On the afternoon of November 30, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW, chaired the first meeting on restructuring and streamlining the apparatus.
After listening to reports and opinions of members, Prime Minister Pham Minh Chinh emphasized some views on the plan to arrange and streamline the Government apparatus.

Accordingly, the arrangement and streamlining of the apparatus must ensure compliance with the Constitution, Political Platform, Party Charter, resolutions of the Central Committee, and direction of the Politburo in the process of summarizing the implementation of Resolution 18.

The Prime Minister also requested that the orientation to reorganize and streamline the Government's apparatus must clearly define the functions, tasks, and powers of each agency. Inheriting achievements, continuing to innovate the Government in sync with innovation of the National Assembly and the judiciary.
The viewpoint is to build a democratic, professional, modern, clean, strong Government, ensuring public, transparent, creative, smooth, effective and efficient operations. Fully promote the position, role, functions, tasks and powers of the Government as the highest state administrative body, exercising executive power, and being the executive body of the National Assembly.
The Head of Government assessed that the restructuring and streamlining of the Government apparatus this time has a wide scope of impact and is a complex and sensitive matter.
Therefore, the Prime Minister stated that the implementation process requires clear thinking, high determination, and drastic action, with each task completed within a specific time limit. At the same time, there must be high solidarity and unity, putting national and ethnic interests first and foremost.

At the meeting, the Prime Minister assigned many specific tasks to relevant ministries and branches and Deputy Prime Ministers to direct according to their areas of responsibility.
The Ministry of Home Affairs continues to complete the Implementation Plan; there is a general outline to guide the summary. Ministries and branches establish steering committees and working groups to implement the direction of all levels and review legal documents related to functions, tasks and powers.
The Prime Minister also requested to carefully study and evaluate the policy impact on affected subjects, and at the same time, there needs to be careful preparation in personnel work, staff arrangement and appropriate policies to ensure synchronous and effective implementation of the plan, without affecting political tasks.
