On the evening of October 12, Premier of the State Council of the People's Republic of China Li Qiang arrived in Hanoi, beginning an official visit to Vietnam from October 12-14 at the invitation of Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh.

Welcoming the delegation at Noi Bai International Airport were: Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu.

Premier of the State Council of the People's Republic of China Li Qiang was born in July 1959; hometown: Rui'an, Zhejiang (China); ethnicity: Han; joined the Communist Party of China in April 1983; education: Master of Business Administration. Currently, Mr. Li Qiang is a member of the Politburo Standing Committee and Premier of the State Council.
Mr. Ly Cuong is a member of the Party Central Committee of the 18th, 19th and 20th terms; a member of the Politburo of the 19th term, and a member of the Standing Committee of the Politburo of the 20th term.
During the period from 1976 to 2016, he studied, worked and held many positions in Zhejiang Province, such as Deputy Director of the Zhejiang Civil Affairs Department; Standing Member of the Jinhua City Party Committee; Secretary of the City Party Committee, Chairman of the Standing Committee of Yongkang City, Zhejiang (1996 - 1998); Deputy Chief of Office, Member of the Party Committee of the Zhejiang Government (1998 - 2002); Director, Secretary of the Party Committee of the Zhejiang Industry and Commerce Administration Bureau (2000 - 2002); Secretary of the City Party Committee, Chairman of the Standing Committee of the Wenzhou City People's Congress, Zhejiang (2002 - 2004); General Secretary, Standing Member of the Zhejiang Provincial Party Committee (2004 - 2011); Deputy Secretary, Governor of Zhejiang Province (2011 - 2016).
From 2016 to 2017, he was Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the National People's Congress of Jiangsu Province; from 2017 to 2022, he was Secretary of the Shanghai Municipal Party Committee. From October 2022 to present, he has been a member of the Politburo Standing Committee. From March 2023, he has served as a member of the Politburo Standing Committee and Prime Minister of China.

According to Vietnamese Ambassador to China Pham Sao Mai, Prime Minister Li Qiang's visit is the first visit to Vietnam in 11 years by a Chinese Premier, and also the first visit to Vietnam by Li Qiang as Premier, demonstrating the importance of the Chinese Party and State and Prime Minister Li Qiang personally to the Vietnam-China relationship.
The visit takes place at a very special time for Vietnam - China relations, right when the two sides are looking forward to celebrating the 75th anniversary of the establishment of diplomatic relations (January 18, 1950 - January 18, 2025), as well as right after important visits by senior leaders of the two Parties and countries such as the State visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023), the State visit to China by General Secretary and President To Lam (August 2024) and the working trip to attend WEF Dalian and work in China by Prime Minister Pham Minh Chinh (June 2024).
The visit is a continuation of the tradition of high-level exchanges between the two Parties and two countries, and is of great significance in further strengthening the Comprehensive Strategic Cooperative Partnership, promoting the building of a Vietnam-China Community of Shared Future with strategic significance in the direction of “6 more”.
During the visit, Prime Minister Li Qiang is expected to have important talks and meetings with General Secretary and President To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man. The two sides' senior leaders will discuss in depth measures to continue effectively implementing the common perceptions reached between the top leaders of the two Parties and two countries, further consolidating political trust; in which, the two Prime Ministers will focus on discussing specific measures, actively promoting the expansion and improvement of the effectiveness and quality of cooperation areas, deepening substantive cooperation, achieving many practical results, bringing benefits to the people of the two countries.
