That was the conclusion of the Prime Minister at the conference of the Government Standing Committee working with large enterprises on solutions to contribute to the country's socio-economic development on September 21.

Enterprises promote six pioneers

The Head of Government suggested that businesses promote six pioneers: including pioneering in promoting and applying science and technology, innovation, focusing on traditional growth drivers and new growth drivers, and responding to climate change.

Second, pioneer in participating in global value chains, production chains, and supply chains, contributing to building corporate and national brands.

Third, pioneer in creating jobs and livelihoods for people, ensuring social security, leaving no one behind.

Fourth, pioneering in infrastructure development, especially digital infrastructure, transport infrastructure, cultural infrastructure, climate change response, and green transformation.

Fifth, pioneer in contributing to training high-quality human resources, reforming administrative procedures and enhancing smart management capacity, improving the investment and business environment.

Sixth, pioneer in solidarity, unity, mutual support, working together, enjoying together, winning together, developing businesses and developing the country together.

The Prime Minister stated that the Government thanks businesses for their proposals on implementing tasks such as building the North-South high-speed railway, urban railway, steel production, building highways, power plants, airports, ports, national exhibition centers, social housing, child nutrition care and improving people's physical health, etc.

Expressing sympathy for the community's difficulties, the Prime Minister affirmed: The Government is committed to always accompanying and protecting the legitimate rights and interests of businesses in any circumstances.

Do not criminalize economic relations; research and abolish sub-licenses, eliminate the environment that creates harassment, inconvenience, and increases compliance costs for businesses. Always listen, share difficulties and obstacles and work together to resolve them.

Especially in building and perfecting institutions so that businesses can operate smoothly according to the law, feel secure in production and business, and contribute to the overall development of the country.

Listen and resolve difficulties

The Prime Minister requested that Deputy Prime Ministers, Ministers, and heads of sectors, if they receive feedback on businesses' difficulties, directly listen and resolve them thoroughly according to their functions and authority. If they exceed their authority, they should report to the Prime Minister.

"Resolving difficulties for businesses is contributing to solving difficulties for the country's economy. Business development means the country develops. The spirit is to resolve any problems, no pushing, no avoiding, no causing trouble or harassment," the Prime Minister emphasized.

Regarding the recommendations, the Prime Minister assigned ministries and branches to listen, absorb and resolve with both short-term and long-term solutions in the spirit of saying what is done, committing to it, "harmonizing benefits, sharing risks", harmonizing interests between people, businesses and the State.

He requested ministries and branches to handle work with high determination, great efforts, and drastic actions to work with businesses to resolve difficulties and problems, and organize implementation with clear people, clear work, clear time, clear responsibilities, clear products, and clear results.

The spirit is "what is said must be done, what is committed must be done, what is done must have specific products and results, measurable". Ministries and sectors organize more specialized conferences of their sectors with businesses such as issues related to land and environment, finance, tax, investment, etc.

Businesses are willing to sponsor teachers in remote areas to popularize English.

As a company that owns 6 brands in the Top 100 most valuable and strongest brands in Vietnam, Mr. Pham Nhat Vuong, Chairman of VinGroup, said that this conference is an "action to spread the fire" so that the business community like VinGroup has more motivation and energy to strive for further economic development.

Accordingly, the Chairman of VinGroup proposed that the Government promote English training and popularization not only in public schools but also for the entire population, towards a global citizen society. VinGroup and businesses will be willing to participate in sponsoring teachers to strengthen their work in remote areas. If we promote English training from remote areas to urban areas, it is like we create a better "fishing rod" for children in difficult areas, contributing to the development of these areas in the future.

Next, the Government needs to promote or expand the quota for investment in training students in the technology, computer science, AI, big data, etc. Vingroup also proposed a mechanism to designate investors to shorten the time to complete procedures, because the biggest limitation currently for social housing is related to the content of 10% profit. Support small and medium enterprises so that they have the initial conditions to participate in the supporting industry chain. According to him, if this is promoted, Vietnam will have a very strong supporting industry.

Mr. Tran Ba Duong, Chairman of the Board of Directors of Truong Hai Group Joint Stock Company, proposed that the Government pay attention to supporting and mechanical industries, creating opportunities for the development of basic industries in Vietnam. With agriculture, especially in areas such as the Central Highlands, it is possible to convert to the form of both forestry and livestock farming, and even some agricultural conversions to have complexes that both grow crops and raise livestock to create a circular economy.

Mr. Le Van Kiem, Chairman of the Board of Directors of KN Group, expects that with the support of the Government, there will be more and more high-tech products with the Make in Vietnam brand reaching the international level. Accordingly, the Government needs to facilitate new-generation industrial development projects, simplify administrative procedures, especially in the fields of planning, investment and land, promote the development of renewable energy, etc.
