On the afternoon of December 17, Prime Minister Pham Minh Chinh chaired the 4th meeting of the Government Steering Committee on summarizing the implementation of Resolution No. 18.
Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long and leaders of ministries and branches who are members of the Steering Committee.
Overview of the meeting.
At the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that, up to now, the Ministry of Home Affairs has completed the entire summary report of Resolution 18; the Project on merging, consolidating, transferring functions, tasks, organizational structure and related documents, along with the project on ending the activities of the Party Executive Committee, establishing the Government Party Committee, Party Committees of ministries, ministerial-level agencies, and agencies under the Government.
After streamlining the focal points and adjusting the functions and state management tasks of ministries and ministerial-level agencies, the current overlapping problems have basically been overcome.
After the reorganization and merger, the number of focal points will be reduced by 35-40%, and the remaining organizations will be internally reorganized and reduced by at least 15%. Basically, the general departments and equivalent organizations will be eliminated, initially it is expected to reduce 500 departments under ministries and general departments.
According to the Minister of Home Affairs, the most important thing is that after the reorganization, there must be a policy for cadres, civil servants, public employees, and related workers to stabilize their lives. The Ministry has currently completed the draft Decree on the regime and policies for cadres, civil servants, public employees, and contract workers in the reorganization of the political system.

This draft decree sets out very important views and principles.
The spirit of the policy is humane, fair, ensuring a reasonable correlation between subjects, aiming to stabilize life, ensure rights and interests for cadres, civil servants, public employees, and workers so that "no one is left behind in the process of rearranging and streamlining the organizational apparatus"; focusing on special and outstanding priorities to encourage subjects to retire immediately and retire within 12 months from the time the agency, organization, or unit implements the rearrangement according to the decision of the competent authority.
Policy development is associated with the responsibility of heads of agencies and units in evaluating, screening, and selecting civil servants and public employees to retire, linking staff streamlining with restructuring and improving the quality of the staff, civil servants and public employees; requiring determination to maintain and retain good cadres and public employees with capacity and qualities equal to the task, and not allowing "brain drain".
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that the arrangement, consolidation and organization of the apparatus must be streamlined, operate effectively and efficiently, and be associated with restructuring and improving the quality of the staff, civil servants and public employees.
In the process of streamlining the apparatus, it is necessary to build and design consistent policies, inheriting previous policies, and designing policies that are higher than Decree No. 29 of the Government, avoiding future lawsuits and retroactive actions, and ensuring fairness, rights, and legality of workers, in accordance with the general situation.

In particular, for contract workers, the Prime Minister requested that there must be appropriate policies to ensure that contract workers are not disadvantaged.
At the same time, the Government leader affirmed the State's consistent viewpoint of not sacrificing social progress and equality to pursue mere growth, and leaving no one behind. Along with that, strengthening propaganda work to create social consensus so that people can easily understand, remember, and implement, demonstrating the good regime of our country.
" We must build a regime and policy that is suitable to the conditions and circumstances of the country's economy. Second, it must be suitable to the general context, balanced with people working in the State sector and the non-State sector, ensuring policies to encourage people with capacity, health, and qualifications to work in the State sector, as well as attracting people working in the non-State sector to the State.
Third, how to make the entry and exit of civil servants and public employees normal and convenient, whether working outside or in the government, procedures need to be simple and flexible, because at one time people may find working in the government good for them, at another time they may find working outside the government better and vice versa, the general spirit is to create the most favorable conditions possible for workers, " the Prime Minister emphasized.

Also at the meeting, Prime Minister Pham Minh Chinh and members of the steering committee discussed the merger of ministries and the transfer of functions, tasks and state management agencies for a number of state-owned corporations and enterprises.
