Prime Minister Pham Minh Chinh receives President of Timor-Leste

On the afternoon of February 25, Prime Minister Pham Minh Chinh received President of Timor-Leste José Ramos-Horta on the occasion of the President's attendance at the 2nd ASEAN Future Forum in Hanoi.

At the meeting, Prime Minister Pham Minh Chinh thanked the President for accepting to attend and deliver an important speech at the opening session of the 2nd ASEAN Future Forum. The Prime Minister affirmed that Vietnam attaches importance to and wishes to further develop the good friendship and cooperation with Timor-Leste.

The President of Timor-Leste expressed his pleasure to meet the Prime Minister again after his State visit to Vietnam in August 2024; congratulated and expressed his admiration for the country and people of Vietnam on their remarkable achievements in socio-economic growth and development throughout the process of national construction and development. The President emphasized that Vietnam has always been a model for Timor-Leste to learn from and wished to continuously strengthen, upgrade, and bring the relationship between Timor-Leste and Vietnam into greater depth and substance.

The two sides highly appreciated the positive developments in bilateral relations, promoted trade and investment cooperation; in particular, effective investment and business activities in Timor-Leste by Viettel Telecommunications Group (Telemor) have contributed positively to socio-economic development and job creation in Timor-Leste. The two leaders also agreed to enhance political trust through high-level exchanges and contacts; effectively implement high-level agreements; continue to promote the completion of the legal framework for bilateral cooperation; and effectively exploit the great potential for cooperation between the two countries.

Prime Minister Pham Minh Chinh suggested that the two sides promote negotiations on agreements on trade, investment protection, labor, visa exemption for ordinary passport holders; strengthen financial cooperation, rice production, oil and gas, wind energy, telecommunications, etc.

The Prime Minister shared that Vietnam is implementing a project to develop 1 million hectares of high-quality, low-emission specialized rice associated with green growth in the Mekong Delta by 2030, develop a financial center in Ho Chi Minh City and Da Nang, and implement strategic projects on nuclear power, high-speed railways, etc., and called on the Timor-Leste Government to invest in projects in Vietnam.

The President of Timor Leste asked Vietnam to share its experience in building socio-economic policies and strategies; support Timor-Leste in areas where Vietnam has strengths such as agriculture, including rice production, fisheries, ensuring food security, digital economy, infrastructure development; increase investment presence in Timor-Leste; Timor-Leste committed to creating favorable conditions for Vietnamese businesses. The President thanked Vietnam for always supporting Timor-Leste in the process of building and developing the country and the process of joining ASEAN.

The two leaders agreed to promote cooperation in other important areas such as security, defense, information and communications, education and training; effectively utilize new trends such as green economy, clean energy, innovation; promote people-to-people exchange through tourism development, cultural exchange, etc.

Discussing international and regional issues, the two sides agreed to continue to coordinate and support each other at multilateral forums. Prime Minister Pham Minh Chinh highly appreciated Timor-Leste's determination and efforts in implementing the Roadmap for Timor-Leste to become a full member of ASEAN; emphasizing that Vietnam is always consistent in supporting Timor-Leste to soon become a full member of ASEAN.

On this occasion, the President of Timor-Leste also wishes to welcome Prime Minister Pham Minh Chinh to visit Timor-Leste; the Prime Minister thanked him and will arrange a suitable time.
