Prime Minister Pham Minh Chinh emphasized that the future of the world belongs to the young generation, so the young generation should take concrete and practical actions for a bright, green, clean and beautiful Earth.

On the morning of February 26, Prime Minister Pham Minh Chinh attended the high-level plenary session of the ASEAN Future Forum 2025.

Here, the Prime Minister discussed, exchanged, shared, and answered many questions related to regional and global issues such as sustainable development, climate change response, security, cybercrime prevention, etc.

The ASEAN Future Forum 2025 took place on February 25 and 26 in Hanoi, with the theme "Building a united, inclusive and resilient ASEAN in a changing world."

Along with the Opening Session and 5 plenary sessions with different topics, the High-level Plenary Session was attended by: Prime Minister Pham Minh Chinh; President of Timor Leste José Ramos-Horta; ASEAN Chair 2025, Prime Minister of Malaysia Dato' Seri Anwar bin Ibrahim; Prime Minister of New Zealand Christopher Luxon.

Looking to upgrade ASEAN-New Zealand relations

At the Forum's High-level Plenary Session, ASEAN Chair 2025, Malaysian Prime Minister Dato' Seri Anwar bin Ibrahim and New Zealand Prime Minister Christopher Luxon delivered keynote speeches.

ASEAN Chair 2025, Malaysian Prime Minister Dato' Seri Anwar bin Ibrahim shared his feelings and admiration for the process of fighting for national independence and building and defending the Fatherland, turning Vietnam from a poor country into a modern developing country, especially in socio-economic development and Vietnam's unique diplomatic policy.

Considering that the world is constantly moving and changing, ASEAN shines as a beacon of hope, promoting the region's sustainable, harmonious and economically dynamic development, including the role of Malaysia, Vietnam and each member country. Malaysia, as ASEAN Chair 2025, is ready to share experiences with countries and partners for mutual development, leaving no country behind, especially in the fields of energy transition and digital transformation.

The Malaysian Prime Minister said that ASEAN needs to strengthen and consolidate its central role to continue to exercise its autonomy and strategic self-determination. ASEAN needs to be self-reliant and sustainable in economic development, especially in the context of sustainable development becoming a global trend and in the face of trade “competitions” between major economies that affect countries and the world.

Speaking here, New Zealand Prime Minister Christopher Luxon said that the Asia-Pacific region has always been a priority in New Zealand's diplomatic relations. The Asia-Pacific region is a driving force for economic and trade development, but it is also a region prone to security hotspots. Therefore, each country has the responsibility to prevent and manage risks. New Zealand believes in the central role of ASEAN in resolving and adapting to the situation.

Recognizing that the development and stability of ASEAN has implications for the region and the world, New Zealand continues to work closely and seek further opportunities to enhance cooperation with ASEAN, to benefit both sides, the region and the world. Thanking Vietnam for its role as coordinator of ASEAN-New Zealand relations, Prime Minister Christopher Luxon expressed his desire to elevate ASEAN-New Zealand relations to a new level.

Noting that the ASEAN community and businesses are increasingly present in New Zealand, Prime Minister Christopher Luxon hopes that more and more ASEAN businesses will cooperate and invest in New Zealand; committed to efforts to promote two-way trade turnover to double the current level; promote people-to-people exchange activities, maintain and promote cooperation in education, training and areas where New Zealand has strengths such as energy transition, artificial intelligence, agriculture, and climate change response.

In particular, at the High-level Plenary Session, Prime Minister Pham Minh Chinh, President of Timor Leste, Prime Minister of Malaysia and Prime Minister of New Zealand had exchanges, Q&A, and discussions with delegates attending the Forum on issues of concern such as: sustainable development, climate change response, Timor Leste's efforts to join ASEAN, security, cybercrime prevention, cooperation in developing the semiconductor industry, etc.

Expressing his agreement with the statements, sharing and responses of the President of Timor Leste, the Prime Minister of Malaysia and the Prime Minister of New Zealand, Prime Minister Pham Minh Chinh said that Vietnam supports and hopes that Malaysia will better perform its role as ASEAN Chair 2025, including resolving the Myanmar issue; supports Timor Leste's joining ASEAN and supports upgrading the New Zealand-ASEAN relationship, as well as the Vietnam-New Zealand relationship to a new level.

Global, all-people issues require a global, all-people approach.

In response to the request to clarify the content of the Prime Minister's viewpoint on self-reliance and strategic autonomy, Prime Minister Pham Minh Chinh emphasized that any country or organization must raise the issue of self-reliance and strategic autonomy.

In foreign relations, we must maintain balance, treat each other fairly, and develop based on the law; each country must have real strength; national defense and security must be strengthened and consolidated, appropriate to the situation; ensure social security, fairness, civilization, support the disadvantaged, and leave no one behind; do not sacrifice the environment, fairness, social progress, and social security for economic growth alone; preserve and promote a culture rich in identity.

Regarding the request to clarify the viewpoint that relations between countries must be based on rules, Prime Minister Pham Minh Chinh stated that governance of each country, region and the world must be based on rules.

Countries, regions and international organizations must act based on the law, which means: respecting each other's independence, sovereignty and territorial integrity; resolving disputes by peaceful means, not using force or threatening to use force to resolve disputes and disagreements; respecting human rights, because every person is born with the right to life, freedom and the pursuit of happiness; everyone and all countries must love, help and respect each other based on the principle of equality, all develop and leave no one behind.

For ASEAN, the rules are solidarity and unity in diversity; maintaining neutrality, creating an environment of peace, stability, cooperation and development; respecting countries, responding flexibly to regional and international issues; helping and working together to bring peace, cooperation and development, bringing people an increasingly prosperous and happy life; institutions towards ASEAN and each ASEAN citizen being better year after year than the previous year.

Regarding the issue of cyber security, Prime Minister Pham Minh Chinh said that the world is in the era of scientific and technological development, the era of intelligence, especially the development of artificial intelligence... Besides the benefits that science, technology and artificial intelligence bring, there are also negative aspects of this development, including the issue of cyber security. Therefore, everyone and all countries must join hands to prevent, combat, and definitely succeed.

On this occasion, Prime Minister Pham Minh Chinh thanked the United Nations General Assembly for adopting the United Nations Convention on Cybercrime and will hold a signing ceremony in Hanoi this year.

Responding to a question about the role of youth in the world climate, Prime Minister Pham Minh Chinh said that the world is facing many difficulties, including climate change, with complex extreme weather and climate developments. This is a global, all-people issue, so there needs to be a global, all-people, comprehensive, and inclusive solution. There must be international solidarity, with developed countries helping underdeveloped and developing countries in building institutions, science and technology, finance, human resource training, and smart governance in combating climate change.

Stating that Vietnam has committed to reducing net emissions to zero by 2050, is developing green energy, green transportation, green agriculture, and encouraging afforestation, including implementing a project to develop 1 million hectares of high-quality, low-emission rice, the Prime Minister emphasized that the future of the world belongs to the young generation, so the young generation should take action with specific, practical actions for a bright, green, clean, and beautiful Earth, not only for themselves but for the community and the whole world.../.
