progress of project implementation. At the same time, continue to study and propose key tasks to be included in the Regional Council's working program for discussion and agreement on implementation in the coming time, including paying attention to reviewing mechanisms and policies on laws, resource mobilization, investment attraction, environmental treatment, and regional project implementation.
Noting the spirit of attack and breakthrough in implementing tasks, especially with unachieved tasks, the Prime Minister directed localities to pay special attention to promoting public investment, contributing opinions to a draft law amending many laws in the fields of finance, planning and investment; localities must implement the set goals of developing social housing and housing for workers./.
