On the afternoon of April 28, in Ninh Thuan province, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector (Steering Committee), attended the inauguration ceremony of the Cam Lam-Vinh Hao Expressway Project and the opening of the Dien Chau-Bai Vot Expressway Project (section from Dien Chau to National Highway 46B).

These are 2 of 3 component expressway projects invested under the public-private partnership (PPP) method in the entire North-South expressway system.
The event was held online at Ninh Thuan province and Nghe An province, celebrating the 49th anniversary of the complete liberation of the South and national reunification (April 30, 1975 - April 30, 2024), the 70th anniversary of the historic Dien Bien Phu victory (May 7, 1954 - May 7, 2024), the 134th anniversary of Uncle Ho's birthday (May 19, 1890 - May 19, 2024), and International Labor Day, May 1.
Also attending were: Deputy Prime Minister Tran Hong Ha; Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Nguyen Van Thang; Minister of Natural Resources and Environment Dang Quoc Khanh; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; Secretary of the Ninh Thuan Provincial Party Committee Nguyen Duc Thanh; Secretary of the Khanh Hoa Provincial Party Committee Nguyen Hai Ninh; Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy; Deputy Minister of National Defense Vo Minh Luong; representatives of leaders of ministries, central agencies, and leaders of provinces and cities in the project area.
The Cam Lam-Vinh Hao expressway is nearly 78.5km long, passing through the three provinces of Khanh Hoa, Ninh Thuan, and Binh Thuan, with a total investment of VND8,925 billion invested by a consortium of Deo Ca Group, Deo Ca Construction Company, and Construction Investment Company 194.
The Cam Lam-Vinh Hao Expressway was started in September 2021. When put into operation, it will shorten the travel time from Ho Chi Minh City to Nha Trang (Khanh Hoa) to about 5 hours by car, instead of 8 hours if traveling by National Highway 1 as before.
The 50.5km Dien Chau-Bai Vot expressway connecting Nghe An and Ha Tinh provinces is invested by a joint venture of Hoa Hiep Limited Liability Company, CIENCO4 Group Joint Stock Company, Nui Hong Investment Limited Liability Company, Truong Son Construction Corporation, and VINA2 Investment and Construction Joint Stock Company with a total capital of more than VND 11,000 billion.
The project started construction in May 2021. When put into use, it will shorten the travel time from Hanoi to Vinh city, Nghe An province to just over 3 hours by car.
During the construction process, the projects encountered many difficulties and obstacles such as the COVID-19 pandemic, site clearance, fluctuations in raw material prices, capital difficulties... which greatly affected the implementation progress.
The Government, the Prime Minister, and the Steering Committee have focused on directing resolutely, synchronously, and comprehensively with the spirit: "Wherever there are difficulties, we will resolve them - Where there are difficulties, we will resolve them - At which level, we will resolve the problems"; "Do not say no, do not say difficult, do not say yes but do not do"; "Only discuss doing, do not discuss retreating."
The Government has promptly issued Resolutions, the Prime Minister has focused on directing solutions to resolve material shortages for projects; resolutely directed ministries and branches to implement many solutions to soon stabilize construction material prices, ensure the supply of gasoline...
Government leaders directly inspected the site and worked with ministries, branches and localities to remove difficulties and obstacles affecting the progress and effectiveness of project construction.
With the two sections Dien Chau-Bai Vot and Cam Lam-Vinh Hao with a total length of 129km put into operation, the total length of the expressway in operation has increased to 1,226km out of a total of 2,064km according to the planning of the North-South expressway from Huu Nghi border gate, Lang Son province to Nam Can town, Ca Mau province.
Currently, the entire North-South expressway has 4 sections under construction with a total length of 838km, including: Phap Van-Lang Son route connecting Hanoi to Lang Son, 110km long; Bai Vot-Cam Lo connecting Ha Tinh and Quang Tri, 267km long; Quang Ngai-Khanh Hoa connecting the provinces of Quang Ngai, Binh Dinh, Phu Yen and Khanh Hoa, 351km long.
Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his sincere thanks to all cadres, workers, and employees of the Project Management Boards, enterprises, contractors, and consulting units, especially those who are working on the construction sites of important national projects, key projects of the Transport sector, especially expressway projects, with the spirit of "overcoming the sun and rain," "eating quickly, sleeping urgently," "working 3 shifts, 4 shifts, through holidays and Tet," all for the beloved Fatherland, for the national interests, for the people's lives.

