Prime Minister criticizes 30 ministries and localities for not reporting on removing long-standing backlog projects

The Prime Minister criticized and requested ministries and 30 localities that have not yet submitted review reports clearly defining individual responsibilities to report to the Prime Minister before February 17.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13 on February 8, requesting ministries, branches and localities to urgently review and fully report on investment projects with difficulties, obstacles and long-term backlogs in order to promptly resolve and immediately implement the projects.

Many localities do not send reports on time.

The dispatch stated that the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs, urgently finding solutions to immediately implement the projects, not allowing them to be wasted for a long time.

At the same time, a Steering Committee for reviewing and removing difficulties and obstacles related to projects, headed by Deputy Prime Minister Nguyen Hoa Binh, has been established. The Ministry of Planning and Investment has sent a document requesting ministries, branches and localities to submit reports on reviewing and removing difficulties and obstacles before January 20.

However, as of February 7, only 33 localities had submitted reports, including Bac Giang, Cao Bang, Dien Bien, Ha Giang, Ha Nam, Hai Phong, Hung Yen, Lai Chau, Lang Son, Nam Dinh, Ninh Binh, Phu Tho, Son La, Thai Binh, Thai Nguyen, Yen Bai; Thanh Hoa, Nghe An, Quang Tri, Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Dak Nong, Ninh Thuan; Ho Chi Minh City, Binh Duong, Ca Mau, Dong Nai, Hau Giang, Tra Vinh.

Along with that, 9 ministries and central agencies including the Ministry of National Defense, Ministry of Agriculture and Rural Development, Ministry of Construction, State Bank, Vietnam General Confederation of Labor, Vietnam Academy of Science and Technology, Ethnic Committee, Vietnam Television, Vietnam Academy of Social Sciences sent reports to the Ministry of Planning and Investment.

While praising the above ministries and localities, the Prime Minister also criticized and requested the ministries and 30 localities that have not yet submitted a review report clearly identifying individual responsibilities to the Prime Minister before February 17; report the results of the review of state-owned corporations and groups before February 15, the Ministry of Finance will synthesize and report to the Prime Minister.

Review responsibility

To promptly resolve difficulties and obstacles for projects nationwide, avoiding administrative review and wasting resources, the Prime Minister requested ministers and chairmen of provincial and municipal People's Committees to urgently review and summarize all projects with difficulties and obstacles that have been pending for a long time, send them to the Prime Minister and the Ministry of Planning and Investment no later than February 15, and be responsible to the Government and the Prime Minister for the completeness and accuracy of the information, content, and data reported and proposed.

After February 15, if ministries, agencies and localities have not yet sent reports on reviewing and removing difficulties and obstacles related to projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.

The Prime Minister assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to perform assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.
