Over the past time, Lai Chau province has always properly implemented the policies of the Party and State, paid attention to investment, and made efforts to do a good job in caring for, educating and protecting children.
The province has fully and promptly supported the policy of tuition exemption and reduction, and support for study costs for 142,000/151,000 students in the province (according to Decree No. 81 of the Government); in addition, the province has arranged resources to support funding for organizing centralized cooking for over 58,000 children and many other policies, especially for students in ethnic minority areas in communes in areas with special socio-economic difficulties.

In addition, the Prime Minister pointed out the existing problems, difficulties and challenges such as there are still children facing difficulties, at risk of being abused both physically and mentally. A part of the children lack nutrition and lack the proper care of adults.
The situation of children having accidents, injuries, drowning, depression... still occurs. The work of educating students in ethics, lifestyle, and life skills is not proactive and timely. In some places, especially in difficult areas, educational facilities are still lacking and not guaranteed...
To solve these problems, so that children are effectively protected, cared for and educated, the Prime Minister requested that all levels, sectors, localities and schools focus on reviewing, researching, amending, supplementing and perfecting policies and laws to ensure the implementation of children's rights.
Provide more comprehensive support for children in difficult circumstances, orphans or those affected by natural disasters and epidemics. Increase attention and care for children's health, both nutritionally and mentally. Strengthen communication on the implementation of children's rights.
At the same time, pay attention to educating knowledge and skills of parenting; promote the role and legal responsibility of parents and families in caring for, educating and protecting children. Strengthen and implement more effectively the work of preventing and combating child abuse, especially preventing and combating violence, preventing and combating accidents and injuries, especially child drowning.
Mobilize resources to invest in facilities, teaching equipment and auxiliary works for schools, especially boarding and semi-boarding schools (construction of subject classrooms, functional rooms; boarding and semi-boarding rooms; equipment for extracurricular activities; kitchens; bathrooms, toilets, etc.), especially in remote areas and ethnic minority areas.
