The Prime Minister asked Mr. Jose Fernandez to continue urging the US to urgently consider recognizing Vietnam as a market economy and removing restrictions related to high-tech exports to Vietnam.

On the afternoon of January 25, Prime Minister Pham Minh Chinh received Mr. Jose Fernandez, US Under Secretary of State for Economic Growth, Environment and Energy, who is visiting and working in Vietnam.

The Prime Minister welcomed the visit of the US Deputy Secretary of State to continue realizing and implementing concrete agreements between the two countries' senior leaders during US President Joe Biden's visit to Vietnam in September 2023.

The Prime Minister asked Mr. Jose Fernandez to continue to urge the US side to urgently consider recognizing Vietnam as a market economy and abolishing restrictions related to high-tech exports to Vietnam; continue to expand and deepen cooperation in all fields in the spirit of harmonious benefits and shared risks, including new and breakthrough fields such as innovation, artificial intelligence, supply chain cooperation, green transformation and especially promoting cooperation in the semiconductor supply chain.

The Prime Minister proposed that the United States actively support Vietnam in improving its capacity to participate in the Indo-Pacific Economic Framework for Prosperity (IPEF), which is being negotiated; implement the Just Energy Transition Partnership (JETP) framework; and support Vietnam in achieving the goal of reducing net greenhouse gas emissions to "zero" by 2050, especially in terms of finance, technology transfer, and capacity building, on a basis that is appropriate to Vietnam's socio-economic conditions.

The US Deputy Secretary of State said the visit aimed to continue to concretize and promote the framework of the Comprehensive Strategic Partnership between the two countries; and to inform the results of working with ministries and branches on this content during the visit.

He said the US side is actively continuing to consider and resolve the issues raised by the Prime Minister regarding market economy status and restrictions on high-tech exports.

Believing that it is necessary to take advantage of the current opportunity to promote the relationship between the two countries and highly appreciate the entrepreneurial spirit in Vietnam, Mr. Jose Fernandez emphasized that it is necessary to quickly promote the great potential of Vietnam in the semiconductor field. The United States will continue to support the development of the semiconductor ecosystem in Vietnam, including cooperation in human resource training and promoting semiconductor trade.

The US side will also promote cooperation in the fields of clean energy transition and essential minerals. Appreciating Vietnam's commitment to reducing net emissions, Mr. Jose Fernandez said that through the exchange, there are about 15 US businesses wishing to immediately invest about 8 billion USD in Vietnam in the clean energy sector, asking Vietnam to continue to resolve issues related to legal procedures.

The US Deputy Secretary of State proposed to organize a dialogue between the two sides on the above important economic areas.

Welcoming these proposals, the Prime Minister said that Vietnam is actively and quickly implementing a training program for 50,000-100,000 high-quality human resources for the semiconductor sector; perfecting the legal basis (amending the Electricity Law) for the renewable energy sector; perfecting planning in the rare earth sector; thereby facilitating and attracting investment in specific projects, promoting cooperation and development in the three above-mentioned fields.

Appreciating the consistent message of the United States supporting a "strong, independent, self-reliant and prosperous" Vietnam, the Prime Minister stated that Vietnam is ready to work with the United States to implement the Comprehensive Strategic Partnership in an increasingly substantive, in-depth and stable manner on the basis of respecting each other's independence, sovereignty, territorial integrity and political institutions; in accordance with the interests of the two peoples and contributing to peace, stability, cooperation and development in the region.
