Prime Minister launches peak emulation campaign to complete 500kV line

Showcasing youth at key national construction sites

On June 23, Prime Minister Pham Minh Chinh led a Government delegation to inspect the progress of the 500kV Power Transmission Line Circuit 3 Project in Quang Trach - Pho Noi, section passing through Nghe An province.

The construction unit and mass organizations of Nghe An province have overcome difficulties to ensure the construction progress of the VT22 column foundation position.

The Prime Minister and his delegation inspected the VT22 column foundation location in Quynh Trang commune, Hoang Mai town.

At this location, overcoming difficulties due to harsh weather and steep terrain, engineers and workers have actively worked to meet the schedule.

The forces transported 200 tons of various materials over rugged mountainous terrain to the foot of the construction site to serve the construction of an 88m high electric pole.

To speed up the progress, Nghe An province has also actively supported the investor, construction unit with local labor force, trucks, cranes, excavators, scaffolding; supported the transportation of materials and equipment, repaired public roads, etc.

In the construction phase of digging and casting the foundation, the locality supports 70% of the construction machinery, 100% of the labor, materials and logistics. In the construction phase of erecting the columns, on-site support is provided by construction machinery, equipment (trucks, cranes and scaffolding) and logistics.

Reporting to the Prime Minister, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that Nghe An province always considers the 500kV Power Transmission Line 3 project a national key project. To ensure progress, Nghe An province has mobilized the entire political system to participate and support the implementation of the construction.

Prime Minister Pham Minh Chinh encouraged engineers and workers constructing the VT22 column foundation.

The province established 74 youth volunteer teams with the participation of more than 1,100 youth union members to carry out tasks such as supporting pole erection, transporting poles from the assembly location to the construction site, supporting site clearance, moving and transporting obstacles; supporting wire pulling and traffic diversion, clearing the line corridor; supplying water to construction teams; disseminating the importance of the 500kV line 3 to the people; supporting the dismantling of houses and residential structures of households affected by the line corridor.

At the construction site, Prime Minister Pham Minh Chinh commended the cadres, engineers, and workers of electricity units across the country who came to support the project implementation with high determination, great efforts, drastic actions, clear people, clear work, clear time, clear products; arranged capital sources, focused resources on the project, determined to contribute to completing the project by June 30, 2024.

Prime Minister Pham Minh Chinh commended the union members and youths for supporting the construction forces and participating in the work related to project implementation; thereby promoting youth strength, contributing to the national key project, and accumulating valuable experience to effectively and actively participate in other projects in the area.

Open "sprint" and "lightning speed" competition

At the meeting afterwards, a representative of Vietnam Electricity Group (project investor) reported that up to now, the project has completed handing over the site for all 1,177/1,177 column foundation locations; regarding the route corridor, 513/513 (100%) of anchorage spaces have been handed over.

Thanh Hoa transformer station is expected to be accepted on June 25, while Quang Trach and Pho Noi transformer stations have been completed.

Contractors have also completed foundation casting for all 1,177/1,177 column positions, completed erection of 698/1,177 column positions, and are assembling 400/1,177 column positions; completed wire pulling for 87/513 anchor intervals, and are performing wire pulling for 45/513 anchor intervals.

In addition to the achieved results, the project still has difficulties and obstacles. Specifically, the projects need to mobilize a large number of highly skilled, experienced and technical personnel; due to the impact of extremely hot weather, some days of heavy rain, thunderstorms causing construction interruptions...

Mr. Dang Hoang An, Chairman of the Board of Members of Vietnam Electricity Group (EVN), affirmed that he is determined to basically complete the project by the end of June and complete the acceptance procedures and inaugurate the entire project in July.

Concluding the working session, Prime Minister Pham Minh Chinh stated that with high determination, great efforts, drastic actions, focused leadership and direction; inheriting the achievements and experiences of previous lines; appropriate thinking, methodology and methods, we have shortened the time, accelerated the progress, ensured the quality, technique, aesthetics, safety and environmental sanitation of the project. At the same time, ensuring the lives of people who have given up land for the project.

The Prime Minister highly appreciated the project's progress, the proactive spirit, the highest determination, and the resolute completion of the assigned tasks of the localities and participating forces, "rolling around on the construction site, even sending people abroad, searching through each container to bring equipment back to the country".

According to the Prime Minister, the weather conditions were harsh, sometimes sunny like fire, sometimes pouring rain, but the entire force participating in the project made tireless efforts, overcoming all challenges and achieving very good progress.

In the coming time, the Prime Minister will launch a special, "sprint" and "lightning-speed" emulation campaign to basically complete the pole erection, wire pulling and testing work by June; and in July, conduct inspections, carry out technical operation procedures, accept and restore the environment and inaugurate the project.

In which, EVN focuses on erecting poles, pulling wires, operating transformer stations, implementing necessary procedures...

Localities coordinate to hand over the route corridor, mobilize youth, women, veterans, etc. to support the implementation of other tasks such as transporting raw materials, equipment, logistics, accommodation, etc. so that workers can concentrate on working; review and ensure that people who have given up land for the project have a better life or the same as their old place of residence.

Ministries and branches review and continue to deploy work and handle issues according to their functions, tasks and powers, including problems related to forests.

The 500kV power transmission line project, circuit 3, from Pho Noi (Hung Yen province) to Quang Trach (Quang Binh province) has a total length of about 519km.

The project passes through 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong and Hung Yen with a total of 1,177 column foundations and a total investment of about 22,300 billion VND.

When put into operation, the project is expected to increase transmission capacity to about 5,000 MW, double the current capacity. In particular, it will transmit the capacity of thermal power plants and renewable energy plants in the North Central region to the national power system; reduce the load and avoid overloading of existing 500 kV lines.

The project started in January 2024 and is expected to be completed in June 2024.
