More than 40 years ago, Ha Giang was the fiercest battlefield in the war to protect the northern border. Tens of thousands of soldiers fought bravely to protect every inch of the sacred land of the Fatherland, with the will of "not moving an inch, not moving a millimeter", determined to hold firmly every hilltop, cliff, and high point; with the brave spirit of "living on the rocks to fight the enemy, dying and turning into stone forever". More than 4,000 officers and soldiers heroically sacrificed, more than 9,000 people were injured and there are still thousands of remains of officers and soldiers scattered in crevices and deep valleys that have not been found and gathered. Besides, thousands of hectares of hills and mountains still have bombs and mines left. The blood of the AHLS has mixed with the motherland, bringing green happiness and peace to today's and future generations.

In a solemn atmosphere with solemn rituals, Prime Minister Pham Minh Chinh and leaders of the Central Committee and provincial leaders offered incense and flowers to commemorate the great contributions of the heroic soldiers who fought bravely, without sparing their blood and bones, and sacrificed themselves for the independence and freedom of the nation.

Before the heroic souls of the heroic martyrs, the delegates vowed to uphold the heroic tradition, unite with one heart, be absolutely loyal to the Party, the Fatherland and the People; determined to join the entire Party and people in successfully carrying out the renovation process; build and firmly protect the socialist Fatherland of Vietnam.
