Organize the apparatus, promote personal responsibility

Faced with difficult, heavy tasks, short time, high requirements, complicated and sensitive work, the Prime Minister requested ministers and heads of sectors to promote a sense of responsibility, together with Party committees and agencies under ministries and sectors to disseminate and organize implementation well, ensuring science with a suitable and effective roadmap and steps. The streamlining of the apparatus this time needs to be associated with promoting the personal responsibility of each member of the Government, ministers, heads of sectors, and individual leaders of agencies; associated with streamlining the payroll and restructuring. From there, improve the quality of the staff, civil servants and public employees, select the right and appropriate staff, promote the personal responsibility of each person with the assigned tasks, improve the effectiveness and efficiency of operations, put the common interests first and foremost. Regarding time, method and approach, the Prime Minister requested to thoroughly grasp the direction of the Central Steering Committee and the Steering Committee of the Government. Ministers spend time, focus on leading and directing this work well. The Prime Minister also noted the need to both reorganize the Party organization and the system of state management agencies, working simultaneously according to the direction of the Central Committee and the Government Steering Committee. The process of reorganizing and streamlining the apparatus must both complete political tasks and summarize the year 2024. Therefore, it is necessary to assign specific tasks to leaders of ministries and branches in the spirit of maximizing functions, tasks, powers and personal responsibilities. The Prime Minister requested that based on the direction of the Central Steering Committee and the Government Steering Committee, the Ministry of Home Affairs make a specific plan with clear dates and times for ministries and branches to implement. Ministries and branches coordinate with the Ministry of Home Affairs to resolve arising issues and immediately report issues beyond their authority. Deputy Prime Ministers in their assigned fields proactively work with ministries and branches to deploy and inspect work regularly. The Government Steering Committee meets weekly to deploy work, grasp the situation and handle difficulties.