The Prime Minister emphasized that developing a synchronous and modern infrastructure system is one of the three strategic breakthroughs that the Party and State pay special attention to and direct. Among them, the expressway system plays a very important role, especially in connecting and improving transport capacity to serve production, business and life, attracting investment, expanding the space for socio-economic development, ensuring national defense and security for localities, regions and the whole country.
According to the Prime Minister, wherever transportation develops, it will open up new development space; especially creating conditions for the formation of urban areas, industrial parks, services, and tourism; improving the efficiency of land exploitation; reducing logistics costs, reducing input costs, promoting production and business, increasing state budget revenue, and at the same time, creating favorable conditions for people to travel easily and conveniently, contributing to promoting exchanges, activities, and improving the quality of life.
In the country's transportation system, the North-South transport corridor always plays an extremely important role, is the backbone, the vital economic-transport corridor of the country.
To create a breakthrough momentum, promote the potential and advantages of localities on this corridor, the North-South Eastern Expressway has been planned with a total length of 2,063km from Huu Nghi Border Gate, Lang Son to Ca Mau, passing through 32 provinces and cities, connecting the largest economic centers of the country.
The putting into operation of the Cam Lam-Vinh Hao Project and the Dien Chau-Bai Vot Project brings the total length of expressways in operation nationwide to more than 2,000km.
“The above results were achieved thanks to the wise and timely leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the efforts of the entire political system; the participation, support and active participation of the people and the business community; I believe that with this development momentum, our country will achieve the goal of having 5,000 km of expressway by 2030,” the Prime Minister affirmed.
Prime Minister Pham Minh Chinh highly appreciated the Transport sector; Project Management Boards; enterprises, contractors, and consulting units for their determination, great efforts, overcoming difficulties, working with the spirit of "overcoming the sun, overcoming the rain," "working overtime," "eating quickly, sleeping urgently, with a strong will, defeating the COVID-19 pandemic," "working 3 shifts, 4 shifts, through holidays, through Tet" to put the Projects into operation.

The Head of Government commended the determination and great efforts of the Ministry of Transport and related ministries, branches, project management boards, enterprises, contractors, and consulting units; the close coordination of central ministries, branches, and localities; the efforts and high responsibility of Party committees and authorities of Nghe An, Ha Tinh, Khanh Hoa, Ninh Thuan, and Binh Thuan provinces; and sincerely thanked the people in the affected areas who were ready to give up land and move their houses to implement the projects.
Pointing out 5 valuable lessons learned in the direction and operation, in the coming time, to maximize the effectiveness of this project and expressway projects in general, the Prime Minister requested the Ministry of Transport to preside over and coordinate with ministries, branches and localities to organize and guide the operation and exploitation to ensure safety and efficiency of expressways; based on traffic needs to develop a complete investment plan for the project according to the future planning scale; regularly inspect, maintain and repair to ensure safety in operation; fully deploy the construction of accompanying utility works such as rest stops, fuel stations... In particular, immediately deploy the construction of the second Nui Vung tunnel on the Cam Lam-Vinh Hao expressway.
The People's Committees of Nghe An, Ha Tinh, Khanh Hoa, Ninh Thuan, and Binh Thuan provinces directed relevant agencies and units to continue to care for the material and spiritual lives of the people, especially the families who gave up their land for the Project, ensuring that people have better living conditions, peace of mind to live and work; make the most of the advantages of the expressway to plan and create new development space, promoting socio-economic development.
Investors, contractors, consultants as well as ministries, branches and localities review, summarize and effectively apply experiences from this Project and previous projects to improve the effectiveness of implementing subsequent works and projects.
The Prime Minister directed the Ministry of Transport to focus on completing the remaining items of the Dien Chau-Bai Vot Project, meeting the conditions for the inauguration on the occasion of the 134th birthday of President Ho Chi Minh (May 19, 1890 - May 19, 2024).
Earlier, in the afternoon of the same day, Prime Minister Pham Minh Chinh visited Labor Hero Ho Thi Luom (born in 1932) in Phuoc My ward, Phan Rang-Thap Cham city, Ninh Thuan province - a resilient and creative person who helped the salt production team at Vinh Ngoc Salt Enterprise (Nghe An) always exceed production output and achieve the highest productivity in the entire salt industry; she was honored to receive the Labor Hero title from President Ho Chi Minh.
Expressing admiration for the extraordinary willpower, patriotism and patriotic emulation spirit in the cause of building and defending the Fatherland of Hero Ho Thi Luom, Prime Minister Pham Minh Chinh wished Mrs. Ho Thi Luom good health and continued encouragement for her children and grandchildren to actively participate in patriotic emulation movements, contributing to building a strong and prosperous homeland and country./.
