Prime Minister visits and presents gifts to disadvantaged children in Lai Chau

Also attending were Lai Chau Provincial Party Secretary Giang Pao My, Minister and Chairman of the Ethnic Committee Hau A Lenh, Vice President of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha, Deputy Minister of National Defense Le Huy Vinh, leaders of central and local ministries and branches of Lai Chau province, teachers and students of Pa Tan Primary Boarding School for Ethnic Minorities.

Over the years, the work of caring for, educating and protecting children has always received attention from the Party, the State and the whole society, and is considered one of the top priority policies to ensure social security, for the goal of stable and long-term development of the country.

Many policies, guidelines, laws on child protection, care and education have been issued, specified and effectively implemented.

The Government and the Prime Minister have issued and implemented many programs and projects on child protection, care and education. All levels, sectors and localities have actively implemented them with the participation of social organizations, unions, people and philanthropists.

Prime Minister Pham Minh Chinh visited and presented gifts to children in special and difficult circumstances in Lai Chau province.

The work of protecting, caring for and educating children has achieved many remarkable achievements. 100% of children under 6 years old are granted free health insurance cards; the rate of malnourished children under 5 years old has decreased sharply and remained stable over the years; basic vaccination for children is guaranteed. Children's education has achieved important results; the rate of children attending school at the right age at all levels has continuously increased.

Children's cultural, spiritual, recreational and social life is increasingly rich and diverse. Prevention of violence and child abuse is enhanced.

Children in special circumstances, ethnic minority areas, mountainous areas, and disadvantaged areas are supported in many aspects, especially in accessing health services, education, clean water, and social welfare services.

Children's right to participate continues to receive attention and focus; their voices and aspirations are listened to and responded to.

Over the past time, Lai Chau province has always properly implemented the policies of the Party and State, paid attention to investment, and made efforts to do a good job in caring for, educating and protecting children.

The province has fully and promptly supported the policy of tuition exemption and reduction, and support for study costs for 142,000/151,000 students in the province (according to Decree No. 81 of the Government); in addition, the province has arranged resources to support funding for organizing centralized cooking for over 58,000 children and many other policies, especially for students in ethnic minority areas in communes in areas with special socio-economic difficulties.

At Pa Tan Primary Boarding School, most of the students are ethnic minorities (87.3%) with 40% of them being boarding students. The quality of education at the school is constantly improving; the students are cared for and nurtured in a basic way, which is a very good condition for comprehensive development.

Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his joy and emotion to attend the program of giving gifts and scholarships to children in special and difficult circumstances in Lai Chau province - a very meaningful activity, contributing to caring, educating, protecting and creating better conditions for children to develop, especially children in remote areas and ethnic minority areas.

On behalf of the Party and State leaders and with personal feelings, the Prime Minister sends his warmest regards, best wishes and regards to teachers, youth and children.

The Prime Minister commended and appreciated the efforts of ministries, branches, and localities, especially the Ministry of Education and Training and Lai Chau province, in their efforts to protect, care for, and educate children in general and in Lai Chau in particular.

Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, on behalf of the Central Military Commission of the Ministry of National Defense, presented gifts to teachers of Pa Tan Primary and Boarding School for Ethnic Minorities, Lai Chau.

On this occasion, the Prime Minister expressed his appreciation and gratitude for the contributions of domestic and foreign organizations and individuals who have supported and helped children, especially children in difficult circumstances.

The Prime Minister emphasized that children are the happiness of the family, a major concern of society and the future of the country. Caring for, educating and protecting children is a particularly important task of the entire political system, and the responsibility of Party committees at all levels, authorities, organizations, unions and all people.

During his lifetime, beloved President Ho Chi Minh always paid special attention and had deep love for children; he considered protecting, caring for and educating children as nurturing the "green buds of the future" for the country. He advised: "Children are the future masters of the country.

Therefore, taking good care of and educating children is the task of the entire Party and the entire people. This work must be done persistently and steadfastly..."; "We sacrifice and strive, all with the aim of building a happy life for our children".

The Prime Minister emphasized that if each person shares, each agency and business contributes, and the whole community joins hands, together we will create an important resource and motivation for children to enjoy their legitimate rights, be protected, be cared for, go to school, and develop comprehensively.

In addition, the Prime Minister pointed out the existing problems, difficulties and challenges such as there are still children facing difficulties, at risk of being abused both physically and mentally. A part of the children lack nutrition and lack the proper care of adults.

The situation of children having accidents, injuries, drowning, depression... still occurs. The work of educating students in ethics, lifestyle, and life skills is not proactive and timely. In some places, especially in difficult areas, educational facilities are still lacking and not guaranteed...

To solve these problems, so that children are effectively protected, cared for and educated, the Prime Minister requested that all levels, sectors, localities and schools focus on reviewing, researching, amending, supplementing and perfecting policies and laws to ensure the implementation of children's rights.

Provide more comprehensive support for children in difficult circumstances, orphans or those affected by natural disasters and epidemics. Increase attention and care for children's health, both nutritionally and mentally. Strengthen communication on the implementation of children's rights.

At the same time, pay attention to educating knowledge and skills of parenting; promote the role and legal responsibility of parents and families in caring for, educating and protecting children. Strengthen and implement more effectively the work of preventing and combating child abuse, especially preventing and combating violence, preventing and combating accidents and injuries, especially child drowning.

Mobilize resources to invest in facilities, teaching equipment and auxiliary works for schools, especially boarding and semi-boarding schools (construction of subject classrooms, functional rooms; boarding and semi-boarding rooms; equipment for extracurricular activities; kitchens; bathrooms, toilets, etc.), especially in remote areas and ethnic minority areas.

The Prime Minister suggested that each of us - both adults and children - join hands to take stronger, more decisive, and more effective actions for all children in Vietnam, so that children can have a proper childhood and no child is left behind.

The Prime Minister was moved to share: "My beloved youth, teenagers, and children of Pa Tan Primary Boarding School! You may have been born and raised in less than ideal circumstances like your peers; but no difficulty can prevent you from nurturing your dreams, ambitions, and building plans for your lives.
