The above content was mentioned by Prime Minister Pham Minh Chinh when speaking at the online conference summarizing the work in 2024 and deploying key tasks in 2025 of the Culture, Sports and Tourism sector on the morning of December 18.
Emphasizing that 2025 is a year of special importance, the Prime Minister said that efforts must be made to achieve results higher than the set target, especially GDP growth of about 8%. All ministries, branches and localities must follow this spirit, including the Culture, Sports and Tourism sector.
" The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, and the Fatherland has expected, so we only need to discuss action, not retreat ," the Prime Minister emphasized.

One of the key tasks and solutions of the Culture, Sports and Tourism sector in the coming time mentioned by the Prime Minister is to build advanced examples, replicate good models and good practices, create movements and development trends...
" Why don't we summarize and replicate the success of those two concerts? Why have women's football and women's volleyball achieved such success? Why does tourism have such attractive destinations? ", the Prime Minister questioned. The two concerts mentioned by the Prime Minister, "Brother Overcoming a Thousand Obstacles" and "Brother Says Hi," were also mentioned by many delegates earlier at the conference.
In addition, the head of the Government requested to create institutional breakthroughs in the direction of resolutely abandoning the mindset of "if you can't manage it, then ban it", resolutely eliminating the "ask - give" mechanism; promoting decentralization, delegation of power, cutting and simplifying administrative procedures associated with digital transformation...
The Prime Minister noted that training high-quality human resources for the sector is crucial, along with specific mechanisms and policies suitable for arts and sports, policies to retain talent, motivate gifted and passionate individuals, encourage those who dare to think, dare to act, dare to innovate, and address those who evade or fear responsibility.
Along with that is mobilizing resources for development through appropriate mechanisms and policies, especially public-private partnership, taking the lead from State capital, activating all social resources of people and businesses.
According to the Prime Minister, in addition to existing resources such as finance, land, and human resources, institutions, mechanisms, and policies are also measures to mobilize resources. Therefore, it is necessary to actively think about and propose policies to promote the diverse forms of public-private partnerships, and there is still great potential to exploit cultural institutions, especially stadiums like My Dinh...
" We have a national target program for cultural development, but relying solely on state resources makes development very difficult. Developing the Culture, Sports and Tourism sector, the cultural industry, and the entertainment industry requires mobilizing public-private partnerships, social resources, and business resources ," the Prime Minister said.
Also, as requested by the Prime Minister, it is necessary to create opportunities and mechanisms for Vietnamese people to enjoy the achievements of culture, sports, and tourism.
The Prime Minister instructed the sector to accelerate and make breakthroughs with innovative thinking, strategic vision, foresight, deep thinking, and ambitious plans, leveraging intelligence and courage, valuing time, and being decisive and resolute in order to effectively implement the set goals, tasks, and solutions, aiming for results in 2025 that are higher than in 2024.
The Prime Minister noted that cultural development is an intrinsic strength and the soul of the nation; developing the sports sector is crucial for improving the physical fitness and health of the people. This includes developing mass sports and physical education broadly, but focusing on high-performance sports in depth; and developing tourism as a breakthrough sector, closely linked to culture and sports.
Recalling President Ho Chi Minh's affirmation that "Culture illuminates the path for the nation," the Prime Minister emphasized that the culture of the Vietnamese people - with its history spanning thousands of years - is the enduring strength of the nation; developing physical education and sports is an objective requirement, a mandatory demand, contributing to the formation of a healthy nation; and tourism is a key economic sector.
Therefore, according to the Prime Minister, the Culture, Sports and Tourism sector plays an extremely important role, with profound and far-reaching impacts on the entire population, comprehensively and globally, being both urgent and strategic in the long term for socio-economic development, national construction and defense, contributing to creating a solid foundation for the country to enter a new era, an era of national progress, building a strong and prosperous Vietnam.
